GENERAL REQUIREMENTS

GENERAL

1.1 SAFETY REQUIREMENTS

A. Refer to section 01 35 26 SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. The Contractor shall completely prepare the site for building operations, including demolition/removal of existing structures, furnish labor and materials, and perform work as required by drawings and specifications.

B. Bidders’ visits to the site are made only by appointment with the COR

C. Offices of HFS Company, 8718 Botts Lane, San Antonio, TX 78217, as

Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the

Government and not construed as expressing/implying a contractual act of the Government without affirmations by COR.

D. Before placement/installation of work subject to tests by testing laboratory retained by the VA, the Contractor shall notify the COR to enable testing laboratory personnel to be present for proper taking and testing of specimens/field inspection. Such prior notice shall be minimum

3-workdays unless otherwise designated by the COR.

E. Employees of Contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project/employer, and restricted from unauthorized access.

1.3 STATEMENT OF BID ITEM(S)

ITEM I, GENERAL CONSTRUCTION: BASE BID work includes general construction, alterations, necessary removal of existing structures/construction and certain other items. General scope of work as follows:

The Department of Veteran Affairs, Michael J. Crescenz VA Medical Center is located at 3900 Woodland Ave., Philadelphia, PA 19104. The Electronic

Health Records Modernization project will address the Network

Infrastructure Upgrades required for EHRM throughout the campus. The project scope includes the expansion of existing or construction of new telecom rooms and replacement of certain equipment within the data center, including replacement of the HVAC and UPS systems. Two new, diverse, fiber optic backbone systems will be installed along with removing and replacing all existing data and voice cables with Category 6A cabling.

The work will follow a phase sequence performed in the least disruptive manner possible and per infection control policies/requirements.

1.4 SPECIFICATIONS & DRAWINGS FOR CONTRACTOR

A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.

1.5 CONSTRUCTION SECURITY REQUIREMENTS

A. Security Plan:

1. Defines physical/administrative security procedures effective for project’s entire duration.

2. The Contractor is responsible for assuring subcontractors on the project shall comply with:

1. The Contractor’s employees shall not enter the project site without appropriate badge. They may be subject to inspection of personal effects when entering or leaving the project site.

2. Before starting work the Contractor shall give 1-weeks’ notice to the COR so security arrangements can be provided for the employees.

This notice is separate from any notices required for utility shutdown described later in this section.

3. No photography of VA premises is allowed without the COR’s written permission. Patients and staff are not to be photographed at any time.

4. VA reserves the right to close or shut down the project site and order Contractor’s employees off the premises in the event of a national emergency. Contractor may return to the site only with the written approval of the COR.

C. Key Control:

1. The Contractor shall provide duplicate keys and lock combinations to the COR for the purpose of security inspections of every project area including toolboxes and parked machines and take any emergency action.

2. Contractor shall install permanent cores at completion of the work and turn permanent lock cylinders to the VA locksmith for permanent installation. See Section 08 71 00 DOOR HARDWARE and coordinate.

D. Document Control:

1. Before starting any work, the Contractor/subcontractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of “sensitive information”.

2. The Contractor is responsible for safekeeping drawings, project manual and other information to be shared only with those with a specific need to accomplish the project.

3. Certain documents, sketches, videos or photographs/drawings may be marked “Sensitive Unclassified”. Secure such information in separate containers and limit access to those who will need it for the project. Return the information to the COR upon request.

4. Security documents shall not be removed/transmitted from the project site without written approval of COR.

5. Paper waste/electronic media (CDs) shall be shredded/destroyed in a manner acceptable to the VA.

6. Notify COR when there is a loss/compromise of “sensitive information”.

7. Electronic information should be stored in a specific location following VA standards and procedures using Engineering Document

Management Software (EDMS).

a) Security, access and maintenance of project drawings, (scanned and electronic) shall be performed/tracked through the

EDMS system.

b) “Sensitive information” (drawings and other documents) may be attached to e-mail provided VA encryption procedures are followed.

