About this file

This is a Questions and Answers document (Amendment 4) for solicitation 030ADV26R0055, issued by the Library of Congress on October 19, 2026, addressing clarifications on testing requirements for Nickel Metal Hydride (NiMH) battery packs designed for Digital Talking Book Machines (DTBMs). The document addresses supplier concerns regarding the applicable UL testing standards, specifically clarifying that UL 62133-1 applies to nickel systems rather than UL 62133-2, which governs lithium systems. The government confirmed that testing requirements are specified at the battery pack level rather than single-cell level and committed to issuing further clarification if any inconsistencies between the referenced clauses and the intended standard are identified.

The underlying solicitation is a full and open competition under FAR 13.5 for bespoke batteries to fit within DTBMs used by National Library Service patrons. The original proposal deadline of October 19, 2026, at 5:00 PM Eastern was extended to October 27, 2026. Questions from potential offerors were due by October 7, 2026. The solicitation has been amended four times, with Amendments 2 through 4 providing answers to submitted questions and revising specifications, pricing sheets, and past performance questionnaires. Amendment 2 also removed the battery schematic, replaced battery specifications, and added an economic price adjustment clause.

Solicitation 030ADV26R0055 Digital Talking Book Machine Batteries Questions and Answers 4

Question 59: Our supplier has reviewed the referenced test list and raised concerns that the cited clauses may correspond to UL 62133-2, which applies to lithium systems, rather than UL 62133-1, which addresses nickel systems. Is this correct? Is UL 62133-1 the intended standard, and are the cited clauses correct for the specified battery chemistry?

Answer 59: Please indicate the cited clauses that you are referring to. This procurement is for Nickel Metal Hydride (NiMH) battery packs so we are only concerned with nickel systems.

Question 60: Is the requirement for a single-cell test or a battery-pack-level test?

Answer 60: Pack-level

Question 61: If the referenced clauses or testing levels are inconsistent with the intended standard, will the Government issue clarification on the applicable requirements?

Answer 61: Yes.
