About this file

This document is Amendment 3 to the Questions and Answers for federal solicitation 127EAU26Q0036, containing 18 clarifications regarding a demolition contract for multiple structures.

The solicitation involves demolition of three locations: Casa Loma Residences (base item with Option #1), Sandia Crest House, and Lake Marvin structures/cabins (Option #2). For Option #2 (Lake Marvin), pricing must be based solely on provided plans and documentation since the site was not included in the scheduled site visit. The structures at Lake Marvin were damaged by natural disaster; utilities including water, sewer, and propane lines are connected but inactive, with all buried connections to be abandoned in place. For the Sandia Crest House, contractors must include utility disconnect and coordination in their pricing. Contractors should anticipate possible concealed or unidentified asbestos-containing materials (ACM) during demolition beyond what was identified in the hazardous material survey. Two external water/sewage tanks appear empty but may require pumping; contractors should account for this possibility. Contractors are responsible for maintaining demolition fencing throughout the performance period and leaving it for forest use after contract completion. Seeding with weed-free plant material is required for Option #1 only, while Option #2 restoration is limited to debris removal and grading/backfill. The electric provider for base and Option #1 facilities is PNM. Road clearing and limbing to improve equipment access is permitted with contractor plans subject to Contracting Officer/Contracting Officer's Representative approval. Staging areas will be determined during prework meetings. Offerors who did not attend the initial site visit may still submit bids; no second site visit is planned. Casa Loma and Lake Marvin are drivable and visitable by the public (Casa Loma buildings are locked), while Sandia Crest access is currently closed due to active timber operations.

Amendment 3: Questions and Answers for solicitation 127EAU26Q0036

Question 1) For Optional Item #2 (Lake Marvin structures/cabins), should pricing be based solely on the provided plans/documents since the site was not included in the scheduled visit?

Answer 1) Yes, pricing should be based on provided plans/documentation for Option Item #2.

Question 2) Are there any additional photographs, historical demolition records, utility information, or environmental documentation available for Optional Item #2?

Answer 2) There is no historic demolition as the damage was done by a natural disaster for Option #2. Amendment 3 added the following: We don’t have historical records on these structures. Utilities such as water, sewer, and propane lines are connected but not active. All buried utility connections will be abandoned in place. All utilities were turned off years ago. Electric transmission line is near by but not attached to burned buildings.

Question 3) For the Sandia Crest House structure, can the Government confirm whether all utilities have been disconnected, or should the contractor include utility disconnect/coordination in pricing?

Answer 3) Contractor to include disconnect/coordination for utilities

Question 4) Regarding the two external water/sewage tanks referenced in the Statement of Work, are there any known contents, pumping requirements, or disposal restrictions the contractor should account for?

Answer 4) The water/sewage tanks seem to be empty but will need to be pumped if anything is found as the forest had no documentation that it has been serviced recently

Question 5) Can the Government confirm whether hazardous material quantities identified in the asbestos survey should be considered complete for bidding purposes, or should contractors anticipate concealed/unidentified ACM during demolition activities?

Answer 5) The hazardous material test done was based on specialist knowledge and done with what was likely to have hazardous material present. It is possible for concealed or unidentified ACM to be found during demolition.

Question 6) Is there a designated staging area approved for contractor equipment/materials during the performance period?

Answer 6) Staging areas will be discussed during the prework meeting for the base and each option location.

Question 7) For the demolition fencing requirement, is the contractor responsible for maintaining the fence for the entire performance period, or only during active demolition operations?

Answer 7) Contractor is responsible for maintaining fence during performance period and leaving for forest use after contract is complete.

Question 8) Can the Government confirm whether restoration to “natural state” is limited to grading/backfill and debris removal, or if additional seeding/landscaping restoration is anticipated under this contract?

Answer 8) Seeding will be needed for option #1. Weed Free plant material should be selected for all seeding and mulching projects, to restore natural species composition and ecosystem function to the disturbed area. Plant or seed materials should be used, which are appropriate to the site, capable of becoming established, and are not invasive.

Amendment 3 added the following: For Option #2, yes, restoration to natural state is limited to debris removal and grading/backfill. No seeding or landscaping restoration is included in this contract.

Question 9) Is the Casa Loma residences septic or sewer line?

Answer 9) Both recreation residences for Option #1 are on septic tanks

Question 10) Electrical Company that services the Casa Loma Residences?

Answer 10) PNM is the electric provider to the facilities for the base and option #1

Question 11) How much clearing and limbing can be done on the roads leading to the Casa Loma Residences to make way for equipment.

Answer 11) Routine road maintenance and Limbing and Brushing to improve access is permitted around the facilities, contractor will be required to send plans for approval to the CO/COR prior to work.

Question 12) Are self-sustaining campers allowable on the parking lot for the Sandia Crest House demo?

Answer 12) Yes, self-sustaining campers can be used on the upper Sandia Recreation Area parking lot.

Amendment 3 added the following:

Question 13) I was not able to attend the site visit for this project but am still planning on bidding. I am still able to bid on this project even though I was not on the site visit, correct?

Answer 13) Yes the project can still be quoted on by offerors who did not attend the site visit.

Question 14) Is there any plans for another site visit at this time?

Answer 14) There are no plans for a second site visit.

Question 15) If I try to visit these sites myself, on my own time, even with the timber thinning going on, would I be able to make it past the gate in order to get to these areas to view?

Answer 15) Casa Loma Residences are still drivable, but they can only be viewed from the outside. The buildings are kept locked. Sandia Crest cannot be visited at this time without authorized personnel due to a closure order for timber. There is no plan for a second site visit before quotes are due. Lake Marvin Cabin locations are visitable by the public.

Question 16) Am I able to hike to them and not drive to them?

Answer 16) Lake Marvin and Casa Loma are drivable. Trails to the Sandia Crest House are currently closed until the active timber project is complete.

Question 17) If I take the 165 to Sandia Crest Road then to the Sandia Crest House, do you feel I will be able to drive or hike to it?