E. Motor Vehicle Restrictions

1. A vehicle authorization request shall be required for any vehicle entering the site. Such a request shall be submitted 24 hours before the access date/time. Access shall be restricted to picking up and dropping off materials/supplies.

2. On-site parking is not available for the General Contractor or

Subcontractors. Contractor vehicle access will be permitted for material deliveries only and must move off-site once delivery is complete.

1.6 OPERATIONS AND STORAGE AREAS (FAR 52.236-10)

A. The Contractor shall confine operations (including material storage) on VA premises to areas authorized or approved by the COR. The Contractor shall hold/save the Government free/harmless from liability of any nature occasioned by the Contractor's performance.

Temporary field offices/trailers are not available for this project. One workstation may be provided in Building 5 as permitted by COR where required.

B. The Contractor shall, under regulations prescribed by the COR, use established roadways when/as authorized by the COR. When materials are transported at work, vehicles shall not be loaded beyond manufacturer’s recommended loading capacity or prescribed by Federal law/regulation. When necessary to cross curbs/sidewalks, the Contractor shall protect them from damage. The Contractor shall repair/pay for the repair of any damaged curbs, sidewalks, or roads.

C. Working and available space available for storing materials shall be per the drawings as determined by the COR. Material laydown sites are not available for this project.

D. Workers are subject to the rules of the VAMC applicable to their conduct.

E. Execute work in a manner minimizing interference with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles.

F. Execute work in a manner minimizing with normal functioning of VAMC, including operations of utility services, fire protection systems, and work being done by others. Use of equipment/tools that transmit vibrations and noises through the building structure, are not permitted in occupied buildings, during construction, and Contractor's personnel, except as permitted by COR where required by limited working space.

1. Do not store materials and equipment in other than assigned areas.

2. Schedule materials/equipment delivery to construction working areas within buildings in use by the VA in quantities sufficient for not more than 2-work days. Provide unobstructed access to VAMC areas required to remain in operation.

3. Where access by VAMC personnel to vacated portions of buildings is not required, storage of Contractor's materials/equipment will be permitted subject to fire and safety requirements.

G. Utilities Services: where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, fire protection or communications systems (except telephone), they shall be cut and capped at places as shown or as directed by the COR. Such actions should be coordinated by the COR or if a Utility Company is involved:

1. Whenever a connection fee is required be paid to a public utility provider for new permanent service to the construction project, (water, sewer, electricity, gas or steam), payment shall be the responsibility of the VA and not the Contractor.

H. Phasing:

1. VAMC maintains operation 24 hours/day and 7 days/week. Service interruption must be scheduled/coordinated with the COR to ensure no operation lapses occur. The Contractor is responsible for developing a work plan/schedule detailing, procedures to be employed, equipment and materials to be used, interim life safety measures during the work, and a schedule defining the work’s duration with milestone subtasks.

2. To ensure such executions, The Contractor shall furnish COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific project area. Also, Contractor shall notify the COR 2-weeks in advance of proposed date of starting work in each specific project area. Arrange phasing dates to ensure this work’s accomplishment in successive phases are mutually agreeable to the COR and Contractor.

I. Part of Bldgs. 1, 2, 3, 21 and 30 will be vacated by Government per the above phasing beginning after date of receipt of Notice to Proceed and turned over to Contractor.

J. Building(s) No.(s) 1, 2, 3, 21 and 30 will be occupied during performance of work, however, areas of alterations will be vacated.

1. The Contractor shall take measures/provide material necessary for protecting existing equipment/property in affected areas of construction against dust/debris, so equipment and affected areas to be used in VAMC’s operations will not be hindered. Contractor shall permit access to VAMC personnel and patients through other construction areas serving as access routes to affected areas and equipment. The routes whether access/egress shall be isolated from the construction area by temporary partitions and walking surfaces, lighting etc. to facilitate patient and staff access. Coordinate alteration work in areas occupied by VAMC operations will continue during the construction period.

2. Areas of alterations not mentioned in preceding Subparagraph 1 will be temporarily vacated while alterations are performed.

