Question 2: Can you please confirm that this procurement is a 100% Service-Disabled
Veteran-Owned Small Business (SDVOSB) set-aside, and that only SDVOSB-certified prime contractors are eligible to submit a proposal?
Answer 2: Confirmed. This requirement is a 100% total set aside for SDVOSB. The prime contractor must be SBA certified SDVOSB.
Submissions from Contractors who are not SDVOSB certified by the SBA will not be reviewed.

Question 5: On the Vendor Information template, one of the required fields is outlined "GSA
Contract Number". Since this RFQ was released on Sam.gov, is this contract number required or necessary? If not, can the government revise the template as needed?
Answer 5: Vendors may put their GSA contract number if they have one. If not - N/A is the appropriate response.
Question 6: Will the Government provide the anticipated contract period of performance start date?
Answer 6: The anticipated period of performance will be effective 10/1/2026.
Question 7: The instructions require offerors to include indirect rates and profit as part of the price breakdown for evaluation purposes.
However, the pricing spreadsheet identifies does not provide a location to identify the profit element separately, will the Government provide a revised pricing template or clarify how offerors should present indirect/base rates and profit for evaluation?
Answer 7: Offerors may create a separate sheet within the Pricing Schedule attachment to provide the breakdown of indirect rates and profit.
Question 8: The solicitation does not identify a page limit for Factor 1, Technical. Will the
Government clarify whether a page limitation applies and, if so, provide the maximum number of pages permitted?

(C) state that past performance may be assessed using customer surveys and other reasonable bases in addition to CPARS, will the Government clarify whether offerors may submit Customer
Past Performance Questionnaires (PPQs) or signed customer references as part of their proposal for contracts where CPARS evaluations are unavailable?
Answer 9: Yes, if CPARS evaluations are unavailable, offerors must submit past performance records that are relevant to this requirement. The Government may consider customer surveys, Past Performance
Questionnaires (PPQs), or other reasonable forms of past performance information when
CPARS records do not exist.
Question 10: Will the Government allow Offerors to revise the labor hour quantities (man-hours) in the pricing sheet to align with their proposed approach?
Answer 10: No, offerors must not revise the labor hour quantities. They remain at 1,040 and
2,080, respectively.
Question 11: The solicitation instructs
Offerors to "Ensure ALL documents are in .pdf format," while also requiring submission of the completed Pricing Schedule (Attachment 1). Can the Government please confirm Offerors may submit the completed Pricing Schedule in its native Excel format, or advise otherwise?
Answer 11: Pricing Schedule remains in Excel format due to formulas. All other attached documents are required to be in .pdf format.
Question 12: The solicitation instructions require Offerors to provide indirect rates and profit as part of the pricing submission.
However, Attachment 1 (Pricing Schedule) does not include fields for indirect rates or profit and instead includes only a "Base Rate" field for each labor category. Given that this is primarily a Firm Fixed Price requirement, can the Government please confirm whether Offerors

(C) are only expected to submit the completed
Pricing Schedule with proposed fully burdened rates, or whether a separate breakdown of indirect rates and profit is required? If a separate breakdown is required, please provide guidance on the expected format for submission.
Answer 12: Indirect rates and profit need to be included in the fully burdened rate. Indirect rates and profit breakdown can be submitted on a separate sheet within the Pricing Schedule attachment.
Question 13: Attachment 1 (Pricing Schedule) includes a "Base Rate" field for each labor category. Can the Government please clarify the intended use of this field? Specifically, should the Base Rate represent the employee's direct labor rate or another pricing element?
Answer 13: Providing the base rate allows the
Government to determine if the quote is fair & reasonable. All proposed prices will be reviewed for price reasonableness and any instances of unbalanced price, using price analysis techniques. The base rate represents direct labor costs without any fringe benefits.
The fully burdened rate includes the base rate, all fringe benefits, indirect costs, and profit.
Question 14: The QASP, PWS Section 3.7, and PWS
Section 8 list three different frequencies
(biweekly, weekly, bimonthly) for the same report/invoice deliverables. Please state the single controlling frequency for each deliverable.
Answer 14: Section 3.7 is reporting; the frequency of reporting varies depending on each deliverable. The table in Section 8 represents the frequency of reports (Ex: Status reports are done weekly whereas invoicing is done bimonthly, and travel is done when approval is needed and within the requirement timeframe set forth in the PWS).

Question 15: Will resumes be evaluated pass/fail against minimum qualifications, or scored comparatively for technical merit under
Factor 1? This determines how offerors weight resume content versus narrative technical approach.
Answer 15: No, resumes are not pass/fail.
Resumes and technical merit will be evaluated based off relevant experience as it relates to the PWS.
Question 16: Do the construction-oriented provisions in WBR 1452.237-80 Alternate III
(Explosives Security Plan, Contractor Guard
Force, Vehicle Control) apply to this office-based GIS technical support requirement?
A Yes/No confirmation is requested to resolve an apparent PWS/clause mismatch.
Answer 16: Yes, this clause applies. The
Government cannot omit specific sections that do not apply. Full text is required to be present.
Question 17: Does the IPv6 compliance requirement in DOI-AAAP-0055 apply to this technical support services contract, given it addresses new IP product development rather than services?
Answer 17: Yes, this clause applies. Refer to
Sections 2.1.1, 3.3, and 5.
The submission due date remains unchanged.
The contractors must acknowledge this amendment by submitting a signed copy of the Standard
Form (SF)-30 along with the quote.
