About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Library of Congress Contracts and Grants Directorate for solicitation 030ADV26R0055, effective September 29, 2026.
The amendment serves six purposes: answering questions from potential offerors, amending the Past Performance Questionnaire, amending the Pricing Sheet, removing the battery schematic, replacing battery specifications, and adding an Economic Price Adjustment clause. The base period of performance runs from December 22, 2026, through December 21, 2029 (three years). The pricing arrangement is Fixed Price with Economic Price Adjustment, with one item numbered 00-0001 for a 3-Year Ordering Period at a quantity of 0.00 each. The Economic Price Adjustment clause allows unit prices to adjust once annually on the contract anniversary, limited to a maximum 10% adjustment applied solely to material prices. Adjustments are based on the Producer Price Index (PPI) for Battery Manufacturing-Storage batteries (product code PCU3359103359101) from the Bureau of Labor Statistics. Labor and overhead costs are pre-priced and do not adjust. The contractor must submit annual certifications breaking out unit prices by labor category, labor rate, overhead, and material prices. Price adjustments become effective only upon execution of a contract modification and do not apply to delivery orders issued before the effective date. The adjustment clause explicitly excludes tariff impacts.

Economic Price Adjustment Clause
(a) “Producer Price Index” (PPI), as used in this clause, means the originally released index, not seasonally adjusted, published by the Bureau of Labor Statistics, U.S. Department of Labor (Labor) for product code PCU3359103359101 (PPI industry data for Battery mfg-Storage batteries)
(b) During the term of the contract, the unit prices may be adjusted once during each 12-month period, upward or downward, upon the anniversary of the contract’s term. However, a maximum of 10% per adjustment shall apply solely to materials prices. Any price increases shall be determined through the Bureau of Labor Statistics Series Report for PCU3359103359101 which can be generated here: https://data.bls.gov/cgi-bin/srgate. Any price adjustment for the product code shall be based upon the percentage change in the PPI released covering a period of the time of the contract’s last 12 months of performance. For example, in Ordering Year 1, the PPI change would be calculated by the 12 months that covered the change that occurred during the Base Period.
(c) Upon each anniversary of the contract, the Contractor shall submit an annual certification of revised per- unit prices that break out each item’s unit price by labor category, labor rate, overhead, and material prices. Labor prices and overheads shall not be valid for adjustment. Only material prices are valid for adjustment. In this way, the unit prices shall increase, but the labor and overhead shall not (these values shall be pre-priced for all ordering periods as part of the solicitation process), but the portion of the material price that makes up the unit prices is available to be increased based upon the PPI percentage chain, up to a maximum of 10% per adjustment. In addition, the Library may unilaterally decrease the unit-price if there is a reduction.
This reduction is also capped at 10% per year.
(d) As an entirely fictional example, if an item’s unit price is $6 (consisting of $2 in labor, $2 in overhead, and $2 in materials), the total maximum increase of the unit’s price would be up to $2.20 for a new unit price total of $6.20 (consisting of $2 in labor, $2 in overhead, and $2.20 in materials [a 10% increase in materials price]). This assumes the PPI increased by 10% or more (with 10% being the cap).
(e) If the PPI is not available for the month of the base index or the updated index, the month with the most recently published PPI prior to the month determining the base index or updated index shall be used.
(f) If a product code is discontinued, the Government and the Contractor will mutually agree to substitute a similar product code. If Labor designates an index with a new title and/or code number as continuous with the product code specified above, the new index shall be used.
(g) Price adjustments shall be effective upon execution of a contract modification by the Government and shall not apply to delivery orders issued before the effective date.
(h) This economic price adjustment does not impact tariffs and cannot be used to cover tariff price changes.