K. When a building is turned over to Contractor, who accepts entire responsibility including upkeep and maintenance therefore:

1. The Contractor shall maintain a minimum temperature of 4 degrees C

(40 degrees F), except as otherwise specified.

2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, The Contractor shall arrange for pre-inspection of site with the VAMC who will be required to respond to an alarm from

Contractor's employee or watchman.

L. Utilities Services: maintain existing utility services for VA Medical

Center. Provide temporary facilities, labor, materials, equipment, connections, and utilities to ensure uninterrupted services. Where necessary to cut existing water, gases, sewer/air pipes, conduits, wires, cables, etc. of utility services or fire protection and communications systems (including telephone), they shall be cut/capped at suitable places where shown; or, in absence of such indication, as directed by COR.

1. No utility service (water, gas, steam, sewers, electricity, fire protection and communications systems) may be interrupted without prior approval of COR. Electrical work shall be accomplished with affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the COR prior knowledge and written approval. Referring to specifications, Sections 26 05 11 REQUIREMENTS ELECTRICAL INSTALLATIONS, 27 05 11

REQUIREMENTS COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON WORK

RESULTS ELECTRONIC SAFETY & SECURITY for additional requirements.

2. The Contractor shall submit a request to interrupt any such services to COR, in writing, 7 days in advance of proposed interruption.

Request shall state reason, date, time of, and approximate duration of such interruption.

3. The Contractor will be advised (in writing) of request approval, or other date and/or time such interruption will cause least inconvenience to operations of VAMC. Interruption time approved by

COR may occur at other than Contractor's normal working hours.

4. Interruptions of any system must be requested, in writing, at least

15 calendar days prior to the desired time and shall be performed as directed by the COR.

5. In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.

6. Whenever it is required that a connection fee is paid to a public utility provider for new permanent services for the construction project (water, sewer, electricity, gas or steam), payment shall be the responsibility of the Government and not the Contractor.

M. Abandoned Lines: service lines (wires, cables, conduits, ducts, pipes, and their hangers/supports), shall be removed back to their source. Those indicated to be abandoned/not required to be removed, shall be sealed, capped or plugged at the main branch or panel they originate from. Lines shall not be capped in finished areas, but removed/sealed, capped or plugged-in ceilings, within furred spaces, in unfinished areas, within walls or partitions so, they are behind the finished surfaces.

N. To minimize interference of construction activities with flow of VAMC traffic, comply with:

1. Keep roads, walks, and entrances to grounds, to parking/occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles.

O. Coordinate the contract’s work with other construction operations as directed by COR. This includes scheduling of traffic and use of roadways, as specified in Article, USE OF ROADWAYS.

1.7 ALTERATIONS

A. Survey: before any work is started, the Contractor shall conduct a thorough survey with the COR and a representative of VA Supply Service, of building areas in which alterations occur, anticipated access routes, and furnish a report signed by both to the COR. This report shall list by rooms and spaces:

1. Existing condition and types of flooring, doors, windows, walls and other surfaces not required to be altered throughout affected building areas.

2. Existence and conditions of items such as plumbing fixtures and accessories, electrical fixtures, equipment, etc., required by drawings to be reused, relocated, or both.

3. Note any discrepancies between drawings and existing conditions at site.

4. Designate areas for working space, materials storage and routes of access to areas where alterations occur, and have been agreed upon by Contractor and COR.

B. Items required by drawings to be reused, relocated, or both, found during the survey to be nonexistent, or in the CORs opinion in such condition their use is impractical, shall be furnished and/or replaced by the

Contractor with new items per specifications furnished by Government.

Provided the contract work is changed by reason of this subparagraph B, the contract will be modified under the provisions of the clause entitled

"DIFFERING SITE CONDITIONS" (FAR 52.236-2) and "CHANGES" (FAR 52.243-4).

