About this file
This is Amendment 0002 to a solicitation for Geographic Information System (GIS) Technical Service Support (Solicitation 140R2026Q0014) issued by the Bureau of Reclamation's Mid-Pacific Region. The amendment responds to 22 questions submitted by potential offerors and provides clarifications on various aspects of the requirement.
The solicitation is a 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) entities certified by the Small Business Administration, and no re-evaluation of this designation will be considered. Key clarifications include: SF-30 amendments must be signed and submitted with quotes; past performance questionnaires may be submitted in any format when CPARS evaluations are unavailable; subcontractors must not submit separate pricing documents to the government; on-going projects count toward past performance narratives; four full-time GIS positions are required throughout the base and option periods; no planned transition overlap exists with the incumbent (Mikiba, LLC); and prior Bureau of Reclamation or BORGIS-specific experience is not required. The government will provide incumbent documentation, source code, system access, and collaborative onboarding support. Operating hours are 8:00 AM to 5:00 PM Pacific Standard Time, Monday through Friday, with infrastructure and application availability targets of 99% uptime measured monthly. The current CGB GIS infrastructure includes ArcGIS Enterprise version 11.5, approximately 30 TB of file system data, 50 published services, 10 active on-premises servers, and approximately 40 supported users receiving an average of 15 support requests monthly. The submission due date remains unchanged, and contractors must acknowledge this amendment by submitting a signed SF-30 copy with their quote.

These items are not part of Factor 1:
Technical, but are required with quote submission. For more details ensure 52.212-1 and 52.212-2 are followed.
Question 2: The Government's response to
Question #9 permits the submission of Past
Performance Questionnaires (PPQs) when CPARS evaluations are unavailable; however, the solicitation does not include a PPQ template or instructions. Will the Government provide a standardized PPQ form or otherwise clarify the required format and content for PPQ submissions?
Answer 2: The Government is not using a standard PPQ form for this requirement.
Offerors may submit any type of past performance reviews or evaluations that are relevant to this requirement. Ensure documents are in .pdf format.
Question 3: In response to Question 7, the
Government advised that offerors may create a separate sheet within the Pricing Schedule

Answer 13: Current-State CGB GIS Technical
Inventory:
Historical Context: This GIS implementation spans 40 years, containing over 50,000 maps and thousands of completed analytical, software, and web development projects. Many projects are related to legal proceedings so all projects are retained.
ArcGIS Enterprise: The California-Great Basin
(CGB) region's enterprise portal is currently at version 11.5 and exists on the Department of the Interior's (DOI) Geo-Platform. This is a
Windows-based, 2-server implementation:
Server 1 hosts ArcGIS Server and ArcGIS
Enterprise Portal.
Server 2 hosts SQL Server.
On-Premises Servers (10 Total):
4 File Servers
2 IIS Web Servers (1 Production, 1 Development)
2 SQL Servers (1 Production, 1 Development)
2 Imagery/LiDAR Servers (lower-frequency backup schedule)
ArcGIS Online (AGOL): The AGOL organization name is "usbr"; however, it is restricted to internal use with limited public access.
Public-facing regional data is instead served via Data.gov. There are hundreds of projects and maps on AGOL.
DOI Geo-Platform Published Services:
Hosts approximately 50 services (composed of both vector and imagery services).
On-Premise Data Volumes:

Question 14: The PWS identifies VB.NET, C#, ASP.NET, MVC, ArcObjects/COM, JavaScript, Python, Arcade, Bootstrap, Breeze, jQuery, and
Dojo. Please identify which of these technologies are currently in production and require active maintenance and which are illustrative, historical, and/or anticipated.
Answer 14: To help clarify the technical environment and software architecture of the
California-Great Basin (CGB) GIS Service
Center:
Active Production (Require Active
Maintenance/Development):
ASP.NET Core MVC, C#, HTML, JavaScript, JSX
(React), Python, Arcade (ESRI), Bootstrap, and jQuery. These represent the core technologies currently utilized in active workflows and development.
Legacy/Historical (Rarely Revisited):
ArcObjects/COM, Breeze, and Dojo. These exist in legacy applications that have been deprecated. On rare occasions, an old application utilizing these frameworks may need to be revisited or modernized.
Note on Legacy Expectations: Reclamation does not expect advanced proficiency in these legacy codebases. Using modern tools, such as AI assistants, is perfectly acceptable and encouraged for translating or refactoring these legacy elements when they occasionally arise.

