About this file
This is a Request for Proposal (RFP) solicitation document for the production and delivery of Peculiar Support Equipment (PSE) for the CH-53K Aircraft. The Naval Air Warfare Center Aircraft Division (NAWC-AD) is seeking a firm-fixed price contract on a competitive basis designated as a 100% small business set-aside. The solicitation includes 18 contract line items (CLINs) covering various slings, fixtures, separators, and maintenance stands for both domestic CH-53K Program support and Foreign Military Sales (FMS) to Israel. Items include slings for pitch change shafts, braking systems, oil coolers, dockside loading, main rotor dampers, swashplates, tail stabilizers, gearboxes, and related equipment, with quantities ranging from 1 to 4 units per line item. Technical data packages are export-controlled and require offerors to obtain a certified DD Form 2345 and demonstrate CMMC Level 2 (Self) certification to access the Government-furnished drawing package via the DoD SAFE website.
The solicitation requires sealed offers to be submitted electronically by June 5, 2026, at 4:00 PM local time to the Contract Specialist, Juan Carlos Belmonte. All deliverables must be completed within 200 calendar days of contract award or option exercise. Domestic CLINs require inspection and acceptance at destination (NAWCAD Lakehurst, New Jersey), while FMS CLINs require inspection at origin. Offerors must maintain AS9100D certification throughout contract performance and comply with Item Unique Identification (IUID) marking requirements per DFARS 252.211-7003, including proof load testing for sling assemblies, calibration certifications, dimensional quality checklists, and non-destructive inspection documentation. The contract includes standard FAR and DFARS clauses covering cybersecurity requirements, buy American provisions, export controls, and small business limitations on subcontracting. Proposals will be evaluated on technical acceptability, past performance (recency, relevancy, and quality), and price, with award anticipated to the lowest-priced technically acceptable and past-performance acceptable offeror.
