About this file

This is Amendment 0004 to a Request for Proposal (RFP) for the production and delivery of Peculiar Support Equipment (PSE) for the CH-53K Aircraft on both Domestic and Foreign Military Sales (FMS) platforms. The solicitation is issued by NAVAIR Warfare CTR Aircraft DIV at Joint Base McGuire-Dix-Lakehurst, New Jersey, with a contract ID of N68335. The amendment extends the proposal submission deadline from May 6, 2026, to May 13, 2026, and responds to nine vendor questions regarding proposal formatting, page limits, CMMC certification requirements, subcontractor references, past performance questionnaires, and team composition. Additionally, the amendment adds FAR clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors) effective April 2026 and includes Attachment 7 containing responses to vendor questions.

The solicitation is structured as a 100% small business set-aside with firm-fixed-price contracting terms. All offerors must obtain access to a controlled unclassified information (CUI) technical drawing package by submitting a valid DD Form 2345 and demonstrating current CMMC Level 2 (Self-Assessment) certification at the time of contract award. Failure to obtain the CUI drawing package or maintain CMMC Level 2 certification renders offerors ineligible for award. Proposals must follow specific formatting requirements including letter-sized pages with one-inch margins, with a recommended ten-page limit for the technical volume excluding cover pages. The government owns the build-to-print technical drawings, which are export-controlled; all offerors other than the successful awardee must destroy all export control data and provide signed proof of destruction.

Miscellaneous text in this section has been modified to:

*The purpose of Amendment N6833526R102700034 is to extend the proposal submission deadline to 5/13 /2026, respond to questions from vendor(s), attached in Section J (Attachment 7) and add FAR 52.222-90 to Section I. This marks the end of Amendment N6833526R10270004 of Section A text.***The purpose of Amendment N6833526R10270003 is to respond to questions from vendor(s). Question 1 (Q1):Does the cover page and table of contents count towards page limits? Answer 1 (A1):The cover page and table of contents does not count towards page limits. Q2: The Solicitation Instructions outline a Level 2 Self-Assessment as a requirement for receiving technical data, but then references CMMC Level 2 (no specification) as a pre award requirement. Can the gov please confirm they are referring to a Level 2 Self-Assessment as the pre award requirement? A2: CMMC Level 2 Self-Assessment is the pre award requirement. Q3:Can the government please confirm whether they plan to order the FMS and Domestic SUBCLIN quantities together/at the same time? Or will the gov be exercising the SUBCLIN quantities at different times? A3: The option quantities would be exercised in accordance with the option clauses contained in the solicitation/resultant contract if/when the need for the option unit(s) is identified. Q4: Section L states that the proposal 'shall be subdivided into three separate volumes' but outlines a 4th volume (Annex A) in the G-1 Proposal Structure table. Can you confirm that offerors are to submit 4 volumes, not 3? A4: Offerors should follow the instructions in Section L, G-1 "Proposal Structure". Q5:Can the gov please confirm that offerors are allowed to reference work where they performed as a subcontractor in the Past Performance volume? A5: In accordance with Section L, Volume II, the Offeror shall identify all relevant contracts (where for the purpose of these instructions the term contract also refers to the delivery order or task order), or those portions of a relevant contract, whose performance is within five years of the proposal due date for the principal entities. The relevant contracts provided for each principal entity shall be relative to its proposed role and responsibilities. Commercial contracts may be included. Offerors shall also identify relevant contracts within the past five years of the proposal due date that had any show-cause notices, cure notices, or termination for default. Q6: For PPQs where the offeror acted as a subcontract, can the gov please confirm that the questionnaires should be sent to the prime contractor who subbed the work out to the offeror, and not the government end user who awarded the prime contract? A6:The end user (Government) should receive the PPQ request. Q7: Do offerors need to submit Authorization Letters if they are the sole entity proposing (ie no team members)?A7: If there are no team members, this request would not be applicable. Q8:

Will the government consider adding 19.1307 Price evaluation preference for HUBZone small business concerns to the solicitation?A8: Price evaluation preference for HubZone small business concerns is applicable under a full and open competition. This requirement is a small business set aside.Q9:For offerors submitting proposals across multiple Group Bags and utilizing the same past performance references, it is our understanding that a single Past Performance Questionnaire (Attachment L-1) per reference would be submitted, even where those references are cited across multiple proposals. Given the instruction prohibiting inclusion of the solicitation number on the PPQ: Please confirm that a single PPQ per reference is sufficient, regardless of the number of proposals submitted in which that reference is cited. Please confirm that the Government will associated completed PPQs to the contracts identified in Attachment L-2 and will consider those PPQs for each proposal in which the same contract reference is cited. Will the Government rely on the contracts identified in Attachment L-2 to associate received PPQs with each proposal submission?A9:Each individual solicitation stands on its own. Please follow the requirement in Section L, Volume II Past Performance. The Government will evaluate Past Performance in accordance with Section M. This marks the end of Amendment

GOVERNMENT RESPONSE: Proposals shall be formatted using letter-sized (8-1/2 X 11") pages, single-spaced, with one inch (1") margins all around.QUESTION: Does each volume's cover page count towards the overall page count?GOVERNMENT RESPONSE: No page limits are included within the solicitation; however the Government recommends a page limit of 10 pages for Technical which does not include the cover page.