C. Re-Survey: 30-days before expected partial or final inspection date, the

Contractor and COR shall make a thorough re-survey of the involved

01 00 00 -6 building areas. They shall furnish a report on conditions then existing doors, walls, and other surfaces as compared with conditions of same as noted in first condition survey report:

1. A re-survey report shall list any Contractor caused damage to such surfaces, (despite protection measures) to determine the extent of required repair work of Contractor to restore damage caused by

Contractor's workers in executing this contract’s work

D. Protection:

1. Interior of existing structures, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces to remain in place shall be adequately protected prior to starting work, and protection maintained intact until work in the area is completed.

1.8 DISPOSAL AND RETENTION

A. Materials/equipment accruing from work removed and demolition of buildings/structures, or parts thereof, shall be disposed of as follows:

1. Reserved items to remain the Government’s property are identified by attached tags/noted on drawings/specifications as items to be stored. Items to remain Government’s property shall be removed and dislodged from present locations in a manner preventing damage which would be detrimental to reinstallation and reuse. Store such items as directed by the COR.

2. Items not reserved shall become the Contractor’s property and be removed by the Contractor

3. Items of portable equipment/furnishings located in rooms/spaces in which work is to be done under this contract shall remain the

Government’s property. When rooms/spaces are vacated by the VAMC during the alteration period, such items not required by drawings and specifications to be relocated/reused will be removed by the

Government in advance of work to avoid interfering with Contractor's operation.

4. The Contractor shall be responsible for disposal of Polychlorinated

Biphenyl (PCB) transformers and capacitors taken out of service and handled by the Environmental Protection Agency (EPA) procedures as outlined in Code of Federal Regulation (CFR), Titled 40 and 49 respectively. EPA Toxic Substance Control Act (TSCA) Compliance

Program Policy Nos. 6-PCB-6 and 6-PCB-7 also apply. Upon removal of

PCB transformers/capacitors for disposal, the "originator" copies of

Uniform Hazardous Waste Manifest (Form 8700-22), and Uniform

Hazardous Waste Manifest Continuation Sheet (Form 8700-22A) shall be returned to the COR who will annotate the contract file and transmit the Manifest to the VAMC.

B. Remove, cut, alter, replace, patch and repair existing work to install new work. Except as otherwise shown/specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, gas, or electric work without the COR’s approval. Existing work to be altered/extended and found to be defective, shall be reported to the COR before it is disturbed. Materials/workmanship used in restoring work, shall conform in type/quality to that of original existing construction, except as otherwise shown or specified.

C. Upon completion of contract, deliver complete and undamaged work. Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, etc.) disturbed/removed because of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.

D. At Contractor's expense, Contractor shall restore service and repair any damage caused to existing piping and conduits, wires, cables, etc., of utility services or fire protection and communications systems not scheduled for discontinuation or abandonment.

E. The repairs’ expense to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price per clause entitled "CHANGES" (FAR 52.243-4) and

"DIFFERING SITE CONDITIONS" (FAR 52.236-2).

1.9 AS-BUILT DRAWINGS

A. The Contractor shall maintain 2 full-size sets of as-built drawings kept current during the project’s construction, to include contract changes, modifications and clarifications.

B. Variations shall be shown in the same general detail as used in the contract drawings. To ensure compliance, as-built drawings shall be made available for the COR review, as often as requested.

C. The Contractor shall deliver 2-approved completed sets of as-built drawings in electronic version (scanned PDF) to the COR within 15-calendar days after each completed phase and the CORs acceptance of the project.

D. Paragraphs A, B, & C also apply to shop drawings.

1.10 WARRANTY MANAGEMENT

A. Develop a warranty management plan containing information relevant to FAR

52.246-21 Warranty of Construction minimum 30 days before the planned pre-warranty conference, submit 2 sets of the warranty management plan.

Include required actions/documents ensuring the Government receives warranties to which it is entitled. The plan must be in narrative form containing sufficient detail to render suitable for use by future maintenance/repair personnel. “Status” as noted below must include due date and whether item has been submitted or approved. Warranty information made available during the construction phase must be submitted to the COR for approval prior to each monthly invoice for payment. Assemble approved information in a binder and turn it over to the Government upon acceptance of the work. Construction warranty period begins on the project acceptance date and continues for the product warranty period. A joint 4-month and 9-month warranty inspection will be conducted, measured from acceptance time by Contactor and COR. Include in warranty management plan, not limited to:

1. Roles and responsibilities of personnel associated with the warranty process, including points of contact and telephone numbers within the company of the Contractor, subcontractors, manufacturers or suppliers involved.

