About this file

This is Amendment 0002 to Solicitation NAFBA1-26-R-0019, issued by the Department of the Army's IMCOM NAF Contracting on behalf of the CSDV Supplemental Mission Fund for the Campus Style Dining Venue (CSDV) 2.0 (B) project. The amendment furnishes updated information for the nonappropriated fund solicitation covering dining facility operations at Fort Knox, Joint Base Myer Henderson Hall, and Fort Sill.

The amendment documents a Pre-Proposal Conference held on April 20, 2026, at Fort Knox and provides updated Enlisted Service Member (ESM) population figures by garrison and Military Education Code (MEC). It introduces a revised Construction Guide and modifies several solicitation sections, primarily Section C.6 (Operations), which clarifies contractor responsibilities for business plan execution, subcontracting with AbilityOne nonprofit agencies, and compliance with the Department of Education's December 2025 decision limiting Randolph-Sheppard Act applicability to Army dining facilities. Special requirements for Joint Base Myer Henderson Hall include provision of "Transitional Meals" and ongoing "Supplemental Meals" to designated locations upon contract award. Section L.12.2 specifies Volume II submission requirements, including a Business Plan Proposal not exceeding 30 narrative pages for General Operations and 20 pages for Nutritious Food and Beverage Services, with no cost or price information permitted. Key deliverables include in-brief meetings within 7 days of award, joint inventory within 15 days, insurance certificates within 5 days, and monthly ESM reconciliation and concession fee payments. The amendment modifies Phase-Out Period provisions regarding the NAFI's option to purchase concessionaire-furnished property and removal procedures. The deadline for Requests for Information is May 11, 2026, at 4:00 PM CDT, and the solicitation closing date is July 2, 2026, at 4:00 PM CDT.
