About this file
This is a pre-proposal conference presentation slide deck for the Defense Logistics Agency (DLA) Energy Contractor-Owned, Contractor-Operated (COCO) fuel storage services solicitation SPE603-26-R-0526. The requirement involves operation and maintenance of bulk fuel facilities at two locations on Fort Bragg, North Carolina: the 82nd Airborne Division site (Area A) and the East Bragg site (Area M). The contractor must establish operational capability at both sites no later than 12 months after contract award, with performance beginning August 1, 2027. Area A requires storage for 90,000 gallons of F24 fuel with 5 retail dispensers and bulk loading capability, 20,000 gallons of ULSD with 1 dispenser, and 20,000 gallons of MUR with 1 dispenser across approximately 3.8 acres with design constraints including protected trees and a sewer line. Area M requires identical storage volumes with 2 F24 retail dispensers instead of 5, covering approximately 3.4 acres. The contractor is responsible for facility design, construction, operations, maintenance, inventory control, security including video monitoring, environmental compliance including stormwater management and spill response, filtration meeting EI1581 standards, and leak detection on all underground bulk-side components.
The solicitation is a full and open competition using a Lowest Price Technically Acceptable (LPTA) source selection process with firm fixed-price pricing. The base period runs 48 months (August 1, 2027 through July 31, 2031) with four 60-month options, one 54-month option, and a 6-month extension option, for a maximum 30-year contract duration through January 31, 2057. Proposals are due August 31, 2026, at 9:00 a.m. EST submitted via email to Morishita Armstead at Morishita.Armstead@dla.mil with copies to Radhiyah.Smith@dla.mil. Proposals must include three volumes: Technical Management (maximum 75 single-sided pages), Past Performance (up to 7 references), and Price (covering applicable Service Contract Labor Standards wage determination WD 2015-4377 Revision 31). Evaluation will be on Technical Management (Acceptable/Unacceptable), Past Performance (Acceptable/Unacceptable), and Price. The contractor must enroll in the E-Verify program within 30 days of award, maintain an active SAM.gov registration, establish an inspection system, comply with all DFARS and FAR clauses including Wide Area Workflow (WAWF) for invoicing, and coordinate utility connections through Directorate of Public Works. Questions must be submitted by August 21, 2026, at 11:00 a.m. EST.
