About this opportunity

The Department of Agriculture Forest Service seeks demolition and removal of the Sandia Crest House structure on the Cibola National Forest in New Mexico, with quotes due May 22, 2026. This is a Total Small Business Set-Aside RFQ issued as solicitation 127EAU26Q0036.

Place of performance is Cedar Crest, New Mexico. The base scope requires full demolition of the Sandia Crest House including concrete slabs, stem walls, footings, metal roof, wood decks, stairs, two external water and sewage tanks, electrical lines, buried pipes, and two septic systems. Post-demolition work includes site restoration with imported soil and installation of a 6-foot chain link privacy fabric fence at a 25-foot minimum offset from the building footprint. The contractor must furnish all labor, supervision, materials, equipment, transportation, and incidentals. The NAICS code is 238910 (Site Preparation Contractors); small business size standard is $19.0 million. Prevailing wage rates per the Service Contract Act for Bernalillo County apply.

Two optional items are included: Optional Item #1 covers demolition of Dyer and Del Toro residences at Casa Loma with asbestos abatement required for Dyer House; Optional Item #2 addresses demolition of Lake Marvin recreation building, eight cabins, and removal of a 267-foot retaining wall. An asbestos and lead-based paint survey report identifies asbestos-containing materials at Crest House (roofing mastic, 3% Chrysotile) and Dyer House (popcorn ceiling, 2% Chrysotile); no lead-based paint was detected. Contractors must handle asbestos-containing debris and dispose of materials at permitted facilities.

The contractor must submit a Project Work Plan within 9 days of award, complete field mobilization within 10 days of plan approval, and finish field work within 30 days. The total contract timeline is approximately 90 calendar days. All work must comply with OSHA 29 CFR Parts 1910 and 1926 and EPA NESHAP regulations.

Award will be made on a firm fixed-price basis to a single offeror representing the best value based on technical approach (schedule capability, equipment, work schedule, OSHA certifications), past performance (three most recent demolition projects), and price. Questions were due May 8 at 12:00 PM Pacific Time. A mandatory site visit was held May 12, 2026, beginning at 10 AM Mountain Standard Time at Casa Loma Recreation Residences (91 Casa Loma Road, Cedar Crest, New Mexico), with convoy to Sandia Crest House; Lake Marvin was not visited. Amendment #3, dated May 19, clarifies that offerors who did not attend the site visit may still submit bids. Current access to Sandia Crest is closed due to active timber operations. Scanned as-built drawings were added via Amendment #2 on May 14.
