This procurement is a 100% small business set-aside, and evaluation will use a Lowest Price Technically Acceptable (LPTA) approach without price tradeoffs.

Place of performance is Nicholasville, Kentucky (316 Church Street). The project scope addresses the concrete foundation, wood frame superstructure, rainwater management, wall shear capacity, cupola reinforcement, and insect damage to wood structural members. The base scope includes building lifting, foundation demolition and reconstruction, structural reinforcement, wood siding and trim repairs, new roofing with gutters, new exterior doors, window protection, painting, and landscape restoration. An optional line item covers full window restoration. Prevailing wage rates per Department of Labor General Decision KY20260094 apply across multiple construction trades in Jessamine County.

Offerors must demonstrate at least two completed projects within the last five years involving historic rehabilitation and lifting/foundation work and submit two to five past performance references rated on a five-point scale (Outstanding through Unacceptable) covering nine performance areas. Technical acceptability requires a completed template certifying capability across specified work including deconstruction, structure lifting, historic repairs, and Class B fire-retardant wood shingle roofing.
