About this file
This is a memorandum from the U.S. Army Installation Management Command at Fort Liberty establishing fiscal year 2025 reimbursable utility rates for three entities: Army Air Force Exchange Service (AAFES), Residential Communities Initiative (RCI), and Privatized Army Lodging (PAL). The rates are effective October 8, 2024, and will be billed according to established agreements including Interservice Support Agreements (ISSA), Memoranda of Understanding (MOU), and Memoranda of Agreement (MOA).
The memorandum provides specific pricing for electricity, natural gas, water, and sewer services on both metered (per kilowatt-hour, therm, and thousand gallons) and non-metered (per square foot) bases. Key rate differences include: electricity ranging from $0.06882–$0.07061 per kWh; natural gas varying seasonally with summer rates at $0.43652–$0.43653 per therm and winter rates at $0.057373–$0.57372 per therm; water at $3.06456–$4.16562 per thousand gallons; and sewer at $2.80800–$3.70664 per thousand gallons. RCI/PAL generally pay higher rates than AAFES. The utility rates incorporate both commodity costs and operation and maintenance costs from the utility privatization contract, with maintenance costs pro-rated based on each agency's percentage of overall installation utility consumption. Additional charges for refuse, propane, and fuel oil are referenced in a separate utility services memorandum. The point of contact is Ray E. Throop, DPW Energy & Utilities Branch Chief, at 910-908-4790 or Ray.E.Throop.civ@army.mil.

a. Rate charges for refuse, propane, and fuel oil are provided on the additional utility services memo.
b. The utility rates are based on commodity costs and maintenance costs. For
AAFES and RCI/PAL, maintenance cost is calculated based on the operation and maintenance (O&M) portion of the utility privatization contract, not repair and replacement. Maintenance costs are pro-rated based only on the percentage of commodities utilized by each agency. For example, if the amount of electricity used by an agency is only 5% of the overall installation usage, maintenance cost is calculated at 5% of the O&M privatization cost.
