About this opportunity
The U.S. Army Corps of Engineers, New England District is soliciting proposals for construction services related to a Power Generation Microgrid project at Cape Cod Space Force Station in Bourne, Massachusetts. The project encompasses the design and construction of an integrated power generation system incorporating a battery energy storage system, existing wind turbine integration, diesel-powered generators, uninterruptible power supplies, enhanced microgrid controls, electrical duct banks throughout the site, and protective barriers against High-Altitude Electromagnetic Pulse (HEMP) events. All work must be executed within restricted military areas requiring enhanced security protocols while minimizing disruption to mission-critical operations and maintaining facility occupancy throughout construction. The solicitation will be evaluated using a best-value tradeoff process based on four factors in descending order of importance: Past Performance, Management Approach, Small Business Participation Commitment Document, and Price. Offerors must demonstrate experience with construction projects exceeding $50 million involving at least three disciplines and high-voltage work, with preference given to experience on military installations, battery energy storage systems, and HEMP shielding projects. The proposal deadline is March 11, 2026, and technical inquiries must be submitted by February 25, 2026.
There is no set-aside designation for this solicitation. The estimated contract value ranges from $100,000,000 to $250,000,000 on a firm-fixed-price basis, with performance comprising an initial 15-calendar-day mobilization period and 1,456 calendar days for total project completion through summer 2026 award. All offerors, including small and large businesses, must commit to a minimum of 20 percent small business participation by contract value. Key requirements include Level 2 Cybersecurity Maturity Model Certification (CMMC) prior to award, a 20 percent bid guarantee, mandatory attendance at pre-bid site visits held January 8 and 15, 2026, and compliance with site security protocols requiring U.S. citizen escorts with Secret Security Clearance for all contractor personnel in restricted areas. The work is classified under NAICS code 237130 (Power and Communication Line and Related Structures Construction) with a small business size standard of $45,000,000. The project will take place entirely within Cape Cod Space Force Station in Bourne, Massachusetts, an active-duty military installation containing ground-based radar systems critical to national security.

Cape Cod Space Force Station (CCSFS) is an active-duty military installation containing ground-based radar systems critical to National Security. The Power Generation Microgrid project will be con structed within the grounds of CCSFS in fa cilities which are in restricted areas requir ing enhanced security protocols. The im pacted facilities are to remain occupied throughout construction with minimal dis ruption to the mission requiring precise construction phasing of all project elements. The Power Generation Microgrid project is programmed within the Department of the Air Force Energy Resiliency, Conservation, and Investment Program and all work is in alignment with the resiliency goals of the program such as integrating a battery en ergy storage system with an existing wind turbine and meeting the Uptime Institutes Tier IV redundancy criteria for all mission critical systems. Additionally, the project will upgrade the facilities protective barrier against High Altitude Electromagnetic Pulse events. Other major features of the project include the complete replacement of all fa cility systems located in the onsite power generation plant, providing new back-up power assets with enhanced microgrid con trols, and installing electrical duct banks throughout the site. The final microgrid configuration will incorporate all new equipment such as diesel-powered genera tors, uninterrupted power supplies, critical and non-critical power distribution re sources into a cohesive control scheme for prolonged mission reliability. All work must be executed to minimize disruptions to mis sion critical operations and impacted pro tective HEMP barriers.
