About this file

This is a construction addendum for a Contractor-Owned, Contractor-Operated (COCO) fuel facility at Fort Bragg, NC, with a 29-year contract term. The addendum provides technical and logistical guidance for offerors developing design and cost proposals for fuel facility services at two approved sites: East Bragg Site (Location 1, 3.75 acres) and 82nd ABN Site (Location 2, 4.00 acres).

All construction materials, structural steel, aboveground storage tanks, and pipelines must comply with the Buy American Act and be domestic end products, with all iron and steel melted, poured, and manufactured in the United States. Commercial design specifications (NFPA 30 and 30A) apply rather than military construction standards due to the temporary nature of contractor-owned facilities. The government will conduct four design review phases (35% concept, 65% intermediate, 95% pre-final, and 100% final) prior to construction authorization. Fort Bragg utilities are privatized; the Installation will fund meters and stub-outs within 5 feet of the property boundary. Both sites have access to water, sewer, electric (100 kVA 3-phase 480V), and network connectivity. Driving surfaces must support 50-ton GVWR vehicles, and the M1074/M1075 Palletized Load System must navigate the facilities without damage. The 82nd ABN Site contains nine protected old-growth trees within marked drip lines where excavation, grading, vehicle traffic, and construction activities are prohibited; contractors must install protective fencing and incorporate these restrictions into site plans. Traffic flow patterns for both sites are documented, with planned future changes including one-way streets at the 82nd Site (Pratt Street eastbound, Gorham Street southbound). The addendum includes site maps, utility maps showing water, sewer, electrical, stormwater, and network line locations, and identifies specific obstructions including an active 9-foot-deep sewer line with three maintenance access points at the 82nd Site.

FORT BRAGG FUEL FACILITY CONSTRUCTION ADDENDUM

1. General: This addendum and appendixes contain information needed to assist offerors in planning and developing design and cost proposals for Contractor-owned, Contractor-operated fuel facility services at Fort Bragg, NC.

2. Buy American Act (BAA): The Contractor shall comply with the Buy American Act (41 U.S.C. Chapter 83) and FAR Part 25. All construction materials, structural steel, aboveground storage tanks, and pipelines utilized in the construction of the COCO fuel facility must be domestic end products, and all iron and steel must be melted, poured, and manufactured in the United States.

3. IDG Applicability and Limitations: Most of the Installation Design Guide and Governmental standards found in Unified Facility Criteria (UFC) directives do not apply to the structural design of these facilities due to the temporary (29 years) nature of these contractor-owned, contractor-maintained, contractor-operated fuel facilities, but this paragraph will help differentiate.

A. Design: This is neither Military Construction (MILCON), nor government-owned or government-maintained infrastructure; therefore, the UFC structural design specifications do not apply unless specifically included in the contract. Commercial Design specifications will be used for the fuel facility (such as NFPA 30 and 30A) and associated infrastructure, except for those infrastructure components or systems that must integrate, connect, or interface with base infrastructure, utilities, systems, or equipment. That infrastructure or component will be compatible, allowing tie-in and function with the existing government infrastructure as necessary. Structural exterior appearances and landscaping will match the surrounding government structures in accordance with the IDG to blend visually.

B. Oversite: Various Permitting Offices will have regulatory oversite authority as required for their permit.

Department of Public Works (DPW) will provide construction permits and associated project oversite to ensure compliance with regulatory and permit directives, Installation regulatory/policy, and contract requirements.

C. Review: Elements of government review/approval are reduced but not eliminated. Plans will be provided to the DPW as required for permits, utility integration, stormwater, erosion control, and project oversite.

Government review and approval of the Contractor’s design submittals (35%, 65%, 95%, 100%) is solely for verification of compliance with the Ground Lease, Base Master Plan, Safety, and Environmental standards.

Government approval does not relieve the Contractor of its sole responsibility for design accuracy, structural/mechanical integrity, environmental compliance, or the procurement of mandatory State of North Carolina permits.

