Work is performed in Golden Valley, Billings, Slope, and McKenzie Counties, North Dakota, and delivery is to the Medora Ranger District in Dickinson, North Dakota. The contractor furnishes all labor, material, equipment, tools, transportation, and supplies under the Performance Work Statement (Attachment 3). Requirements include grading with a maximum of six passes, spot surfacing with certified weed-free ND Class 13 aggregate or 2-inch minus scoria, cattleguard cleaning and reset, and use of a mapping program such as Avenza Maps. The contractor must submit a Quality Control Plan and complete an equipment cleaning certification. Service Contract Act Wage Determination 2015-5381, Revision 29, applies. The document is designated a rated order under DPAS.
The Schedule of Items has seven line items: road grading (13.5 miles), trailhead and parking lot grading (18 each), crushed aggregate spot surfacing (100 cubic yards), scoria spot surfacing (3,000 cubic yards), cattleguard reset (1 each), camping spur grading (23 each), and mobilization (1 lump sum). Quantities are estimates, not guaranteed, and payment covers actual accepted work. Work is estimated to begin in Spring 2027, and the period of performance runs from award through November 15, 2027. Delivery is required 10 days after Notice to Proceed, and a post-award conference is required before project start. The offer must remain firm through January 31, 2027.
Quotes go by email to paula.winningham@usda.gov and must include pricing for all line items to the exact cent, business name, address, contact information, an active SAM.gov UEI, a signed SF-1449, and responses to all evaluation factors. Questions are due at least three business days before the quote deadline. The point of contact is Paula Winningham at 541-750-7115.
Award is best value across five factors: past performance (last three years), experience and contractor personnel qualifications, equipment list, quality control plan, and price. Price is approximately equal in importance to the other factors, but cost may control award. Offerors with unacceptable ratings on past performance, experience, equipment, or quality control are ineligible for award.
