About this file

This is a template document for the Small Business Participation Commitment that all offerors—both small and large businesses—must complete and submit as part of a federal contract proposal. The document requires offerors to disclose their business size and socioeconomic status (Large Business, Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, Veteran-Owned Small Business, or Serviced-Disabled Veteran-Owned Small Business) and propose participation levels for small businesses as primes, joint venture partners, teaming partners, or subcontractors.

The submission requires four sections: Section 1 requests the division of work between large and small businesses as a percentage of Total Acquisition Value (TAV), with separate breakdowns by socioeconomic category, noting that a government suggested goal of 20% small business participation applies; Section 2 requires detailed enforceable written commitments to identified small businesses, including solicitation number, business name, socioeconomic status, NAICS codes, and signatures from both parties; Section 3 applies only to small business primes and requires demonstration of past compliance with FAR clause 52.219-8 using documentation such as CPARS reports, mentor-protégé arrangements, or customer correspondence from federal, state, or local agencies within the past five years; and Section 4 applies only to large businesses and requires demonstration of past compliance with FAR clause 52.219-9 through similar historical documentation, including explanations for any missed subcontracting goals.

Attachment C Small Business Participation Commitment Document

All Offerors, both Small Businesses and Large Businesses, are required to complete and submit a Small Business Participation Commitment Document. Offerors shall propose the level of participation of small businesses (as a small business prime, joint venture, teaming arrangement, and/or small business subcontractors) in the performance of this acquisition relative to the objectives / goals set forth in the evaluation of this area.

All supporting documentation for the Small Business Participation Commitment Document shall be included in this section. Documentation not within the Small Business Participation Commitment Document will not be considered.

Business Size and Socioeconomic Categories.

Check the applicable size and categories for the PRIME Offeror only. Check all applicable boxes:

{ } Large Business

Or

{ } Small Business (SB) Prime; also categorized as a { } Small Disadvantaged Business (SDB) { } Woman-Owned Small Business (WOSB) { } Historically Underutilized Business Zone (HUBZone) Small Business { } Veteran-Owned Small Business (VOSB) { } Serviced-Disabled Veteran-Owned Small Business (SDVOSB)

Section 1 - Division of Work; Small Business Goals and Corresponding Dollars.

Using the chart below, indicate the percentage of work and associated dollars to be performed by both Large and Small Businesses based on the Total Acquisition Value (TAV). The Offeror’s TAV is the sum of all base and optional items which is stated in the Contractor’s Price Proposal. The total percentage shall equal 100%. If the Total Dollars do not equal the offeror’s TAV, it may result in a weakness.

For example: If the prime proposes a total price of $1,000,000 (inclusive of all options) and small businesses will provide $250,000 in supplies / services as a prime and subcontractor, the percentage planned for other than small businesses and small businesses is 75% and 25%, respectively, equaling 100%.

Total Percentage Planned for Large Business(es) % $ Total Percentage Planned for Small Business(es) % $

Total 100 % $

Using the chart below, indicate the percentages and dollar values to be performed by small businesses and each type of small business socioeconomic category. Work performed by small businesses that qualify in multiple small business categories should be counted in each category. Percentages and dollars shall be based on the Offeror’s TAV.

For example: Subcontractor ‘A’ (WOSB and SDVOSB) performs 2% and Subcontractor ‘B’ (SDB, WOSB, and HUBZone) performs 3%. This results in SB (5%), SDB (3%), WOSB (5%), HUBZone (3%), VOSB (2%), and SDVOSB (2%).

1Pursuant to Section 8(d) of the Small Business Act, a business is considered small for Government procurements if it does not exceed the size standard for the NAICS code that the prime contractor believes best describes the supplies / services being acquired. In other words, the size of the prime’s suppliers is determined by the applicable NAICS code of its joint venture, teaming partner, or subcontract, which may or may not be the same NAICS code as the one for the prime contract with the Government.

2SDVOSB goal shall not be more than VOSB. That is because SDVOSBs are also VOSBs;

however, VOSBs are not necessarily SDVOSBs.

Note: Any proposed zero percent goals shall provide an explanation as to why participation in that category is not feasible.
