About this opportunity
The National Park Service seeks construction services to repair Inlet Lock 2 at C&O Canal National Historical Park in Potomac, Maryland, with proposals due September 18, 2026, at 12:00 PM EDT. This is a 100% total small business set-aside foreclosing non-small-business competition.
Place of performance is Potomac, Maryland (Mile Marker 22.12 near Violette's Lock). The work scope comprises replacing deteriorated lock gates and miter sill, repairing stone masonry, removing sediment and debris around gates and locks, and repairing berms upstream of Violette's Lock (Lock 23). Four optional line items are available: dry stack wall repairs, additional repointing and dutchman repairs, lower gate removal, and additional repointing of 25 feet of bridge.
The estimated contract value is between $500,000 and $1,000,000. The contract is firm-fixed price with a 335-calendar-day performance period after notice to proceed and anticipated award September 30, 2026. NAICS code 237990 (Other Heavy and Civil Engineering Construction) applies; small business size standard is $45 million.
Offerors must be registered in SAM as active small businesses at proposal submission, award, and throughout contract performance. A mandatory pre-proposal site visit is scheduled for September 1, 2026, at 9:00 AM EDT at 13948 Violettes Lock Road, Potomac, Maryland (RSVP required). Questions must be submitted at least 14 calendar days prior to proposal due date.
Evaluation uses a best-value tradeoff process: technical capability and approach (40%), past performance (more important than price), and price (least important). Technical evaluation requires demonstration of relevant past experience with at least three similar projects within the past ten years involving in-stream/marine work, debris removal, dewatering, historic stone masonry, and heavy civil construction. The government will furnish eight paddle assemblies, four pivot components with bearing plates, and two socket caps (ASTM-A126 grey iron castings); contractor must pick up at NPS Maintenance Yard in Hancock, Maryland, and perform installation and repainting.
The contract incorporates DOL prevailing wage determinations (MD20260043 for heavy/highway construction and MD20260005 for dredging). Maryland Department of Environment authorization (25-NT-3037/202560216, effective through April 30, 2030) and stormwater management approval (effective July 31, 2025) are in place. Work is subject to constraint: intentional canal dewatering prohibited May 1 through July 31 to protect recreational season. Amendments P0001 and P0002 added attachments including wage determinations, Q&A, and bridge inspection reports; latest amendment issued September 15, 2026.
