About this file

This is a Questions and Answers document providing clarification on certification requirements for battery packs in the Digital Talking Book Machines (DTBM) solicitation 030ADV26R0055. The National Library Service (NLS) clarified that formal product-level Underwriters Laboratories (UL) certification is not required for the completed battery pack because the battery pack is not a standalone product but rather an integrated component of the DTBM system intended solely for use with that device. Instead, NLS will accept compliance with UL 62133-1 standards demonstrated through a vendor-issued certificate of compliance supported by test results showing compliance with the three specified UL 62133-1 tests outlined in section J1 3.7 of the solicitation. This answer supersedes all other answers related to certifications in the solicitation materials.

Solicitation 030ADV26R0055 Digital Talking Book Machine Batteries Questions and Answers 3

Question 58: Does NLS require formal product-level UL certification of the completed battery pack, or will a contractor-issued certificate of compliance supported by test results demonstrating compliance with the three UL 62133-1 tests specified in J1 §3.7 satisfy the requirement?

Answer 58: The Library does not want product level certification because the battery pack is not a standalone product. It is part of the DTBM and only intended for use with the DTBM. We want compliance with UL this can be done with the vendor certificate.