(C) historical workload information, including the number of supported users, average help-desk requests, recurring operational activities, active development projects, current backlog, typical task size, and the approximate division of effort between California-Great Basin (CGB) regional support and Reclamation-wide enterprise support.
Answer 15: Number of Supported Users - The CGB
GIS Service Center currently supports approximately 40 active GIS users across the region and enterprise.
Average Service Center Requests: We receive an average of 15 new map/analysis requests or
ArcGIS technical support requests per month, but that can vary significantly. Some are complex, others are not.
Recurring Systems Operational Activities:
Geospatial Cloud services management and system administration.
Collaboration with Reclamation IT for routine server maintenance, patching, system configuration, security, and backups.
SQL Server database maintenance, ArcGIS Online administration, and printer/plotter maintenance.
Bi-weekly progress/status reporting.
Active Development Projects: There are currently 10 active software/application projects, and several web service development projects underway. The applications include but are not limited to:

Current Backlog:
We normally don't run at a deficit as projects are usually completed in a timely manner except for long term projects. There is an application available for users to submit requests to the service center and show project status (in progress or completed).
Typical Task Size: Tasks vary in size, but typical task divisions are:
Small (User support): Minutes to hours.
Medium (Data analysis, more complex mapping efforts): Days to weeks.
Large (Application development, analysis/modeling): This can be months or in perpetuity.
Approximate Division of Effort Between CGB and
Reclamation Wide:
This can vary monthly but it is approximately
50/50. A lot of the work at the Reclamation wide level is data management and software/application development and some research. At the regional level the tasks fall into application development, data management and portal administration.
Question 16: The QASP requires technical support and questions to be answered within the

(C) escalation requirements, and system-availability targets.
Answer 16: To ensure clear alignment between the Performance Work Statement (PWS) and the
Quality Assurance Surveillance Plan (QASP), the following service levels, operating hours, priority definitions, and support frameworks are established as guidelines:
Operating Hour Coverage & System Availability:
Operating Hours: 8:00 AM to 5:00 PM Pacific
Standard Time, Monday through Friday, excluding
Federal Holidays.
System-Availability Target:
Infrastructure Tier: The operational target is
99% uptime (measured monthly). While external variables such as network outages, emergency security patching, or enterprise-level updates may impact this target, the primary objective is active coordination with all relevant IT teams to restore system availability as rapidly as possible.
Application Tier: The target is 99% uptime. In practice, complex application-specific issues may require troubleshooting and diagnostic time. In these events, the team's priority is to immediately evaluate the operational impact, notify the affected user base, and work diligently to restore the application to full service as soon as reasonably possible.
Priority Definitions & Service Levels
Important: While these priorities are a general guideline, the systems are complex and problems occur at various levels. Ultimately, the highest priority is for staff to actively troubleshoot problems, keep affected personnel informed, and work collaboratively across all teams to resolve issues as quickly as possible.
Priority 1 (Critical Infrastructure): System is down; critical business functions are

Response target: 1 hour.
Resolution target: 4 hours. Some issues may be out of our control.
Priority 2 (High): Important applications are offline; certain operations are significantly impacted.
Response target: 2 hours.
Resolution target: Depends on application. For notification systems, the target is 1 day. For project analysis applications, the target is 2 days.
Priority 3 (Medium): Non-critical system issue;
standard operations are functional with workarounds.
Response target: 1 business day.
Resolution target: 3 business days.
Priority 4 (Low/Info): Standard support, minor bugs, or routine information requests.
Response target: 1 business day
Resolution target: 1 week or more depending on issue.
Escalation Requirements
Level 1 (Initial Intake): Reporting is usually handled by email or Teams notification to service center staff. There is also a Service
Center request site where notifications can be submitted by bureau personnel. The request site sends messages to all service center personnel.
Level 2 (Technical Escalation): Triggered if unresolved within 50% of the target resolution time, at which time additional technical resources are determined and contacted.
Sometimes ESRI is contacted if appropriate.
