About this opportunity
The U.S. Army Installation Management Command (IMCOM) NAF Contracting Office, on behalf of the Army Materiel Command, seeks to establish one firm-fixed price Indefinite Delivery–Indefinite Quantity concession contract for a single contractor to finance, design, build out/renovate, and operate Campus Style Dining Venues at six U.S. Army garrisons, with proposals due August 28, 2026.
This is a nonappropriated fund (NAF) solicitation not subject to the FAR. The six locations are Fort Bliss (Texas), Joint Base Lewis-McChord (Washington), Fort Irwin (California), Fort Riley (Kansas), Fort Campbell (Kentucky), and Fort Polk (Louisiana). The contract covers a five-year base period with five one-year renewal options for a ten-year maximum. The base award includes only Fort Bliss; other locations will be added through future task orders. Place of performance spans all six installations.
The contractor must finance all facility design and renovation at its own expense, provide all labor and equipment except designated government-furnished equipment, and operate 365 days annually including federal holidays. The contractor receives revenue through two streams: a monthly flat fee paid to the NAFI and reimbursement for Essential Station Messing (ESM) meals served to eligible soldiers at government-established Meal Discount Rates (2026: $9.57 breakfast, $15.86 lunch, $13.57 dinner) plus operating cost allocations. The contractor maintains all facilities and equipment except core structural systems managed by garrison Directorate of Public Works.
The contractor must provide a head chef with American Culinary Federation certification and a dietitian at each location; implement Point of Sale systems with real-time integration to the Army Food Management Information System (AFMIS) for meal verification and tracking; comply with Army nutritional standards and Holistic Health and Fitness principles; and maintain comprehensive liability insurance (minimum $5 million). The contractor bears costs for utilities, equipment maintenance and replacement (except government-furnished items with 2026 or older replacement years), waste management, pest control, and local health code compliance. Facility buildout/renovation must be completed within 120 days of Notice to Proceed.
Proposals are due in three separate volumes addressing pricing, business plan, and management plan. Service Contract Act wage determinations apply at each location. Evaluation will weigh technical merit (business plan and management plan) more heavily than pricing using best-value trade-off analysis. Pre-proposal conference and site visits occurred March 17–April 2, 2026. Questions were due April 15, 2026. The NAICS code is 722310, Food Service Contractors; PSC is M1FD, Operation of Dining Facilities.
