About this file
This document is a federal solicitation for construction of a Power Generation Microgrid project at CCSFS. The Government will award a firm fixed price contract to the contractor offering the best overall value based on evaluation of four factors in descending order of importance: Past Performance, Management Approach, Small Business Participation Commitment Document, and Price. All proposals must be submitted electronically through PIEE (Procurement Integrated Enterprise Environment) in three volumes with specific formatting requirements: Volume I (Past Performance and Management Approach) limited to 20 pages, Volume II (Small Business Participation Commitment Document) with no page limit, and Volume III (Price and other pro forma information) with no page limit. Proposals must be submitted by the deadline specified in the solicitation document, with the upload completion time recorded in PIEE constituting the official submission time. File submissions must be in native formats (docx, xlsx, ppt) with PDF copies also provided; self-extracting exe files are not acceptable. The contract will be awarded to a single firm selected through a tradeoff process comparing technical merit and price, with discussions potentially occurring at the Government's discretion.
Volume I submissions must include descriptions of no more than three relevant projects completed within the last eight years with at least $50 million in construction costs and involvement of at least three of the following disciplines: architectural, civil/site, mechanical, life safety, structural, and telecommunications. Projects may receive higher ratings if they include features such as $90+ million construction costs, performance at military installations, constrained schedules, security protocols, battery energy storage systems, or HEMP shielding systems. Volume II requires completion of a Small Business Participation Commitment Document addressing planned small business usage and goals for socio-economic categories (minimum 20% small business participation required for acceptability). Volume III must include completed bid schedules with cost and pricing data in Microsoft Excel format viewable in Excel 365. Evaluators will assess proposals based on relevance and recency of past performance experience, quality of the management approach including organizational structure and resource coordination, commitment to small business participation, and price reasonableness. The Government reserves the right to verify past performance through multiple sources including CPARS, FAPII, and customer references, and may reject all proposals or award without discussions.