2. Furnish with each warranty the name, address and telephone number of each guarantor’s representatives nearest project location.

3. Listing and status of delivery of Warranty Certificates for extended warranty items, to include HVAC balancing, pumps, motors, transformers and commissioned systems (fire protection and alarm systems, sprinkler systems and lightning protection systems, etc.)

4. List of each warranted equipment item, feature of construction or system indicates:

a. Item name

b. Model and serial numbers.

c. Location where installed.

d. Name and phone numbers of manufacturers and/or suppliers.

e. Names, addresses and phone numbers of sources of spare parts.

f. Warranties and terms of warranty. Include 1-year overall warranty of construction, including start date. Items with extended warranties must be indicated with separate warranty expiration dates.

g. Starting point and duration of warranty period.

h. Summary of maintenance procedures required to continue the warranty in force.

i. Cross-reference to specific pertinent Operation and Maintenance manuals.

j. Organizations, names and phone numbers of people to call for warranty service.

k. Typical response time and repair time expected for various warranted equipment.

5. Plans for attendance at 4 and 9-month post construction warranty inspections conducted by the Government.

6. Procedure and status of tagging of equipment covered by extended warranties.

7. Copies of instructions to be posted near selected pieces of equipment where operation is critical for warranty and/or safety reasons.

B. Performance & Payment Bonds must remain effective throughout the construction period

1. If the Contractor fails to commence/diligently pursue any construction warranty work required, the COR will have the work performed by others. After completion of the work, will charge the remaining construction warranty funds of expenses incurred by the

Government while performing the work, including/not limited to administrative expenses.

2. In the event sufficient funds aren’t available to cover construction warranty work performed by the Government at the Contractor’s expense, the COR has the right to recoup expenses from the bonding company.

3. Following written notification of required construction warranty repair work, the Contractor shall respond in a timely manner.

Failure to respond will be cause for the COR to proceed against the

Contractor.

C. Pre-Warranty Conference: prior to contract completion at a time designated by the COR, Contractor shall meet with the COR to develop a mutual understanding with respect to this section’s requirements. Communication procedures for Contractor notification of construction warranty defects, priorities with respect to type of defect, reasonable time required for

Contractor response, and other details deemed necessary by the COR for execution of the construction warranty will be established/reviewed at this meeting. In connection with these requirements and at the time of the

Contractor’s quality control completion inspection, furnish the name, telephone number and address of a licensed/bonded company authorized to initiate/pursue construction warranty work action on behalf of the

Contractor. This point of contract will be located within the local service area of the warranted construction, continuously available, and responsive to the Government inquiry into warranty, work action and status. This requirement doesn’t relieve the Contractor’s responsibilities in conjunction with other portions of this provision.

D. Contractor’s Response to Construction Warranty Service Requirements:

Following written notification by the COR, the Contractor shall respond to construction warranty service requirements per the “Construction Warranty

Service Priority List” and the 3-categories of priorities listed below.

Submit a report on any warranty item repaired during the warranty period.

Include within the report the problem’s cause, reported date, corrective action taken, and when the repair was completed. If Contractor does not perform the construction warranty within the specified timeframe, the

Government will perform the work and back charge the construction warranty payment item established.

1. First Priority Code 1. Perform onsite inspection to evaluate situation, and determine course of action within 4-hours, initiate work within 6-hours and work to completion or relief.

2. Second Priority Code 2. Perform an onsite inspection to evaluate situation, and determine course of action within 8 hours, initiate work within 24 hours and work to completion or relief.

