About this file

This is a Questions and Answers (Q&A) document for federal contract 140P3026R0002, addressing contractor inquiries regarding the Chesapeake and Ohio Historic Canal (CHOH) Repair to Inlet Lock 2 project.

The document clarifies several key contractual requirements and project conditions. Attachment 8 provides DOL Wage Determination MD20060043 for masons and laborers. No potable water is available on-site for mortar mixing and masonry cleaning per Section 015000 of the Specifications. Weight limits for the two inlet bridges are specified in Attachments 10 and 11, referencing inspection reports for bridge structures 3100-036S and 3100-037S; contractors must adhere to inventory ratings (normal traffic) and cannot use operating ratings (maximum load). Equipment exceeding weight limits may utilize temporary crane operations in Violete's Lock Parking lot for critical material delivery, subject to short-term public closures communicated 30 days in advance while maintaining emergency access. To address 16-week hardware lead times, the National Park Service (NPS) will furnish eight paddle assemblies (4 left, 4 right), four pivot components with bearing plates, and two socket caps—all ASTM-A126 grey iron castings previously primed and painted—for contractor installation; the contractor is responsible for pickup at the NPS Maintenance Yard in Hancock, Maryland, and for surface preparation and repainting per contract specifications. Preservative treatment of wood timbers must occur after fabrication, with all cuts, mortises, tenons, and field cuts treated, and surfaces retreated if cut after initial treatment per Section 061900, Paragraph 1.6.I. All steel connections require galvanization unless noted otherwise; casted steel hardware shown on sheets S4.2 and S4.3 shall be painted rather than galvanized per Note 1, with galvanization waived for government-furnished hardware components.

Attachment 9 Q&A 140P3026R0002 CHOH Repair to Inlet Lock 2

1. There is no wage determination for masons and laborers. Please provide.

a. Add Attachment 8 DOL Wage Determination MD20060043 6-4-2026.

2. Is there a potable water onsite for mortar mixing and masonry cleaning?

a. As noted in Paragraph 3.2.H.2 of Section 015000 of the Specifications - No potable water is available on-site.

3. Please provide weigh limits for the 2 inlet bridges.

a. Add Attachment 10 and 11. See attached inspection reports and load ratings for bridge Structure No. 3100-036S and 3100-037S. Inventory ratings (normal traffic) in the load rating table within the inspection report are the applicable loads that need to abided by for this contract. Operating rating (maximum load) shown in the load rating table within the inspection report are not to be used for this contract.

4. If equipment exceeds the weight limit for the 2 inlet bridges, would we be permitted to set up a crane in the parking lot to swing materials over.

a. Temporary use of a crane in the Violete’s Lock Parking lot would be possible to deliver critical materials, but any full closures to the public would need to be on a short-term basis (one day or so at a time intermittently) communicated a minimum of 30 days in advance. Emergency and authorized vehicular access needs to be maintained throughout construction.

5. Hardware is upwards of 16 weeks lead time. Does NPS have any objections or alternative solutions?

a. Period of performance is provided in the solicitation that should include adequate time to procure long lead time items. Contractor is responsible for identifying and planning work to be completed within the period of performance. NPS procured eight (8) new paddle assemblies (4 left and 4 right) with associated pieces (similar to Sheet S4.2), four (4) pivot components which include the two (2) pivot bearing plates (similar to Detail 3 - Sheet S4.3), and two (2) socket caps (similar to Detail 3 - Sheet S4.3) in 2014 for the gates in the current project. All of these castings are comprised of ASTM-A126 grey iron or equivalent. Castings were painted at that time with one coat of primer and two coats of black paint, however, they will need to be prepared and painted again in accordance with the contract by the successful bidder. To mitigate some of the lead time for the hardware, the above mentioned hardware will be provided by the Government to the successful bidder for installation on the new inlet lock gates. The contractor

Attachment 9 Q&A 140P3026R0002 CHOH Repair to Inlet Lock 2 would be responsible for picking up the castings at the NPS Maintenance Yard in Hancock, Maryland.

6. Does the wood get treated before or after parts making?

a. Paragraph 1.6.I of Section 061900 requires the preservative treatment to be applied after fabrication of timbers. The ends of all cuts and mortises and tenons shall be treated including all field cuts. The surface of any cuts made after treatment shall be retreated.

7. Does hardware get galvanized?

a. Paragraph 1.8 of Section 061900 identifies that all steel connections shall be galvanized steel unless noted otherwise such as casted steel shown on S4.2 and S4.3 which shall be painted per Note 1. Per response to prior question provided in this amendment, a portion of the hardware will be furnished by the government that will need to be prepared and painted in accordance with the contract requirements. Galvanization will not be required for the government furnished eight (8) new paddle assemblies (4 left and 4 right) with associated pieces (similar to Sheet S4.2), four (4) pivot components which include the two (2) pivot bearing plates (similar to Detail 3 - Sheet S4.3), and two (2) socket caps (similar to Detail 3 - Sheet S4.3).
