About this file
This is a Questions and Answers document for federal contract W50S9H26QA030 regarding a Building 511 audiovisual (AV) system upgrade.
The project involves upgrading a briefing room with two wall-mounted monitors (76-85 inches), a single presenter-focused PTZ camera with auto-tracking capability, a new equipment rack, and a Crestron control system. The AV system must support multiple security classification levels: NIPR, SIPR, and BYOD (Bring Your Own Device) conferencing capabilities, with inputs provided via HDMI from a government-furnished computer. The room features a drop ceiling, drywall walls with cloth sound damping material, and varying ceiling heights (15 feet front, 10 feet back, approximately 12 feet middle). Input connectivity includes four separate, labeled wall plate locations (one each for NIPR, SIPR, BYOD, and Angel Network) at a single wall location. The Crestron touch panel will allow drag-and-drop configuration enabling either mirrored displays or independent display of different inputs. Additional requirements include a single room status indicator sign displaying Red/Green with text indicating Unclassified or Classified status. The equipment rack will be located in a room behind the monitors with side door access. All equipment must comply with Trade Agreements Act (TAA) requirements and Section 889 prohibitions, excluding covered vendors (Huawei, ZTE, Hytera, Hikvision, Dahua, and affiliates). The system will display video feeds, PowerPoints, web browsers, and Teams content. No projectors, confidence monitors, or existing equipment will be reused. No security clearance is required for installation access.

Q3. What is the room ceiling material? (i.e. drop tile ceiling, drywall ceiling)
A3. Drop Ceiling
Q4. What are the room walls material?
A4. Drywall with cloth sound damping material
Q5. Is there an existing hardware equipment rack that will be reused, or does a new rack need to be provided to house equipment?
A5. Rack will need to be provided
Q6. Will the AV/VTC system only support NIPR VTC and BYOD capabilities, or does the system need to support multiple classiications of VTC and/or BYOD conferencing?
a. If Multi-classiication, what levels?
A6a. NIPR/BYOD/SIPR Classiication levels need to be supported
b. If NIPR only, does standards based NIPR only VTC need to be supported, or only BYOD functionality?
A6b. Answer provided in sub section a of question 5.
Q7. Is the Angel network connection for content sharing also going to be located at the Administrator desk, or will it be in the conference room table or on a wall plate?
A7. Wall plates for designated inputs as mentioned in question 5’s answer.
Q8. Are the two input stations with dual displays, and angel network content input the only content sources int eh room or should additional ones be provided in the conference room table?
A8. This is not a conference room it’s a brieing room with seating facing the front two monitors, presenters should be able to selected which input they want where.
Q9. Is there any existing hardware that is expected to be retained and reintegrated into the new AV system? If yes, can a complete list of hardware to be reintegrated be provided?
A9. No existing equipment will be re-used as the Monitors are considered end of life.
Q10. Are clearances required to gain access to the site and complete the installation?
A10. No requirement on clearance for access into the DDS1 space.
Q11. The Q&A in question 9 mentions providing new monitors since the existing ones are end of life, but the SOW mentions nothing about them. What size monitors are preferred and should they be wall mounted, on loor stands, projection etc.?
A11. Monitor size preferred is 76-85 inches they will be wall mounted in place of the current displays.
Q12. Based on one of the diagrams, it appears there may be a rear projection solution currently in place, if that is the case, what size are the projection screens that are currently in place and should they be reused.
A12. No projectors will be used in this space; the only displays will be the monitors mounted on the front of the room.

Is only a single location for wall plate connections required for one each of the NIPR, SIPR, BYOD, and ANGEL Network required for a total of four inputs into the system, or do wall plates need to be provided at multiple locations around the room to support multiple NIPR, SIPR, BYOD, and ANGEL Network connections?
A19. Only a single wall location is needed for the aforementioned inputs. Each input should be separate and labeled for its purpose.
Q20. Please identify the speciic Approved Products List applicable to the switching and video-system components, including the approving authority, applicable product categories, and required method for demonstrating compliance.
A 20. We do not provide the list they are required to follow the guidance as stated below:
Trade Agreements Act (TAA) Compliance The TAA governs the origin of goods purchased under federal contracts. For electronic equipment, compliance means:
• The product must be manufactured in the United States or in a TAA-designated country (e.g., most EU members, Canada, Australia, Japan, South Korea, Singapore, Israel, Morocco, Bahrain) Ace Computers.
• If made outside the U.S., it must have undergone substantial transformation in a TAA-compliant country — meaning at least 50% of production occurred there, or the changes made were essential to the product’s purpose and function GSA Schedule Contract Services.
• Non-compliant countries (e.g., China, Russia, India, Malaysia, Thailand) are excluded Ace Computers.
• For IT hardware, TAA compliance is determined by where the product is substantially transformed, not just where it is assembled Ace Computers.
• Contractors must certify and display TAA compliance on GSA Advantage; procurement oficers can lag non-compliant items GSA.

A22. There are no limitations or restrictions on page numbers or formatting.
Quotes can be submitted with separate iles if they so chose however, vendors are encouraged to provide all necessary information for the government’s review and determination of acceptability.
Q23. For Input devices, dual displays are mentioned for the two input stations. Are there supposed to be two HDMI Inputs at each location supporting dual display, or the input station will have dual display, whereas only one of the displays can be shared to the main screen.
Example 1: Coniguration Input NIPR should be able to be dragged on the Crestron to Display 1 and Display 2, this would logically function as mirrored Displays
Example 2: Coniguration Input BYOD Will be on Display 1 and Input NIPR will be on Display 2, this would logically function as two independent Displays
A23. This should all be controlled from the Crestron touch panel with coniguration where we can drag and drop whichever input we want on Display 1 or Display 2.
Q24. What is the ceiling height?
A24. 15 ft in the front and 10ft in the back so in the middle its about 12ft.
Q25. PTZ camera with auto-tracking capability. Is the desired purpose of the single camera to capture the person "presenting" at the front of the room only?
A25. Presenter is the priority
Q26. What kind of content will be displayed on the screen? As we try and determine the proper screen size, much of that is dependent upon the type of content that will be displayed. For example, are we trying to read spreadsheets of data, or video clips, or PowerPoint style presentations?
A26. Video Feeds / PowerPoints / Web Browsers / Teams
Q27. What kind of room mode presets are you looking for?
A27. Default Preset will be both monitors on and the input will be conigured by the users controlling the space.
Q28. Will the two touch screens mirror each other, or will they operate independently of each other?
A28. Each screen will need to be a display on the Crestron system with the ability to put whichever input on said screen
Q29. Room Status message signs - is this a simple Red/Green indicating room is in use, or are you looking for a scheduling panel
A29. Simple Signs Red/Green with a writing indicating Room is in a Unclassiied Status or Classiied Status
