Update #12 · Latest ·
The Draft RFP for the GSM-ETI requirement (HC1028-10-R-2001) will be replaced by a Final RFP for the GSM-ETI requirement to be released 19 April 2011 on FedBizOpps.
Update #11 ·
This 19 April 2011 notice is being issued to provide Release #4 - Questions/Answers that have been received in response to the Draft RFP for the GSM-ETI effort. Release #4 - Questions/Answers is attached to this notice.
Update #10 ·
This 11 March 2011 notice is being issued to provide Release #3 - Questions/Answers that have been received in response to the Draft RFP for the GSM-ETI effort. All questions received in response to the Draft RFP have been responded to.
Release #3 - Questions/Answers
QUESTION #148: I spoke with Katie Prisuta this morning. She verified that the CD is classified at the SECRET level, so we do need a DD254 indicating that safeguarding is required in order to pick it up. Will you call the contracting officer again?
1. The vendor holds a Top Secret facility clearance and while we have a facility capable of holding classified material, we do not currently have authority to receive and safeguard classified material.
2. In order to store the classified CD required for GSM-ETI, we need a DD-254 that provides the vendor with the authority to receive and safeguard Secret material. The current DRAFT DD-254 in the solicitation is marked
DRAFT, is not signed, and is not directed to the vendor. DSS will not accept this document as authority for the vendor to receive and safeguard Secret material.
3. The NISPOM requires that the Government provide prospective bidders with a DD-254 in order to store classified material associated with an acquisition.
4. The vendor is requesting a signed DD-254 from DITCO so that we can request DSS to certify our storage room and receive classified material associated with this program.
ANSWER #148: According to DISA Industrial Security, the updated DD254 (provided as attachment to this FedBizOpps notices) is sufficient to allow the vendors/contract awardee(s) to process appropriate paperwork to DSS to allow receipt and storage of classified materials
QUESTION #149: Request clarification to answer provided at #88; where the Government stated that the P&S source (to be provided via existing GSA Alliant sources) will be used for support capabilities that are functional niche type work (e.g. training services, cryptographic support, software development). Will the COMSEC role in P&S be primarily administrative and, as such, tie closely with work in support of the DISN Controlling Authority; or will the P&S role for COMSEC be much greater to include not only the administrative, but also include COMSEC engineering, key management, secure storage of encryptors, cradle to grave support to CCI units, deployment and implementation support, etc.? Suggest that the Government reconsider revising the GSM-ETI SOO to include the latter the engineering, key management, secure storage of encryptors, cradle to grave support to CCI units, deployment and implementation support and leave the administrative work in support of the DISN Controlling Authority with the P&S source.
ANSWER #149: The GSM P&S vehicle will be used for COMSEC support to the controlling authority, to include training, key management, and storage. The GSM-O vehicle will be used to support the maintenance of crypto devices and the GSM-ETI vehicle will be used to support engineering and installation of new crypto devices (when associated with build-out events that fall under the auspices of a GSM-ETI project).
A revised DD 254 is provided as an attachment to this notice.
Update #9 ·
NOTICE TO PROSPECTIVE OFFERORS - INTENT TO RELEASE FINAL RFP
The Defense Information Systems Agency/Defense Information Technology Contracting Organization (DISA/DITCO)-Scott AFB, IL anticipates release of the Final RFP - HC1028-10-R-2001 - Global Information Grid (GIG) Service Management Engineering, Transition, and Implementation (GSM-ETI) on/or about 21 March 2011. This acquisition includes the engineering, transition, and implementation support services needed to successfully address the Defense Information Systems Network (DISN) requirements to add new telecommunications technologies to address changing joint Warfighter needs. The functional scope of the ETI services includes the following capability areas to support DISA-provided networks and infrastructure on a global basis:
-Engineering to include systems engineering and integration; architecture and information and telecommunications standards development; and telecommunications, network security, and information systems engineering.
-Transition. (New capabilities that are engineered and implemented under the GSM-ETI effort will be transionted to the GSM-Operations contract for continuing support).
-Implementation to include technical refresh, circuit transition and DISN expansion/upgrades.
The Final RFP and all related documents will be posted at this site. Instructions for submitting questions and proposals will be given at the time the solicitation is released. Contractors will be given 45 days for preparation of proposals from the posting date of the Final RFP. Past Performance questionnaires will be due no later than the date indicated on the past performance document.
