About this opportunity
The Department of Veterans Affairs Technology Acquisition Center seeks general construction services for EHRM Infrastructure Upgrades at the Philadelphia VA Medical Center, with proposals due June 8, 2026. The procurement is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to SBA-certified SDVOSBs listed in the SBA certification database at proposal submission and award.
Place of performance is Philadelphia, PA, across five campus buildings (Buildings 1, 2, 3, 21, and 30) at 3900 Woodland Avenue. Work involves relocation, reconfiguration, expansion, and renovation of existing rooms and telecommunication closets including new walls, doors, finishes, general construction, structural, mechanical and HVAC, plumbing and fire protection, electrical, information technology, and civil trades. All construction must comply with VA Infrastructure Standard for Telecommunications Spaces (ISTS) V4.0 (June 1, 2023) and VA Physical Security Design and Resiliency Manual (PDRSM) requirements. A mandatory pre-proposal site visit was conducted April 23, 2026, with a second site visit held May 7, 2026. Site visits were required to familiarize contractors with existing conditions.
Work is restricted to 5 PM to 5 AM ET weekdays only due to occupied facility operations; all materials, equipment, dust, and debris must be removed and work areas restored to typical conditions daily before 5 AM. Project phasing is required as not all work areas will be available concurrently. The period of performance is 730 calendar days after receipt of Notice to Proceed, with work commencing within 10 calendar days of award.
The estimated construction magnitude ranges from $20 million to $50 million. NAICS code is 236220, Commercial and Institutional Building Construction (SBA size standard $45 million). Prevailing wage rates per Davis-Bacon apply; current determination is effective May 18, 2026, with rates for electricians at $70.97 base, plumbers at $70.53 base, steamfitters at $72.52 base, and carpenters at $55.82 base, plus fringe benefits per classification.
Technical proposals are limited to 30 pages and must demonstrate project experience: minimum two and maximum five relevant construction projects valued at $25 million or more, at least 75 percent complete within six years preceding the RFP posting date of April 14, 2026. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology; Factor 1 (Project Experience) requires a mandatory ACCEPTABLE rating for award consideration. A bid guarantee on Standard Form 24 of not less than 20 percent of proposal price but not exceeding $3 million is required. Upon award, contractor must furnish Performance Bond (SF 25) and Payment Bond (SF 25A) within 15 calendar days.
Proposals must be submitted electronically in three separate volumes (Technical, Price, and Administrative) as firm fixed price in whole dollar values. Prime contractor must ensure no more than 85 percent of government payment is subcontracted to non-SDVOSB or non-VOSB firms; material costs are excluded from this calculation.
Five amendments have been posted. Amendment 0002 (April 29) scheduled a second site visit for May 7 at 6 AM EST and extended the technical questions deadline to May 15 at 4 PM EST. Amendment 0003 (May 20) extended the offer deadline to June 3 at 4 PM EDT. Amendment 0004 (May 28) extended the offer deadline to June 8 at 1 PM EDT and included VA responses to 100 technical questions. Amendment 0005 (June 3, same-day effective) provided updated technical responses (102 questions) and current wage determination; no deadline extension resulted from this amendment.
