About this file

This is a Request for Information (RFI) log for the Campus Style Dining Venue (CSDV) - Tranche II(A) contract (NAFBA1-26-R-0014), administered by IMCOM NAF Contracting for the U.S. Army. The RFI log documents 29 questions submitted by potential contractors (Aramark, Compass Group, Sodexo, and Southern Foodservice Management, Inc.) between April 21-28, 2026, with government responses provided by the Army Materiel Command (AMC) and the Contracting Officer.

The contract scope encompasses campus-style dining venue operations at six Army installations: Joint Base Lewis-McChord (JBLM), Fort Irwin (FICA), Fort Knox (FCKY), Fort Riley (FRKS), Fort Bliss (FBTX), and Fort Polk (FPLA), serving a total ESM (Enlisted Soldier Meal) population of 29,016 personnel. Key service requirements include nutritious food and beverage services with one dietitian required per installation, government-furnished equipment (GFE) management with replacement responsibility governed by Army policies TB 43-0002-22 and DA Pam 30-22, and facility maintenance. Critical clarifications provided include: GFE with 2026 or older replacement years are the government's responsibility unless lifecycle can be extended; Collective Bargaining Agreements (CBAs) and wage determinations will be provided via amendment; ESM dollar amounts are required in menu proposals; dietitian requirement is one per installation (six total); useful life valuation applies to equipment purchases; no economic price adjustment clauses exist; the DLA waiver is being pursued as permanent; and the FEED Program implementation is pending senior leader approval. Building construction dates range from 1978 to 2012, with utility history and equipment specifications available to offerors.
