About this opportunity
The U.S. Army Installation Management Command (IMCOM) NAF Contracting Office, on behalf of the Army Materiel Command and Army Food Innovation and Transformation Program Office, issued solicitation NAFBA1-26-R-0019 for a firm-fixed-price Indefinite Delivery-Indefinite Quantity concession contract to finance, design, build out/renovate, operate, and maintain Campus Style Dining Venues at three U.S. Army Garrisons. Amendment 0007, effective August 17, 2026, cancels this solicitation in its entirety.
Prior to cancellation, the opportunity covered Fort Knox, Kentucky; Fort Sill, Oklahoma; and Joint Base Myer-Henderson Hall, Virginia, with the final proposal deadline of July 16, 2026. This is a Non-Appropriated Fund (NAF) solicitation under Program Group V, Supplemental Mission Fund, exempt from FAR and Appropriated Funds provisions and governed instead by AR 215-4. The NAICS code is 722310, Food Service Contractors; PSC is M1FD, Operation of Dining Facilities.
The concessionaire contractor bore all design, labor, materials, construction, and financing costs for facility renovation. Compensation was structured as monthly flat fees paid by the contractor to the NAFI plus reimbursement for verified Essential Station Messing (ESM) meals at Meal Discount Rates (breakfast $9.57, lunch $15.88, dinner $13.57 for calendar year 2026, totaling approximately $39.00 daily). The contractor generated revenue from cash customers and was responsible for all facility maintenance and repairs excluding building structure and major utilities.
The base contract period was five years with five one-year option periods for a potential ten-year total duration. The contractor was required to operate 365 days annually; comply with DoD and Army nutritional standards; provide Action Stations and multiple ordering and delivery platforms; implement AFMIS-interoperable point-of-sale technology; maintain comprehensive insurance including $1 million general liability and $500,000 professional liability; and comply with Service Contract Labor Standards wage requirements by location. Construction timeline was 120 calendar days from Notice to Proceed. Evaluation prioritized the business plan proposal (weighted more heavily) over the management plan, with pricing considered least important under best-value trade-off methodology. Proposals were submitted in three separate volumes covering pricing, business plan (limited to 30 pages for General Operations and 20 pages for Nutritious Food and Beverage Services), and management plan.