3. Third Priority Code 3. Other work is to be initiated within 3 days and work to completion or relief.

4. “Construction Warranty Service Priority List” is as follows:

a) Code 1-Life Safety Systems: 1) Fire suppression systems, and 2) Fire alarm system(s)

b) Code 1-Air Conditioning Systems: 1) Air conditioning leak in part of the building, if causing damage, and 2) Air conditioning system not cooling properly.

c) Code 1 Doors: Interior/exterior personnel doors or hardware, not functioning properly, causing security, fire or safety problems.

d) Code 3-Doors: 1) Interior/exterior personnel doors or hardware not functioning properly.

e) Code 1-Electrical: 1) Power failure (entire area or any building operational after

1600 hours), 2) Security lights, and 3) Smoke detectors.

f) Code 2-Electrical: Power failure (no power to a room/part of building). Receptacle and lights are not operational (in a room or part of building).

g) Code 3-Electrical: Exterior lights not operational.

h) Code 1-Gas: Leaks and pipeline breaks.

i) Code 1-Heat: Power failure affecting heat.

j) Code 1-Plumbing: 1) Hot water heater failure and 2) Leaking water supply pipes

k) Code 2-Plumbing: 1) Flush valves not operating properly, 2) Fixture drain, supply line or any water pipe leaking, and 3) Toilet leaking at base.

l) Code 3- Plumbing: Leaky faucets.

m) Code 3-Interior: 1) damaged floors, 2) paint chipping/peeling, & 3) damaged casework

n) Code 1-Roof Leaks: damage to property is occurring.

o) Code 2-Water (Exterior): no water to facility.

p) Code 2-Water (Hot): no hot water in portion of building listed.

q) Code 3: work not listed above.

E. Warranty Tags: at time of installation, tag each warranted item with durable oil and water-resistant tag approved by the COR. Attach each tag with a copper wire. Spray with a silicone waterproof coating. Submit 2-record copies of warranty tags showing layout/design. Acceptance date and

QC signature must remain blank until the project is accepted for occupancy. Show the following information on the tag.

1.11 USE OF ROADWAYS

A. Hauling, use only established public roads and roads on VAMC property.

When it is necessary to cross curbing, sidewalks, or similar construction, they must be protected.

1.12 TEMPORARY USE OF MECHANICAL AND ELECTRICAL EQUIPMENT

A. Use of newly installed mechanical/electrical equipment to provide heat, ventilation, plumbing, light and power will be permitted subject to written approval and comply with:

1. Permission to use each unit/system must be given by COR in writing.

If equipment is not installed/maintained by the written agreement and following provisions, the COR will withdraw permission for use of the equipment.

2. Electrical installations used by the equipment shall be completed by the drawings and specifications to prevent damage to the equipment and electrical systems, (transformers, relays, circuit breakers, fuses, conductors, motor controllers and their overload elements) shall be properly sized, coordinated and adjusted. Installation of temporary electrical equipment/devices shall be per NFPA 70, National Electrical Code, Article 590, Temporary Installations.

Voltage shall be verified and determined motors are not overloaded.

Electrical equipment should be thoroughly cleaned before using it and before final inspection including vacuum cleaning and wiping clean interior/exterior surfaces.

3. Units shall be properly lubricated, balanced, and aligned.

Vibrations must be eliminated.

4. Automatic temperature control systems for preheat coils shall function properly and safety controls shall function to prevent coil freeze-up damage.

5. Air filtering system shall be designed for the system when complete, and filter elements shall be replaced at completion of construction and prior to system testing and balancing

6. Components of heat production and distribution system, metering equipment, condensate returns, and other auxiliary facilities used in temporary service shall be cleaned prior to use, maintained to prevent corrosion internally/externally during use, and cleaned, maintained and inspected prior to acceptance by the Government.

Auxiliary equipment must be operated as a complete system and be fully maintained by operating personnel.

B. Prior to final inspection, the equipment or parts used which show wear and tear beyond normal, shall be replaced with identical replacements, at no additional cost to the Government.

C. Damage to the equipment or excessive wear due to prolonged use will be repaired/replaced by the Contractor at Contractor’s expense.

