Added: Jun 08, 2018 7:37 pm FAAC, Inc., Ann Arbor, Michigan, (a large business) has been awarded the Combat Convoy Simulator (CCS) Modification contract. This CCS action represents a single award, firm-fixed-price, hybrid supply-and-services contract with multiple option performance periods. The mission of the CCS virtual trainer is to train small unit personnel, vehicle operators, and convoy commanders on immediate action execution in a combat environment while incorporating United States Marine Corps (USMC) training standards and doctrine.

This CCS contract, with all option periods exercised, has a total performance period of 57 months from date-of-award. Value of this CCS contract is $28,857,721.


Work will be performed at Camp Pendleton, California (25 percent); Twenty-nine Palms, California (20 percent); Camp Lejeune, North Carolina (25 percent); Kaneohe Bay, Hawaii (15 percent); and Okinawa, Japan (15 percent) and is expected to continue through 07 March, 2023. Work will consist of modifying existing CCS systems and performing post-system installation maintenance.

This CCS procurement was solicited under Request For Proposal (RFP) M67854-17-R-7832 via the Government-wide Point of Entry (GPE), the Federal Business Opportunities website, under the umbrella of "full and open competition." The CCS RFP was released on 21 August 2017 under the NAICS Code of 541511, Product Service Code of K069. The CCS solicitation period closed on 03 November 2017. The Marine Corps Systems Command, Quantico, Virginia (via Program Manager - Training Systems of Orlando, Florida) is the contracting activity (M67854-18-C-7846).


Contract award was executed on June 8, 2018.

Also, please refer to Amendment 0005 Modification Proper for additional details regarding some slight changes.

Added: Oct 20, 2017 1:40 pm The Government (Program Manager - Training Systems, Orlando, Florida) is hereby releasing Amendment 0004 to CCS RFP M67854-17-R-7832. Of note, Attachments J1,  J2, J3, and J4 have been slightly revised and reissued with this Amendment (with annotation of changes therein). Attachment J32 has been revised and reissued to address some of industry's concerns within the Questions and Answers (see J36 for Q&A). Also, as a result of the Q&A (see J36), Attachments J34 and J35 have been included as part of this Amendment. Finally, Amendment 0004 (both the Amendment 0004 Modification Proper and Conformed Copy of the CCS RFP to date) are provided as Attachments (with changes annotated therein) to this notification.

Added: Sep 18, 2017 7:14 pm Due to Hurricane Irma, the Government (Program Manager - Training Systems, Orlando, Florida) is extending the due date for questions from industry through Monday, 1400 (local Orlando, Florida time), 25 September 2017  (refer to Section L, paragraph L.8 of attached Amendment 0001 to CCS solicitation M67854-17-R-7832). In addition, the Government is also extending the submission due date for proposals to Friday, 1400 (local Orlando, Florida time), 13 October 2017 (refer to attached Amendment 0001 to CCS solicitation M67854-17-R-7832).

Added: Sep 07, 2017 5:20 pm Due to Hurricane Irma, the Government (Program Manager - Training Systems, Orlando, Florida) is extending the due date for questions (reference Request for Proposal paragraph L.8 as well as previously published information within this Federal Business Opportunities notice) from industry regarding the Combat Convoy Simulator Request for Proposal documentation. Added: Aug 21, 2017 7:24 pm Per the previously published presolicitation notice on 18APR2017 and 21APR2017, this Combat Convoy Simulator Modification (CCS) Request for Proposal (RFP) M67854-17-R-7832 is hereby provided (see corresponding attachments posted along with this RFP notice - the CCS RFP proper and CCS RFP Attachment J.12).

While the CCS RFP provides finalized guidance, the following RFP exerpts are provided for ease of reference:

Note 1 - Due date for proposals is presently 2:00PM (Locat Time Orlando, FL), 04OCT2017.


Note 2 - (Paragraph) L.8 INQUIRIES - Upon release of the RFP, Requests for Clarification (RFCs) will be accepted for 21 calendar days (presently through 11SEP2017 based on CCS RFP release date of 21AUG2017). RFCs should be submitted directly to the attention of erik.halverson@usmc.mil subject line - M67854-17-R-7832. Answers to RFCs will be provided through Amendments to the solicitation on FBO (Federal Business Opportunities website). Therefore, questions / comments shall not be marked with a restrictive legend and shall not include proprietary information. The Government is not obligated to provide responses to all RFCs, but will consider them and incorporate changes into the RFP as deemed necessary. At its sole discretion, the Government may answer untimely RFCs.


Note 3 - (Paragraph) Section J . . . Attachments List annotates the following . . . Attachment J.12 (entitled) Technical Data Certification - (Public Release) is to be completed, signed, and provided by the respective offeror to the Government for adjudication prior to Goverment delivery or distribution of any documentation . . . . DRAFT REQUEST FOR PROPOSAL (RFP) FOR THE COMBAT CONVOY SIMULATOR (CCS) MODIFICATION - PRESOLICITATION NOTICE PER FEDERAL ACQUISITION REGULATION (FAR) 5.2

PM TRASYS intends to issue a solicitation for the modification of the in-service Combat Convoy Simulators (CCS).  The below information and attached documentation is provided to industry as a draft Request for Proposal (RFP).  All information provided as part of this notice, to include all documentation, is subject to change.


ACQUISITION DESCRIPTION:


The purpose of this acquisition is to modernize the hardware and software of the in-service USMC Combat Convoy Simulator (CCS).  Options for Contractor Logistics Support (CLS) and Post Deployment Software Support (PDSS) are included. Additionally, options for the procurement of repair and spare parts along with the modification and follow-on support of the two Navy CCS systems are also included as part of this contract.


Requirements for the modification of the CCS systems are provided in the CCS Modification Statement of Work.


Requirements for CLS and PDSS are separately detailed in the CCS Modification Program CLS and PDSS Performance Work Statement.


REQUEST FOR COMMENTS AND RECOMMENDATIONS:


Industry is encouraged to submit comments and recommendations on the attached DRAFT documentation to edward.mcgrail@usmc.mil no later than 1100 local time Orlando, FL on 05 May 2017.  Submission email shall utilize the title "PM TRASYS CCS DRAFT response."