The National American Industrial Classification Standard (NAICS) code for this procurement is designated as 541512 - Computer Systems Design Services. The resulting awards will be Best Value with Trade-Off, with non-cost factors being significantly more important than cost. The period of performance for the GSM-ETI will include a base period of two years, one two-year option period and one one-year option period for a total life-cycle of five years. Services will be required on a world-wide basis.
If at any time the Government determines that the requested services are no longer required, the Government reserves the right to not make an award.
NOTE: The Draft RFP currently on the FedBizOpps site (to include amendments and attachments) will be replaced in its entirety with the Final RFP documentation.
All inquiries regarding this requirement shall be submitted electronically and directed to the Contracting Officer, at DISNGSM@disa.mil.

Update #5 ·
This 12 July 2010 update to the GSM-ETI draft Solicitation (HC1028-10-R-2001) is to provide the following updates to the Advisory Multi-Step Process:
a. The Offeror's "Similar Corporate Experience" submission may include data pertaining to no more than two separate teaming partners and/or subcontractors. Offeror's shall use the same "Similar Corporate Experience" template previously provided to report relevant and recent experience of the teaming partner and/or subcontractor.
b. Each submission of "Similar Corporate Experience" shall be no longer than five pages and no more than five examples shall be submitted.
c. The Government may contact the designated references to verify/validate the information provided.
d. All other information relative to the Advisory Multi-Step Process as provided in the 15 June 2010 update remains unchanged.
This amendment also provides the slides presented during the 28 June 2010 GSM AoS Pre-Solicitation Conference. Please see attached documents.
Update #4 ·
This 02 July 2010 update is to provide the following:
1. Revised OCI language. When submission of a Mitigation Plan is necessary due to a potential, perceived or actual OCI; early submission of the plan is encouraged as the Offeror must have an acceptable and Government approved Mitigation Plan established prior to contract award. The Prime Contractor is responsible for submitting a Mitigation Plan when a potential, perceived or actual OCI exists with a subcontractor, teaming partner; etc.
a. Section H, Paragraph H.28 is revised to reflect the following:
H.28 ORGANIZATIONAL CONFLICT OF INTEREST (OCI)/MITIGATION PLAN. A conflict of interest (COI) occurs when an individual or organization is involved in multiple interests, one of which could possibly corrupt the motivation for an act in the other. The Government seeks to acquire unbiased advice and/or goods and services from Offerors/Contractors that are free from, or have mitigated, such conflicts.
b. In order for the Government to try to prevent conflicting roles that might bias a Contractor's judgment or objectivity and potentially create a competitive advantage for that Contractor, the parties to this contract agree that the Contractor's future contracting with the Government shall be restricted as outlined in FAR Subpart 9.5, Organizational Conflicts of Interest, and as provided in this clause.
c. DISA will not intentionally exclude a vendor from a competitive acquisition due to a perceived OCI. The Contracting Office is committed to working with potential vendors to eliminate or mitigate potential, actual and perceived OCI situations, without detriment to the integrity of the competitive process, the DISA mission, or the legitimate business interests of the vendor community.
d. While there are no specifically-identified exclusions by type of work or by participation in other on-going DISA contracts, it is DISA's belief that an OCI may exist when the GSM-O Prime Contractor and/or its subcontractors, at any tier, their parent companies, subsidiaries, and affiliates, if any, are parties to any of the following situations:
(1) Are a Prime Contractor or Subcontractor, at any level, to another existing DISA contract (e.g., a provider of capabilities under the DATS contract; see table below) and/or
(2) Are a Prime Contractor or Subcontractor, at any level, under the existing GSA Alliant-Small Business GWAC contracts (which is to be used as DISA's source for support of the GSM-Projects and Support (P&S) requirements), and/or
(3) Become a Prime Contractor or Subcontractor, at any level, in the upcoming contract award(s) of the GSM-Engineering/Transition/Implementation (ETI) solicitation (HC1028-10-R-2001).