1.13 TEMPORARY USE OF EXISTING ELEVATORS

A. Use of existing elevators for handling building materials and Contractor's personnel will be permitted subject to the following provisions:

1. Contractor plans with the COR for elevator use. COR will ascertain elevators are in proper condition. The Contractor may use Non-Public service elevators in Building 1 and elevator TBD by COR for buildings 2, 3, 21 and 30 for daily use between the hours TBD by COR

01 00 00 -11 and special nonrecurring time intervals when permission is granted.

Personnel for operating elevators will not be provided by the VA.

2. Contractor covers/provides maximum protection of following elevator components:

a) Entrance jambs, heads soffits and threshold plates.

b) Entrance columns, return panels and inside surfaces of car enclosure walls.

c) Finish flooring

3. Government will accept elevator hoisting ropes and each speed governor’s rope if worn under normal operation. However, if ropes are damaged by action of foreign matter during temporary use, they shall be removed/replaced by new hoisting ropes at the Contractor’s expense.

4. If elevator brake lining is excessively worn/damaged during temporary use, they shall be removed/replaced by new brake lining at

Contractor’s expense.

5. Parts of main controller, starter, relay panel, selector, etc., worn or damaged during temporary use shall be removed/replaced with new parts at the Contractor’s expense, if recommended by elevator inspector after elevator is released by Contractor.

6. Place elevator in condition equal, less normal wear, to that existing at time it was placed in service of Contractor as approved by COR

1.14 TEMPORARY TOILETS

A. Provide where directed, (for use of Contractor's workers) temporary sanitary toilet accommodation with suitable sewer/water connections or, when approved by COR, provide suitable dry closets where directed. Keep such places clean, free from flies and connections/appliances connected therewith to be removed prior to contract’s completion, and premises left perfectly clean.

1. The Contractor may have for use of Contractor's workers; such toilet accommodations as may be assigned to Contractor by the VA Medical

Center. Contractor shall keep such places clean and be responsible for any damage done by Contractor's workers. Failure to maintain satisfactory condition in toilets will deprive Contractor of the privilege to use such toilets.

1.15 AVAILABILITY AND USE OF UTILITY SERVICES

A. Government shall make reasonably required amounts of utilities available to Contractor from existing outlets/supplies, as specified in the contract. Amount to be paid by the Contractor for chargeable electrical services shall be prevailing rates charged to the Government. The

Contractor shall conserve any utilities furnished without charge.

B. The Contractor, at their expense complying with codes as satisfactory to the COR, shall install/maintain necessary temporary connections and distribution lines, and meters required to measure amount of electricity used for the purpose of determining charges. Before final acceptance of the work by the Government, the Contractor shall remove the temporary connections, distribution lines, meters, and associated paraphernalia and repair restore infrastructure as required.

C. The Contractor shall install meters at Contractor's expense and furnish the VAMC a monthly record of Contractor's usage of electricity as hereinafter specified.

D. Furnishing temporary heat is necessary to prevent injury to work/materials through dampness/cold. Use of open salamanders or temporary heating devices which may be fire hazards or may smoke/damage finish work: not permitted.

E. Electricity (Construction and Testing): furnish temporary services.

1. Obtain electricity by connecting to VAMC electrical distribution system. The Contractor shall meter/pay for electricity required for electrical welding devices and electrical heating devices providing temporary heat. Electricity for other uses is available at no cost to the Contractor.

F. Water (Construction and Testing): furnish temporary water service.

1. Obtain water by connecting to the VAMC water distribution system.

Provide a reduced pressure backflow preventer at each connection as per code. Water is available at no cost to the Contractor.

1.16 TESTS

A. Per specification Section 23 05 93 the Contractor shall provide a written testing and commissioning plan complete with component level, equipment level, sub-system level and system level breakdowns. The plan will provide a schedule and written sequence of what will be tested, how and what the expected outcome will be. This document will be submitted for approval prior to commencing work. The Contractor shall document the approved plan results and submit for approval with the as built documentation.

B. Pre-test mechanical and electrical equipment/systems and make corrections required for proper operation of such systems before requesting final tests. Final test will not be conducted unless pretested.

C. Conduct final tests required in various sections of specifications in presence of an authorized representative of the COR. Contractor shall furnish labor, materials, equipment, instruments, and forms, to conduct and record such tests.

