Key deliverables include verification test plans, quality assurance procedures, and factory acceptance tests. The contractor must provide a 24-month warranty on all battery packs and assumes responsibility for all warranty-related shipping. Offerors must submit four volumes: Manufacturing and Production Plan (15-page limit), Past Performance (up to three references), firm-fixed pricing using the provided attachment, and optional sample products. Evaluation will be based on manufacturing capability, past performance, price reasonableness, and optional sample product quality. The contractor must be registered in the System for Award Management (SAM) by contract award and invoices must be submitted electronically to nlsadmin@loc.gov with the Contracting Officer's Representative copied. Delivery locations include the John Adams Building in Washington, D.C., Utah State Library, and Clovernook Center for the Blind in Cincinnati, Ohio.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SOW: DTBM Batteries - 1st Generation

SECTION C: Statement of Work

C.1. Background

The National Library Service for the Blind and Print Disabled (NLS/BPD) is a part of the Library of Congress.

Specifically, NLS administers a free public library service to eligible residents of the United States and U.S.

citizens living abroad who cannot hold, handle, or read standard print media because of visual or physical disability. In support of this service NLS/BPD maintains a supply of digital talking book machines (DTBM) that are distributed to patrons for reading of NLS audio material.

There are two models of DTBM, the Standard Model (DS1) and the Advanced Model (DA1). The DTBM is a 6.2 x 8.8 x 1.7 inch consumer electronic device weighing 2.52 pounds and is typically stored in a 12 x 9.1 x 3.8 inch box. The batteries produced under this contract are already designed to fit both models of the DTBMs.

C.2. Scope

The contractor shall manufacture, assemble and deliver the DTBM Battery Pack for the 1st generation DTBMs in accordance with NLS specifications. The contractor shall develop all required tooling, production equipment and procedures required to manufacture, assemble and deliver the DTBM Battery pack for the DTBM in accordance with NLS specifications. See Attachments J1 and J2.

C.3. Requirements

C.3.1 Non-Recurring Engineering

C.3.1.1. Technical Data Package Maintenance

The COR will supply the technical data package that defines the complete design of the battery pack. The technical data package contains Mechanical CAD drawings and files, and Bill of Materials. See Attachment J1. Should it be necessary to change or modify the design of the battery pack to fulfill the requirements of this SOW then the contractor shall be responsible for following the agreed upon Engineering Change Control process and for updating/revising CAD drawings and files to reflect approved changes. Any changes to the design prior to or after full production must be proposed as an Engineering Change Request (ECR) and approved by the

COR.

The ECR must provide a detailed description of the proposed change and an analysis of the impact of the change. The ECR must also indicate testing to be performed to validate the change. If changes would result in a different price, a negotiation with a Contracting Officer shall be required. Depending on the severity of the change, and at the discretion of the CO, validation may require inspection of prototype samples by the COR. All costs of producing and shipping such additional samples shall be borne by the contractor.

C.3.1.2. Production Tooling and Test Equipment

The contractor shall produce or acquire any tooling required to manufacture the DTBM Battery pack defined in the technical data package as well as any equipment needed to assemble and test the components.

C.3.1.3. Verification Test Plan and Procedures

The contractor shall provide a verification test plan and procedures that describe how the DTBM Battery pack will be verified for compliance with NLS specifications.

C.3.2. Manufacturing and Production Plan

As part of the solicitation process, the Contractor shall propose a Manufacturing and Production Plan for the DTBM Battery Pack in draft format. See Attachment J2 for the schematics of the batteries. Upon a successful contract award, the Contractor shall work directly with the COR to finalize the plan to meet these schematics, which will then be incorporated into the contract. At a minimum the plan shall include a project schedule, tasks, and milestones for fulfilling the requirements of this contract. The plan shall include detailed information on the production facility, equipment/tools used for assembly, quality assurance procedures, and factory acceptance test. NLS shall have the final approval over the fully accepted and finalized plan. The contractor shall not enter full production without approval by NLS.

C.3.3. First Articles Samples

After passing factory acceptance tests, the contractor shall submit 20 first production articles of the completed DTBM Battery Pack. These samples shall be produced from the same production tooling and equipment to be used for mass production. NLS will inspect the units for compliance with the specifications and the requirements of this contract. Any defects or failure to meet requirements will be reported back to the contractor. The contractor will be given reasonable time to correct or repair any defects and resubmit for approval. All costs of producing and shipping any such additional units shall be borne by the contractor.

C.3.4. Mass Production

Upon written approval and acceptance by NLS of the first articles samples, the contractor shall produce and deliver the first production lot to NLS. Individual delivery orders will be issued for any additional production lots. Any changes to the design of the DTBM Battery pack will be initiated via engineering change control. All mass production lots will be subject to the inspection and acceptance by NLS Quality Assurance.

C.3.5. Post Award Conference Within 7 days after the award of this contract, a post award conference (kickoff meeting) will occur between the Contractor and the Library of Congress. At this meeting, a discussion of the expectations, deliverables, procedures, and any and all other aspects related to this contract shall be discussed.

C.3.6. Status Meetings / Reports

The Contractor shall be required to meet via teleconference with the Contracting Officer or Contracting Officer's Representative (COR) once a week during the first month of this contract.

Meetings will be as often as necessary thereafter as determined by the Contracting Officer or COR.

However, upon request, the Contractor shall make themselves available within 48 hours for a meeting with the Library of Congress for a status meeting. The Library also reserves the right to inspect the contractor’s or manufacturer's facility within 48 hours of notice. Status Reports presented at these meetings may be required at the discretion of the COR. The contents of the Status Reports shall be agreed on by both parties if ever requested.
