About this opportunity
The Defense Logistics Agency (DLA) NAF Contracting Office is procuring on behalf of the Susquehanna Post Restaurant Fund to award a single concessionaire contract for full-scope cafeteria, catering, 24/7 automated market, and optional mobile food truck services at Defense Distribution Center Susquehanna, New Cumberland, Pennsylvania, with proposals due October 30, 2026 at 4:00 PM EDT. The solicitation is RFP NAFUA1-26-R-0005, with no set-aside used. It is a nonappropriated funds concession: the government pays nothing for these services, and the concessionaire pays a monthly fee per facility equal to the higher of a Minimum Monthly Guarantee or a gross sales commission percentage.
The base period runs December 1, 2026 through November 30, 2028, with four two-year options, for up to 10 years total. Darr's Cafe in Building 430 serves breakfast (7:00–10:45 AM), lunch (10:45 AM–1:00 PM), and on-site catering, and the Inflight Cafe in Building 2001 serves breakfast (5:15–10:00 AM) and lunch (10:45 AM–12:30 PM), with optional 24/7 unstaffed grab-and-go kiosks. Optional services include operating the government-furnished "Grill Fresh" food truck and running the annual base Turkey Day event. The base population is approximately 4,500, with about 950 served by Building 430 and 750 by Building 2001. Monthly gross sales for June 2025 through September 2026 ranged from $45,445 to $74,131 at Building 2001 and from $32,950 to $51,760 at Building 430. The incumbent is Michaels Concessions. SCA Wage Determination 2015-4225 applies.
Amendment 0002, the most recent update, eliminates utility charges to the contractor for gas, electricity, sewer, water, and waste disposal across base and option periods. It replaces management fee withholding with progressive Tier 2 penalties of up to 10% of average monthly concession fees, capped at $2,500 per occurrence. It accepts general liability insurance of $1,000,000 per occurrence with NAFI as an additional insured by endorsement. Post-transition food truck operations require prior security vetting and written approval. Offerors must acknowledge all amendments, and failure to do so may result in rejection as non-responsive.
Proposals require Part I (DA Form 4069, Section B-6 fee schedule, financial statements, and Section K certifications), Part II (Concession Operating Plan), and Part III (five-year past performance history), submitted electronically in searchable PDF or Excel to Contracting Officer Michael Thompson at michael.3.thompson@dla.mil. The site visit deadline was October 23, 2026, and the written question deadline was October 26, 2026.