e. Offerors/Contractors shall submit a Mitigation Plan to the Contracting Officer which concisely describes all relevant facts concerning any past, present or current planned interest, (financial, contractual, organizational, or otherwise) relating to work to be performed under the GSM-Operations contract/task orders that has/have bearing on whether the Offeror or Contractor has a possible OCI. The Mitigation Plan shall explain how the OCI will be minimized to a level acceptable to the Government. An Offeror's Mitigation Plan shall be submitted as soon as possible. If applicable, the Government may enter into negotiations with the Offeror/Contractor to address any unresolved issues within the Mitigation Plan; these negotations are not considered discussions. Note: No contract award can be made without an approved Mitigation Plan.
f. If the Offeror or Contractor is aware, or should have been aware, of an OCI before award of this contract or any task under against the contract, and does not fully disclose that conflict to the Contracting Officer, the Government may terminate the contractor for default.
g. The Offeror or Contractor, by submitting an offer and/or signing the contract, warrants that to its best knowledge and belief, no additional facts exist relevant to a possible OCI.
h. After contract award, the Contractor shall have an ongoing obligation to make "a prompt and full disclosure" to the Contracting Officer of any OCI that arises during the performance of the contract, as well as newly discovered conflicts that existed before contract award.
i. The Mitigation Plan shall become part of the resultant contract and the Contractor shall update its Mitigation Plan within 30 days of any changes to the legal construct of the organization, subcontractor changes, or significant management or ownership changes.
j. Should an Offeror or Contractor refuse to disclose, or misrepresent, any information regarding a potential, actual or perceived OCI, one of the following remedies shall apply:
1) Disqualification for award;
2) Termination of the contract;
3) Disqualification from subsequent awards; or
4) Other remedial action as may be permitted or provided by the law or in the resulting contract
k. The following OCI Matrix provides potential Offerors/Contractors with examples of situations where Mitigation Plans may or may not be required by the Contracting Officer.

Notes:
1. While each case is analyzed on its own facts, there is no generalized need for mitigation in this situation.
2. While a case-by-case analysis will be required, based on the PWS current at the time of analysis the
Offeror/Contractor will likely be required to submit a Mitigation Plan, and the Contracting Officer may
implement its own Mitigation Plan.
3. Mitigation Plan may be required.
l. The Mitigation Plan shall be included as part of the resultant contract/task order.
m. A clause, similar to H.28, must be included in all subcontracts.
--------------
b. Section I, 52.209-9000 ORGANIZATIONAL AND CONSULTANT CONFLICTS OF INTEREST (OCCI) (DEC 2005) is hereby removed.
c. Section L, Paragraph L8.7.4.5 Organizational Conflict of Interest (OCI) Mitigation Plan is changed to reflect the following:
"L8.7.4.5 Organizational Conflict of Interest (OCI) Mitigation Plan. (Reference Draft RFP HC1028-10-R-2001, Section H, Paragraph H.28. The Government requires the work product provided by the GSM-ETI Contractor be uninfluenced by suggestions that the work product(s) from other GSM contracts/task orders (i.e., GSM-O and/or GSM-P&S) or other DISA contracts unfairly benefited the non-GSM-ETI vendor. To prevent the existence of conflicting roles that might bias the GSM-ETI Contractor's judgement and/or prevent an unfair competitive advantage, the Government's preference is that the Offeror will not enter into business arrangements with any contractor awarded work on the GSM O, GSM-P&S contracts and/or other DISA contracts. In the event that the Offeror determines it is necessary to enter into a business arrangement that that could be perceived as a potential or actual conflict of interest, the Offeror shall submit an OCI Mitigation Plan describing how the potential OCI will be avoided, neutralized or mitigated based on the general rules of FAR Part 9.505 for the Contracting Officer's review and subsequent negotiation."
2. Interested Parties List (Attachment provided).
Additional Draft RFP updates are anticipated. It is the Government's intent to release information provided at the Pre-Solicitation Conference and to respond to all questions as soon as possible.
Update #3 ·
In response to the Pre-Solicitation Conference the following updates are provided:
1. The Government is revisiting the language provided in the GSM-ETI Draft RFP, Section H, Paragraph #H.28 Organization Conflict of Interest (OCI) issues. We will provide additional guidance soon and anticipate that any OCI mitigation plans be provided no later than 15 July 2010.
2. We do not anticipate any major changes from the GSM-ETI Draft RFP to the GSM ETI Final RFP.