35% Concept: – DLA Energy contract requirements, facility footprint, site obstructions/restrictions, setback distances, traffic flow, utility connection concept; performed by DLA Energy during proposal evaluation prior to award.

65% Intermediate Review: – Utility and Environmental: locks in how the contractor's private facility will interact with the government's infrastructure when the base's sanitary sewer, water, network, and power grids connect to the facility. Stormwater design, retention basins and OWS appropriate size. Connection for street access. This review is done by DPW and/or State agencies after post-award when coordinating utility hookups and acquiring permits.

95% Pre-final Review: Fire Marshall – Review of emergency shut-off and notification systems and connectivity to base emergency services.

100% Final: Permit check – DPW verifies all permits are secured and issues Construction Authorization.

All reviews are being expedited due to the time limitations in this project. The Contractor must notify the Contracting Officer of any delay.

4. Site Maps: The site and utility maps (Appendix A and B) are provided to identify Government-furnished land described in PWS paragraph C-2.4.1. The Installation is responsible for removing pre-existing infrastructure prior to contract award unless otherwise stated in this document or App A of the PWS.

5. Utilities: Utilities on Ft Bragg are privatized. The contractor must begin coordination for utility tie-in with DPW as soon as possible after the post-award conference. The Installation will fund and install meters and stub outs as applicable to within 5 ft of the property boundary at a point coordinated with the contractor after award. Base utilities are designed IAW Unified Facility Criteria (UFC). The Contractor is responsible for planning, designing, installing and maintaining utility infrastructure and components compatible with base utility infrastructure from the site boundary to the Contractor’s facility. Maps of utility lines are provided in Appendix B.

A. East Bragg Site (Location 1):

1) Water: There are 2 hydrants already on site but need testing to determine available fire flows. The Installation will provide verification test and any necessary repairs. There are 6” and 12” watermains on the north and east perimeter of the site. The exact location along those lines for the water service connection will be coordinated with DPW Utility Services IAW the facility design at the post-award conference. The government-provided connection stub out will include a water meter, RPZ backflow preventer, and a valve. This valve serves as the point of demarcation and ends the government’s installation and maintenance responsibility. Water meter readings will be sent to DPW, then billed directly to the Contractor.

2) Sewer: There is an 8” sewer main that runs on the south edge of the property boundary along Just Cause Dr. The exact location along that line for the sewer service connection will be coordinated with DPW Utility Services IAW the facility design at the post-award conference.

3) Electric: High voltage (100 kVA of 3 phase 480V) brought to the property. The base utility provider will provide the transformer from the existing utility and the secondary to the line side of the customer-provided meter base. Service size 400 amps and less will require the customer to install meter base. The location of these will be at the "5-foot" mark from the building. This location will be determined by coordinating between the contractor and base utility provider. The Contractor will provide the disconnect after the meter if needed.

4) Network: Internet Connectivity adequate to perform required services can be accomplished with commercial internet service or using the base server. Commercial internet does not require a network switch provided by the Network Enterprise Center (NEC). Government Internet connectivity requires OSP cabling (Fiber & copper) connecting the facility to NEC infrastructure. OSP cabling establishes connectivity between buildings, Area Distribution Nodes (ADNs), and main command posts.

B. 82nd Site (Location 2):

1) Water: There are 2 hydrants already on site but need testing to determine available fire flows. The Installation will provide verification test and any necessary repairs. There is a 6” water main on the north and east perimeter of the site. The exact location along those lines for the water service connection will be coordinated with DPW Utility Services at the post-award conference. The government-provided connection stub out will include a water meter, RPZ backflow preventer, and a valve. This valve serves as the point of demarcation and ends the government’s installation and maintenance responsibility.

2) Sewer: There is a 12” sewer main with manholes that runs through the site.

