About this opportunity

The Library of Congress seeks to procure bespoke rechargeable battery packs for Digital Talking Book Machines used by National Library Service patrons, with proposals due October 27, 2026, at 5:00 PM Eastern. This is a full and open competition under FAR 13.5 authority.

The procurement is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a three-year ordering period (December 22, 2026 through December 21, 2029), a minimum order obligation of $25,000, and a maximum contract ceiling of $1,500,000. Place of performance includes the John Adams Building in Washington, D.C., Utah State Library, and Clovernook Center for the Blind in Cincinnati, Ohio. The NAICS code is 335910, Battery Manufacturing; PSC is 6140, Batteries, Rechargeable.

Contractors must manufacture six-cell Nickel-Metal Hydride (NiMH) battery packs rated at 7.2 volts, 2,000 mAh nominal capacity, complying with Specification 605:2026 Version 1.1 (October 2026). Packs must weigh no more than 200 grams, measure 88mm width by 54mm height by 15.5mm depth maximum, achieve 80% capacity retention after 500 charge-discharge cycles, and comply with UL 62133-1 standards demonstrated through vendor-issued certificate of compliance and supporting test results. Battery packs must pass vibration, pull, drop, and UL-specified short-circuit, overcharge, and forced-discharge tests per UL 62133-1 rather than UL 2054.

Contractors must develop all required tooling and production equipment; submit a Manufacturing and Production Plan (15-page limit) within 30 days of award; provide 20 first article samples within 90 days; and deliver initial mass production within 120 days. All deliverables include verification test plans, quality assurance procedures, and factory acceptance tests. A 24-month warranty is required on all battery packs, with warranty shipping costs assumed by the contractor.

Proposals must include four volumes: Manufacturing and Production Plan, Past Performance (up to three references), firm-fixed pricing with all-inclusive costs, and optional sample products. The contractor must be registered in the System for Award Management by award. Evaluation weighs manufacturing capability, past performance, price reasonableness, and optional sample quality. The Buy American Act applies with a 20% pricing evaluation factor for foreign end products. An Economic Price Adjustment clause allows annual unit price adjustments limited to 10%, based on the Producer Price Index for Battery Manufacturing, applied only to material costs. Offerors must acknowledge receipt of all four amendments (issued September 29, October 13, and October 19, 2026) prior to the proposal deadline.
