About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWC-AD) seeks production and delivery of Peculiar Support Equipment (PSE) for the CH-53K Aircraft in support of domestic NAVAIR operations and Foreign Military Sales to Israel, with proposals due May 20, 2026. This is a 100 percent small business set-aside, firm-fixed-price contract on a competitive basis, restricting eligibility to certified small businesses.

Place of performance is Lakehurst, New Jersey. Offerors must obtain access to a controlled unclassified information (CUI) technical drawing package, which requires current DD Form 2345 (Militarily Critical Technical Data Agreement) certification and CMMC Level 2 (Self-Assessment) certification prior to award. The technical data package is export-controlled and owned by the Government; all non-successful offerors must destroy export control data and provide signed proof of destruction.

The procurement covers 17 primary contract line items (CLINs) with multiple sub-line items representing slings, fixtures, and separators for CH-53K helicopter components including pitch change shaft servos, braking systems, oil coolers, dockside loading equipment, main rotor dampers, swashplates, tail stabilizers, and gearboxes, with quantities ranging from 1 to 4 units per line item across domestic and FMS categories. All deliverables must be completed within 200 calendar days of contract award or option exercise. The NAICS code is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing; PSC is 1730, Aircraft Ground Servicing Equipment.

Offerors must maintain AS9100D certification throughout performance and comply with Item Unique Identification (IUID) marking requirements per DFARS 252.211-7003, including proof load testing for sling assemblies, calibration certifications traceable to NIST, dimensional quality checklists, material certifications, plating and coating certifications, and non-destructive inspection documentation. Domestic CLINs require inspection and acceptance at destination (Lakehurst); FMS CLINs require inspection at origin. Proposals will be evaluated on technical acceptability, past performance (recency, relevancy, and quality), and price, with award anticipated to the lowest-priced technically acceptable and past-performance acceptable offeror. Amendment N6833526R10270005 extended the deadline from May 13 to May 20 and added FAR clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors) in a prior amendment.
