About this file
This is Amendment 0006 to solicitation NAFBA1-26-R-0019, issued April 9, 2026, for the Campus Style Dining Venue (CSDV) 2.0 (B) project at multiple Army installations. The amendment updates wage determination documents incorporated into Section J of the solicitation. Specifically, it adds two Service Contract Act wage determinations: CBA-2026-393 for Fort Knox (Hardin County, Kentucky) and CBA-2026-392 for Fort Sill (Comanche County, Oklahoma). The solicitation closing date remains July 16, 2026 at 4:00 PM CDT. The contracting activity is the Department of the Army IMCOM NAF Contracting, Headquarters Support, on behalf of CSDV Supplemental Mission Fund, with Natalie A. Sanchez serving as the contracting officer representative.
The amendment incorporates two Collective Bargaining Agreements (CBAs) as attachments. The Fort Knox CBA between Southern Food Service Management, Inc. and OPEIU Local 4873 (effective January 1, 2026 through January 1, 2027) establishes wage rates for food service positions including Cook I ($23.11/hour), Cook II ($21.36/hour), Cook III ($19.92/hour), and Prep/Servers ($18.24/hour), along with health and welfare benefits of $5.51/hour, vacation accrual based on service years, twelve paid holidays, sick leave accrual of 56 hours annually, pension contributions of $1.35/hour, and a $0.15/hour uniform allowance. The Fort Sill CBA between Southern Food Services and Southwest Laborers' District Council Local 107 (effective July 20, 2026 through July 19, 2027) establishes comparable wage scales with longevity pay increases, health and welfare contributions of $5.55/hour, annuity contributions of $2.00/hour, vacation and sick leave provisions, and a $0.20/hour uniform allowance.
