This is a Construction Guide for the Army Campus Style Dining Venue (CSDV) 2.0 initiative under IDIQ Number NAFBA1-26-R-0019, issued by the Department of the Army Installation Management Command (IMCOM) HQ DFMWR NAF Contracting Division at JBSA Fort Sam Houston, Texas.

The guide establishes comprehensive requirements across five construction phases. Phase I requires contractors to bear all design, labor, materials, and construction costs while providing concept renderings and restaurant brand concepts for the approved location. Phase II mandates design development with Limited and Full Notices to Proceed, including 21-day government review periods between design phases (15% conceptual, 35% schematic, 65% design development, and 100% issue for construction). All design documents must be prepared by licensed professionals with proper stamps and seals, submitted in both hardcopy and digital formats following specified naming conventions and CAD guidelines. Phase III addresses construction requirements including Quality Control/Quality Assurance plans with a designated QC Manager having minimum five years' experience, coordination conferences occurring weekly, and required insurance coverage including $1,000,000 General Liability and $500,000 Professional Liability. Contractors must provide construction personnel with specified minimum qualifications: Project Manager and Superintendent with five years' experience managing similar projects, Quality Control Manager, and Site Safety and Health Officer. Phase IV establishes pre-final and final inspection procedures with punch list corrections, while Phase V requires record (as-built) drawings and DD Form 1354 completion within 30 days of final acceptance. Environmental compliance is extensive, including Storm Water Pollution Prevention Plans, hazardous waste management, asbestos/lead-based paint abatement procedures, and designation of Environmental Compliance Officers with required 40-hour training. Additional requirements include AT/OPSEC training for all personnel, physical security compliance with access rosters, and Operations and Maintenance Manuals in PDF format. Construction timeline is 120 calendar days from Full Notice to Proceed, with liquidated damages applicable for delays.

(b) Construction Specifications Services

(i) Provide list of master specifications divisions for the project (CSI format) during each design phase. At Phase IV – Construction Documents, the CONTRACTOR shall submit complete and fully coordinated specifications in CSI format. The technical provisions shall be in sufficient detail so that, when used with the applicable construction drawings, construction can be completed without additional specifications except as necessary to deal with unforeseen conditions or to accomplish changes made during construction. The specifications may require furnishing additional information such as shop or working drawings, manufacturer's literature, and certificates of compliance, material samples, and guarantees necessary to assure that the work can be completed and conforms to the criteria in the contract and that supervision and inspection of the projects can be maintained.

(ii) Cutsheets, where applicable, shall be provided as designs are advanced for specific furniture, equipment, fixtures, and instruments for use in the project. Provide Manufacture makes and models as applicable.

(c) Wherever in the specifications or upon the drawings the words “directed,” “required,” “ordered,”

“designated,” “prescribed,” or words of like import are used, it shall be understood that the “direction,” “requirement,” “order,” “designation,” or “prescription,” of the Contracting Officer, is intended and similarly the words “approved,” “acceptable,” “satisfactory,” or words of like import shall mean “approved by,” or “accepted to,” or “satisfactory to” the Contracting Officer, unless otherwise expressly stated.

(d) Where “as shown,” “as indicated,” “as detailed,” or words of similar import are used, it shall be understood that the reference is made to the drawings accompanying this contract unless stated otherwise.

The word “provided” as used herein shall be understood to mean “provide complete in place,” that is, “furnished and installed.”

(e) Shop drawings means drawings, submitted to the Fund by the CONTRACTOR, subcontractor, any lower tier subcontractor pursuant to a build-out/renovation construction contract, showing in detail (1) the proposed fabrication and assembly of any structural elements and (2) the installation (i.e., form, fit, and attachment details) of materials of equipment. It includes drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the contractor to explain in detail specific portions of the work required by the contract. The Fund may duplicate, use and disclose in any manner and for any purpose shop drawings delivered under this contract.

(f) If this contract requires shop drawings, the CONTRACTOR shall coordinate all such drawings, and review them for accuracy, completeness, and compliance with contract requirements and shall indicate its approval thereon as evidence of such coordination and review. Shop drawings submitted to the Contracting Officer without evidence of the CONTRACTOR’s approval may be returned for resubmission.

The Contracting Officer will indicate an approval or disapproval of the shop drawings and if not approved as submitted shall indicate the Fund’s reasons, therefore. Any work done before such approval shall be at the CONTRACTOR’s risk. Approval by the Contracting Officer shall not relieve the CONTRACTOR from responsibility for any errors or omissions in such drawings, nor from responsibility for complying with the requirements of this contract, except with respect to variations described and approved in accordance with (f) below.

(g) If shop drawings show variations from the contract requirements, the CONTRACTOR shall describe such variations in writing, separate from the drawings, at the time of submission. If the Contracting Officer approves any such variation, the Contracting Officer shall issue an appropriate contract modification, except that, if the variation is minor or does not involve a change in price or in time of performance, a modification need not be issued.
