About this opportunity

The Department of the Army National Guard seeks design, procurement, installation, configuration, and testing of a fully integrated audiovisual system for Building 511 at Camp Douglas, Wisconsin, with proposals due August 12. The procurement is a 100% small business set-aside under NAICS 334310 (Audio and Video Equipment Manufacturing), with a size standard of 750 employees.

Place of performance is Building 511, Camp Douglas, Wisconsin. The system must support video teleconferencing, local presentations, room status indication, and centralized control. Technical requirements include two wall-mounted displays (76–85 inches), a single PTZ camera with auto-tracking capability, dual input stations supporting NIPR, SIPR, BYOD, and Angel Network connectivity via consolidated wall plates, ceiling microphones and speakers with acoustic echo cancellation, two Crestron touch panels for drag-and-drop input configuration with independent or mirrored display modes, and two room status indicator signs displaying red/green classification status. All equipment must be Trade Agreements Act–compliant and APL-approved, excluding covered telecommunications equipment from Huawei, ZTE, Hytera, Hikvision, Dahua, and affiliates. No existing equipment will be reused; the contractor shall provide a new equipment rack located in a room behind the displays with side-door access. System acceptance requires all equipment installed and operational, all sources displaying correctly, audio and video performance meeting industry standards, touch panels and signage functioning as programmed, and customer sign-off on the final commissioning report. No security clearances are required for installation access. Delivery and performance completion are required within 90 calendar days from award. Contractor employees requiring facility access must comply with security policies and complete AT Level I training within 30 calendar days of contract start. The solicitation was previously awarded to a small business under contract W5059H25PA025 in September 2025 and is now being re-competed as a 30-day full small business set-aside to maximize qualified vendor participation.
