About this file
This is a Request for Proposal (RFP) for an Indefinite Delivery-Indefinite Quantity (IDIQ) firm-fixed price concession contract to establish and operate Campus Style Dining Venue (CSDV) operations at three U.S. Army Garrisons: Fort Knox, Kentucky; Fort Sill, Oklahoma; and Joint Base Meyer-Henderson Hall, Virginia. The U.S. Army Installation Management Command (IMCOM) seeks a single contractor to finance, design, build out/renovate existing dining facilities, provide IT enhancements, and operate modernized food service venues that serve Essential Station Messing (ESM) Soldiers and general patrons. The base contract period is five years with five optional one-year extension periods for a maximum of ten years total. The contractor must submit proposals in three separate volumes covering pricing, business plan, and management plan by July 2, 2026 at 4:00 PM Central Time, with a pre-proposal conference scheduled for April 20, 2026 at Fort Knox.
The contractor will be compensated through a monthly flat fee paid to the NAFI (Nonappropriated Fund Instrumentality) and reimbursement for ESM meals at established Meal Discount Rates plus operating cost allocations. ESM meal reimbursement rates for calendar year 2026 range from $9.57 for breakfast to $15.86 for lunch and $13.57 for dinner, with daily totals of $39.00. The contractor must provide nutritious food and beverage services meeting DoD and Army nutritional standards, operate 365 days annually including holidays, manage all facility maintenance and repairs (with specific exclusions for building structure and major utilities), provide IT systems with AFMIS interoperability for meal verification, implement action stations and multiple ordering/delivery platforms, maintain comprehensive insurance, comply with Service Contract Labor Standards, and ensure PCI-DSS compliance for payment processing. Proposals will be evaluated on business plan factors (general operations, food and beverage services, IT requirements, marketing, build-out/restoration, facility maintenance, and facilities design) weighted more heavily than management plan factors (management structure, experience, controls, and customer service), with pricing considered least important in the best-value trade-off selection methodology.

PART I – THE SCHEDULE
SECTION B – SUPPLIES OR SERVICES AND PRICE/COSTS
B.1 OBJECTIVE
(a) To provide a modernized Soldier (21st Century capability) feeding alternative to what is described as the
Army’s legacy dining facility operations which will bring a modernized feel, supported by advanced technologies such as online ordering and delivery solutions, and will ultimately bring an abundance of healthy food options for Soldiers and to the wider installation community.
(b) Execute a revenue generating Campus Style Dining Venue (CSDV) that will deliver a Soldier feeding operation that will not only support Soldiers, but their Families, “Soldiers for Life” and others that creates an environment that impacts our community’s health, welfare, morale in a powerful way, as well as enhances unit level cohesion and teambuilding. It will ultimately demonstrate a sincere care for our #1 priority – our PEOPLE.
(c) Expand the dining opportunities for the Essential Station Messing (ESM) Soldier that maximizes the propensity of utilization of that benefit.
(d) Promote the U.S. Army’s Holistic Health and Fitness (H2F) and the Department of Defense (DoD) Healthy Base Initiatives and support the achievement of the DoD healthy living objectives by adhering to Federal and DoD nutritional guidelines. Additionally, this concept will most positively impact the Army in several areas such as health and fitness, training readiness, recruitment, and retention among many others. This relationship and methodology will be modeled by current capabilities that exist on hundreds of institutions of higher learning and corporate businesses.
B.2 ELIGIBLE PATRONS
(a) The CSDVs will be open to the wider garrison community and includes military dependents, Soldiers for
Life, DA Civilians & Contractors.
(b) Eligible patrons will be comprised of two categories.
(1) Essential Station Messing (ESM) Soldiers – Essential Station Messing is messing declared by the installation, base, or station commander responsible for single Government quarters; that is essential to operate the appropriated fund dining facility efficiently and economically; or that is necessary for the health and safety of enlisted personnel permanently assigned to single quarters. Enlisted members permanently assigned to live in single Government quarters ashore and in grades E1 through E5 and who are entitled to a Basic Allowance for Subsistence may be assigned to Essential Station Messing.
(i) Soldiers on ESM will utilize the Army’s established meal entitlement verification system as a means for recording transactions to enable reimbursable payment to the CONTRACTOR for ESM meals sold by the CONTRACTOR. Verification of meal entitlement will be provided by Common Access Card (CAC) via the Army Food Management Information System (AFMIS) a “government owned system” (No Personal Identifiable Information (PII) shall be accessible to the CONTRACTOR). The CONTRACTOR’s point of sale system will have interoperability with the government’s AFMIS.
(ii) The CONTRACTOR will be reimbursed by the FUND for only AFMIS verified ESM meals provided by the CONTRACTOR to Soldiers at the Meal Discount Rate (MDR) established by the Office of the Under Secretary of Defense (OSD) plus an additional amount in the form of a Service Fee for each operating cost (calculation below). Breakfast, lunch and dinner reimbursement timeframes are listed in Section B.2(b)(iv).
Timeframes are listed in military time.
(iii) The reconciliation period, to include invoicing and reimbursement, will be managed no less than monthly in coordination with the COR.

