About this file

This is an Amendment 2 Questions and Answers document for solicitation 127EAU26Q0036, which addresses contractor inquiries regarding demolition projects at multiple forest recreation sites.

The document clarifies key project requirements across a base contract and optional items. For Optional Item #2 (Lake Marvin structures/cabins), pricing must be based solely on provided plans and documentation since the site was not visited. The damage resulted from a natural disaster rather than historic demolition. For the Sandia Crest House structure (base contract), the contractor must include utility disconnect and coordination in pricing, and self-sustaining campers are permitted on the upper Sandia Recreation Area parking lot. Both recreation residences at Casa Loma (Option #1) utilize septic tanks and are serviced by PNM electric. The contractor is responsible for maintaining demolition fencing throughout the entire performance period and leaving it for forest use upon completion. Regarding environmental considerations, contractors should anticipate that concealed or unidentified asbestos-containing materials may be discovered during demolition despite the completed hazardous materials survey. Water/sewage tanks appear empty but may require pumping if contents are discovered. For restoration requirements, Option #1 requires seeding using weed-free, native plant materials appropriate to the site that are not invasive. Road clearing and limbing to improve equipment access is permitted with prior written approval from the Contracting Officer/Contracting Officer's Representative. Staging areas for contractor equipment and materials will be determined during prework meetings for the base contract and each optional location.