D. Mechanical/electrical systems should be balanced, controlled and coordinated. The system is defined as an entire system coordinated to work together during normal operation producing results for which the system is designed.

E. Related components as defined above shall be functioning when any system component is tested. Tests shall be completed within a reasonable period during which operating/environmental conditions remain reasonably constant and are typical of the design conditions.

F. An individual test result of any component, where required, will only be accepted when submitted with test results of related components and the entire system.

1.17 INSTRUCTIONS

A. The Contractor shall furnish Maintenance and Operating manuals (hard copies and electronic) and verbal instructions when required by the various specification sections and as hereinafter specified.

B. Maintenance and operating manuals and 1-compact disc (4-hard copies and 1-electronic copy each) for each separate piece of equipment delivered to

COR coincidental with equipment delivery to the job site. Manuals shall be complete, detailed guides for equipment maintenance and operation. They shall include complete information necessary for starting, adjusting, maintaining in continuous operation for long periods of time and dismantling/reassembling of complete units and sub-assembly components.

Manuals shall include an index covering component parts cross-referenced to diagrams and illustrations. Illustrations should include "exploded" views showing/identifying each separate item. Emphasis shall be placed on the use of special tools/instruments. The function of each piece of equipment, component, accessory and control shall be clearly explained.

Necessary precautions for the equipment’s’ operation and reason for each precaution shall be set forth. Manuals must reference the exact model, style and size of equipment/system being furnished. Manuals referencing

01 00 00 -13 equipment like but of a different model, style, and size than that furnished will not be accepted.

C. The Contractor shall provide qualified, factory-trained manufacturers' representatives to give detailed training to assigned VAMC personnel in operation and maintenance for each piece of equipment. Such training will be at the job site. The requirements are specifically detailed in the various technical sections. Instructions for different equipment items are component parts of a complete system, given in an integrated, progressive manner. Instructors will be available until instructions for items included in the system have been completed. This ensures proper instruction in the operation of inter-related systems. Instruction periods shall be as scheduled by the COR and considered concluded when COR is satisfied regarding complete and thorough coverage. The Contractor shall submit a course outline with associated material to the COR for review and approval prior to scheduling training ensuring the subject matter covers the VA expectations and contractual requirements. VAMC reserves the right to request removal of/substitution for an instructor who, in the COR’s opinion, does not demonstrate sufficient qualifications in accordance with requirements for instructors above.

1.18 GOVERNMENT-FURNISHED PROPERTY

A. Government shall deliver to the Contractor, Government-furnished property shown on the Schedule drawings.

B. Equipment furnished by the Government shall be installed by the

Contractor.

C. The Contractor shall be prepared to receive this equipment from the

Government and store or place such equipment not less than 90 days before the Completion Date of project.

1. Storage space for equipment will be provided by the Government. The

Contractor shall be prepared to unload/store such equipment upon its receipt at the VA Medical Center

D. Notify COR in writing, 60 days in advance, of date on which Contractor will be prepared to receive equipment furnished by Government.

Arrangements will then be made by the Government for equipment delivery.

1. Upon equipment delivery, Contractor shall arrange for a joint inspection with a representative of the Government. At such time the

Contractor shall acknowledge receipt of equipment described, make notations, and furnish the COR with a written statement as to its condition or shortages.

2. The Contractor thereafter is responsible for such equipment until such time as acceptance of contract work is made by the Government.

E. Equipment furnished by the Government will be delivered in a partially assembled (knock down) condition by existing standard commercial practices, complete with fittings, fastenings, and appliances necessary for connections to respective services installed under contract. Fittings and appliances (couplings, ells, piping, conduits, cables, etc.) necessary to make the connection between Government furnished equipment item/utility stub-up shall be furnished/installed by the Contractor at no additional cost to the Government.

F. Assemble/install the Government furnished equipment in place ready for proper operation by specifications and drawings.

G. Furnish supervision of installation of equipment at construction site by qualified factory trained technicians regularly employed by the equipment manufacturer.