(v) The following formula will be utilized to establish the full reimbursement amount to the CONTRACTOR by the NAFI for ESM Soldier meals:
The Discount Meal Rate represents the total food cost which equates to 35% of the total meal costs. The Operating Costs will equate to 65% of the total meal “costs”. Above percentages are non-negotiable.
For example, using the CY26 rates:
Breakfast: $3.35 (MDR) + $6.22 (Operating Cost) = $9.57 (with $9.57 being the reimbursement rate for a breakfast served to a validated ESM Soldier)
Lunch: $5.55 (MDR) + $10.31 (Operating Cost) = $15.86 (with $15.86 being the reimbursement rate for a lunch served to an ESM Soldier)
Dinner: $4.75 (MDR) + $8.82 (Operating Cost) = $13.57 (with $13.57 being the reimbursement rate for a dinner served to an ESM Soldier)
Daily Total: $13.65 (MDR) + $25.35 (Operating Cost) = $39.00 (with $39.00 being the reimbursement rate if an ESM Soldier was served all three meals by the CONTRACTOR.)
The three days authorized to include a Holiday Meal as noted above:
Breakfast: $3.35 (MDR) + $6.22 (Operating Cost) = $9.57 (with $9.57 being the reimbursement rate for a breakfast served to a validated ESM Soldier)
Lunch: $8.75 (MDR) + $16.25 (Operating Cost) = $25.00 (with $25.00 being the reimbursement rate for a lunch served to an ESM Soldier)
Dinner: $4.75 (MDR) + $8.82 (Operating Cost) = $13.57 (with $13.57 being the reimbursement rate for a dinner served to an ESM Soldier)
Daily Total (with Holiday Meal): $16.85 (MDR) + $31.29 (Operating Cost) = $48.14 (with
$48.14 being the reimbursement rate if an ESM Soldier was served all three meals by the CONTRACTOR.)
(vi) ESM meal composition examples (variety of fresh fruit and breads are offered at each meal and salad at lunch and dinner. Reference Section C.1(b)(19):
Breakfast: 1 x Entrée
2 x Sides 1 x Drink
Lunch: 1 x Entrée 3 x Sides (customizable) vegetables/starch/salad 1 x Dessert
1 x Drink
Dinner: 1 x Entrée 2 x Sides (customizable) vegetables/starch/salad 1 x Dessert
1 x Drink
Holiday Meal: Will be no less than those provided by the Army menu selection. Menus provided by the Army for these designated holidays are included as Section J.1 – Sample Holiday Menus for examples.

(vii) The CONTRACTOR will not include or consider an alcoholic beverage as part of the ESM meal composition. No alcohol can be included as part of the ESM sale.
(viii) If a verified ESM Soldier only eats one meal at the CSDV, the CONTRACTOR is only reimbursed for that meal served, not the daily total. The monies associated with the other two meals is retained by the Army. Similarly, if the ESM Soldier eats two meals at the CSDV, the Contractor is only reimbursed for the meals served, not the daily total. The monies associated with the other meal is retained by the Army.
(ix) Based off that Point of Sale (POS) input, and reconciled with AFMIS recorded transactions, the
CONTRACTOR will bill the Fund monthly the applicable authorized reimbursable amount for each ESM meal entitlement sold.
(x) If an ESM Soldier orders an item which is not an authorized component of a meal, the amount owed to the CONTRACTOR is the ESM Soldier’s responsibility as if they were a “cash” customer.
(2) “Cash” customers – All other patrons who are not verified ESM Soldiers. There is no reimbursement rate owed to the CONTRACTOR by the NAFI for this category of customer.
B.3 FEE SCHEDULE
(a) The term “gross revenue” is defined as all monies and other things of value received by, or paid to
