About this opportunity

The Bureau of Reclamation seeks GIS technical service support for the California Great Basin (CGB-400) Service Center, with proposals due August 6, 2026 at 11:00 AM Pacific Daylight Time. This is a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside; the prime contractor must be SBA-certified SDVOSB with active SAM.gov registration.

Place of performance: two positions (Consulting GIS Specialist and GIS Specialist-Production) must be 100 percent on-site at 2800 Cottage Way, Sacramento, California. Two additional positions (GIS Specialist-Senior and GIS Specialist) are remote-optional within a 50-mile radius of DOI Bureau of Reclamation facilities in the 17 Western states. The contract requires four full-time GIS personnel throughout the base and option periods.

The contract is a hybrid Firm Fixed Price and Time and Materials vehicle. The base period is six months, with two twelve-month option years (30 months total), anticipated to begin October 1, 2026. Four fixed labor categories require 1,040 hours per category during the base period and 2,080 hours per category in each option year. Travel is Time and Materials, capped at $22,400 for the base period and $44,800 per option year as not-to-exceed amounts. The incumbent contractor is Mikiba, LLC. Resumes must not exceed three pages each; technical approach must not exceed ten pages (cover page, table of contents, and acronym lists excluded; appendices included). All personnel must be employed by the awardee and available to begin work no later than October 1, 2026, with contingent or non-contingent offers of employment accepted if employment is firm by that date. NAICS code is 541611 with a $24.5 million size standard. Security requirements include background investigations, Personal Identity Verification (PIV) cards, facility access compliance, and handling of controlled unclassified information. Evaluation weighs technical merit and past performance comparatively; CPARS evaluations, customer surveys, and past performance questionnaires are acceptable documentation.
