Amendment of Solicitation Summary
This is Amendment 0006 to Solicitation NAFBA1-26-R-0014, issued by the Department of the Army IMCOM NAF Contracting on behalf of the CSDV Supplemental Mission Fund for the Campus Style Dining Venue Initiative - Tranche II (A). The amendment is effective March 2, 2026, and applies to dining facility operations at Fort Bliss, JBLM, Fort Irwin, Fort Riley, Fort Campbell, and Fort Polk. The contracting officer is Aubrey B. Lewis, and the contracting point of contact is Leslie M. Perez (leslie.m.perez9.naf@army.mil, 520-674-2370).
The amendment removes Section C.6(f) regarding Randolph-Sheppard Act priority following a December 23, 2025 Department of Education court decision limiting its application to Army dining facility contracts. It adds new Section M.2(f) extending Randolph-Sheppard priority on Department of War controlled property to the blind when proposals meet the competitive range and all technical requirements while offering a competitive fee to the NAFI. The solicitation closing date is extended to Friday, August 28, 2026 at 4:00 P.M. CDT. Section C.6.1 is revised to clarify that the Berry Amendment does not apply except regarding seafood sourcing prohibitions from China, Russia, Iran, and North Korea, and to establish U.S. sourcing requirements for all food acquisitions, with exceptions for acquisitions under $200,000, foods manufactured or processed in the United States, and items the Secretary of the Army determines unavailable domestically at market prices. Electronic proposals must be submitted to leslie.m.perez9.naf@army.mil and natalie.a.sanchez20.naf@army.mil, with a DoD SAFE Drop-Off requested two business days prior to the due date; hand-carried proposals will not be accepted.

A. This amendment is issued to record the following:
B. Pursuant to a recent court decision, the following changes are made:
1. The following section is REMOVED in its entirety from the solicitation:

2. The following section is ADDED:
M.2(f). NOTE: In accordance with the Randolph-Sheppard Act, priority on Department of War (DoW) controlled property will be extended to the blind, when a proposal received from the blind has made the competitive range while meeting all technical factors as outlined in the solicitation and offering a competitive fee to the NAFI (Reference Section B-3).
C. In lieu of above change, this solicitation is re-opened and extended until Friday, 28 August 2026 at 4:00 P.M. CDT.
