About this file

This is a Questions and Answers document responding to vendor inquiries regarding solicitation N68335-26-R-1027 for CH-53 O-Level Peculiar Support Equipment. The document clarifies several proposal and contract administration requirements for interested offerors.

The government confirmed that a table of contents for proposal volumes is optional and not required. Regarding contract line item (CLIN) and sub-CLIN quantities, the government clarified that any quantities listed as base will be ordered upon award, while quantities designated as options will be exercised in accordance with the option clause upon identification of need. For Attachment L-2 (Past Performance Contract Data), blocks 20 and 21 must be completed with government technical and project manager points of contact rather than internal offeror contacts. Critically, the government will not consider proposals offering alternative lead times to those specified in the solicitation, as adherence to the delivery schedule is essential to meeting the site stand-up timeline. This Q&A document was posted on 4/16/26 as an amendment to the original solicitation and represents binding guidance for proposal preparation.

· Answer: The solicitation does not require a table of contents. Offerors may include a table of contents for the proposal volumes, however it is not required

· Regarding Attachment L-2 – can the government please provide guidance on what offerors should put in boxes 20 and 21? I.e., should it be a government POC such as the technical POC, or an internal POC from the offeror who can speak to the work that was completed?

· Answer: Block 20 and 21 are Gov’t Technical/PM POCs.

· Will the Government consider proposals that propose alternative lead-times to those cited in the solicitation?

· Answer: The Government cannot accept alternate lead times, as adherence to the specified delivery schedule is critical to meeting the site stand-up timeline.
