About this file
This is Standard Form 30 (SF 30), Amendment 0005 to a Request for Proposal (RFP) for Peculiar Support Equipment (PSE) for the CH-53K Aircraft. The amendment is effective May 12, 2026, and extends the proposal submission deadline from May 13, 2026 to May 20, 2026. The solicitation (N6833526R1027) is issued by NAVAIR Warfare CTR Aircraft DIV at Joint Base McGuire-Dix-Lakehurst, New Jersey as a 100% small business set-aside for firm-fixed-price production and delivery of PSE listed in Attachment 1 for both Domestic and Foreign Military Sales (FMS) platforms. The Government owns the Build-to-Print Technical Drawing Package, which is export-controlled and requires all offerors to possess a current certified DD Form 2345 and CMMC Level 2 (Self) certification at time of contract award to access the Controlled Unclassified Information (CUI) drawings via the DoD Safe website. All non-successful offerors must destroy export control data and provide proof of destruction via signed letter to the Procurement Contracting Officer, Juan Carlos Belmonte (juancarlos.r.belmonte.civ@us.navy.mil, 240-572-6863).
The amendment also documents numerous previous amendments and Q&A responses addressing proposal formatting requirements (8.5" x 11" pages, single-spaced, one-inch margins, Microsoft Office 2025 acceptable, cover pages do not count toward page limits, 10-page recommendation for Technical volume), CMMC Level 2 Self-Assessment as the pre-award requirement, past performance questionnaire submission procedures, subcontractor authorization letter requirements, and clarification that offerors may reference subcontract work in Past Performance volumes. FAR 52.222-90 was added to Section I in a previous amendment. The solicitation includes DFARS 252.204-7025 regarding cybersecurity maturity model certification requirements, and FMS SLINs have assigned Transportation Account Codes (TACs) displayed in Section G.

Miscellaneous text in this section has been modified to:
*The purpose of Amendment N6833526R10270005 is to extend the proposal submission deadline to 5/20/2026.
This marks the end of Amendment N6833526R10270005 of Section A text.**The purpose of Amendment N6833526R10270004 is to extend the proposal submission deadline to 5/13/2026, respond to questions from vendor(s), attached in Section J (Attachment 7) and add FAR 52.222-90 to Section I. This marks the end of Amendment N6833526R10270004 of Section A text.***The purpose of Amendment N6833526R10270003 is to respond to questions from vendor(s). Question 1 (Q1):Does the cover page and table of contents count towards page limits? Answer 1 (A1):The cover page and table of contents does not count towards page limits.
Q2: The Solicitation Instructions outline a Level 2 Self-Assessment as a requirement for receiving technical data, but then references CMMC Level 2 (no specification) as a pre award requirement. Can the gov please confirm they are referring to a Level 2 Self-Assessment as the pre award requirement? A2: CMMC Level 2 Self- Assessment is the pre award requirement. Q3:Can the government please confirm whether they plan to order the FMS and Domestic SUBCLIN quantities together/at the same time? Or will the gov be exercising the SUBCLIN quantities at different times? A3: The option quantities would be exercised in accordance with the option clauses contained in the solicitation/resultant contract if/when the need for the option unit(s) is identified. Q4: Section L states that the proposal 'shall be subdivided into three separate volumes' but outlines a 4th volume (Annex A) in the G-1 Proposal Structure table. Can you confirm that offerors are to submit 4 volumes, not 3? A4: Offerors should follow the instructions in Section L, G-1 "Proposal Structure". Q5:Can the gov please confirm that offerors are allowed to reference work where they performed as a subcontractor in the Past Performance volume? A5: In accordance with Section L, Volume II, the Offeror shall identify all relevant contracts (where for the purpose of these instructions the term contract also refers to the delivery order or task order), or those portions of a relevant contract, whose performance is within five years of the proposal due date for the principal entities. The relevant contracts provided for each principal entity shall be relative to its proposed role and responsibilities. Commercial contracts may be included. Offerors shall also identify relevant contracts within the past five years of the proposal due date that had any show-cause notices, cure notices, or termination for default. Q6: For PPQs where the offeror acted as a subcontract, can the gov please confirm that the questionnaires should be sent to the prime contractor who subbed the work out to the offeror, and not the government end user who awarded the prime contract? A6:The end user (Government) should receive the PPQ request. Q7: Do offerors need to submit Authorization Letters if they are the sole entity proposing (ie no team members)?A7: If there are no team members, this request would not be applicable. Q8: Will the government consider adding 19.1307 Price evaluation preference for HUBZone small business concerns to the solicitation?
A8: Price evaluation preference for HubZone small business concerns is applicable under a full and open competition. This requirement is a small business set aside.Q9:For offerors submitting proposals across multiple Group Bags and utilizing the same past performance references, it is our understanding that a single Past Performance Questionnaire (Attachment L-1) per reference would be submitted, even where those references are cited across multiple proposals. Given the instruction prohibiting inclusion of the solicitation number on the PPQ: Please confirm that a single PPQ per reference is sufficient, regardless of the number of proposals submitted in which that reference is cited. Please confirm that the Government will associated completed PPQs to the contracts identified in Attachment L-2 and will consider those PPQs for each proposal in which the same contract reference is cited. Will the Government rely on the contracts identified in Attachment L-2 to associate received PPQs with each proposal submission?A9:Each individual solicitation stands on its own. Please follow
N6833526R10270005 the requirement in Section L, Volume II Past Performance. The Government will evaluate Past Performance in accordance with Section M. This marks the end of Amendment N6833526R10270003 of Section A text.
****The purpose of Amendment N6833526R10270002 is to replace the Technical Data Package, Attachment 3, to Rev A, which includes drawings for Sling, Pilot/Co-Pilot Seat in Section J and to respond to questions from interested vendor(s) Solicitation instructions don't mention margins - are offerors to use whatever they deem appropriate, or would the government prefer 1 inch?GOVERNMENT RESPONSE: Proposals shall be formatted using letter-sized (8-1/2 X 11") pages, single-spaced, with one inch (1") margins all around.
QUESTION: Does each volume's cover page count towards the overall page count?GOVERNMENT RESPONSE: No page limits are included within the solicitation; however the Government recommends a page limit of 10 pages for Technical which does not include the cover page.QUESTION: Section L states offerors shall use Microsoft Word 2016. Microsoft 365 is continually updated; Our team is currently operation on Version 16.107.3. Is this acceptable?GOVERNMENT RESPONSE: The Government can accept proposal information using Microsoft Office 2025. Offerors shall submit letters and other signed documents as a fully searchable Portable Document Format (.pdf) file. This marks the end of Amendment N6833526R10270002 of Section A text.****The purpose of Amendment N6833526R10270001 is to attach L-1 Past Performance Questionnaire and L-2 Past Performance Contract Data in Section J.This marks the end of Amendment N6833526R10270001 of Section A text.**Points of Contact Contract Specialist:Name: Juan Carlos Belmonte Phone: (240) 572-6863Email: juancarlos.r.belmonte.civ@us.navy.milThis is a Request for Proposal for a Firm- Fixed Price type contract.