5) Network: Internet Connectivity adequate to perform required services can be accomplished with commercial internet service or using the base server. Commercial internet does not require a network switch provided by the Network Enterprise Center (NEC). Government Internet connectivity requires OSP cabling (Fiber & copper) connecting the facility to NEC infrastructure. OSP cabling establishes connectivity between buildings, Area Distribution Nodes (ADNs), and main command posts.

6. Obstructions, Restrictions, and Limitations: Appendix C provides descriptions of known obstructions, restrictions, and limitations associated with the approved sites.

7. Through Traffic: The facility must be designed and constructed to allow the largest expected customer vehicles and the approved traffic flow pattern approved by the Installation. Planned changes to traffic patterns around the sites include changing Gorham Street to one-way southbound, Pratt Street to one-way eastbound, and Traffic-flow diagrams are provided in Appendix D.

a. Capability: Driving surfaces must support vehicles with GVWR of 50-tons without suffering structural cracks or damage. Ingress / Egress must allow for a vehicle with size dimensions and turn radius of the M1074 / M1075 Palletized Load System (PLS) without causing damage.

b. Restrictions: Contractor must ensure M1074 Heavy Equipment Transporter (HET) tractors enter facility without the M1000 Semi-trailer connected. Driver must drop trailer elsewhere before entering

c. Direction : The facility design must allow for ingress and egress of customer and delivery vehicles as shown in Appendix D. The Installation has changes coming to the traffic flow around the 82nd Site.

Pratt St will be an eastbound one-way street and Gorham St will be a southbound one-way street.

APPENDIX C – SITE OBSTRUCTIONS / RESTRICTIONS / LIMITATIONS

1. General: Within the site boundaries there are some known obstructions, restrictions, limitations, and considerations described in this Appendix.

2. East Site (Location #1) Network Fiber Utility Line: The site is large and clear, however, there is a network fiber optic line shown in Figure 3 routed across the site. It will be needed for connectivity; even if just for an emergency phone box. Other utility maps show this line ends without crossing the property. The base will mark it upon request.

3. 82nd ABN Site (Location #2) Sewer Line: The sewer line identified in Figure 6 that routes through the site will remain active during the contract. It is buried 9 feet underground and creates design challenges. Underground Storage Tanks (USTs) cannot be placed over or near that line IAW applicable directives. As part of the sewer line, there are 3 manholes that will need to be integrated into the facility plans and design to allow continual access and functionality.

The DLA Energy COCO contractor is responsible for raising the manholes if required for integrating the facility design.

The sewer system will continue to be maintained by the Base Utility Services Contractor for the duration of the contract.

4. 82nd ABN Site (Location #2) Protected Mature (Old Growth) Trees: There are nine (9) mature trees designated as protected within the 82nd ABN site boundary. The trees are physically marked with a metal tag (dog tag). Activities that may damage the trunk, canopy, roots, soil condition, or drainage around these trees are prohibited within the drip line of the tree’s canopy. A map showing the location of these trees and approximate usable space are provided in Figure 7 and 8.

A. Restrictions / Limitations: The roots and soil within the drip line under and around these trees cannot be disturbed. The following actions are restricted.

• No clearing, grading, trenching, excavation, fill, storage, vehicle traffic/parking, or material staging within the dripline

• No root cutting or compaction-causing activity inside that limit

• No temporary construction encroachment unless specifically approved in writing by the responsible Fort Bragg office

B. Required Precautions: The following precautions must be executed prior to breaking ground on site.

• Install high-visibility protective fencing through construction and obtain DPW Environmental office concurrence on installed fencing before any site work.

• Mark the area as restricted during construction.

• Include long term protective measures in site design to prevent driving or parking within the restricted dripline areas of these trees.

C. Planning Requirements: These restrictions must be incorporated into Site Plans, Work Plans, Erosion Control and Stormwater Plans. drawings, pre-construction briefing materials, and QA/QC checklists.
