About this opportunity

The Library of Congress seeks to procure Digital Talking Book Machine (DTBM) DA2 units, spare parts, software development, and support services through an Indefinite Delivery, Indefinite Quantity (IDIQ) contract competition, with proposals due October 5, 2026. The procurement is structured as two separate performance areas: Performance Area 1 is open competition for new DA2 production, parts, and support; Performance Area 2 is sole-source to the incumbent HumanWare vendor for support of approximately 63,000 existing HumanWare DA2 units.

Place of performance is Washington, DC. This is a commercial items procurement under FAR Part 12 with FAR Part 15 procedures. Performance Area 1 requires submission of physical sample devices (mandatory by October 5 postmark), production and manufacturing plans, technical expertise documentation, and past performance questionnaires from three to five customer references. Deliverables include DA2 units meeting detailed technical specifications (32 GB minimum storage, Wi-Fi 802.11ac, Bluetooth 4.2 or later, 60mW headphone amplifier output, 82 dB minimum speaker output, 15-hour minimum battery life, under 2 pounds weight, maximum 18.5 inches sum of dimensions), spare parts with 60-day delivery timelines, warranty repairs within two weeks of receipt, and software development using Agile methodology with 170-hour two-week sprints. All units must deliver within 40 weeks of task order issuance with 24-month minimum warranty. The contract runs March 1, 2027 through February 28, 2034 (seven years). Performance Area 1 carries a minimum of $60,000 and maximum of $60,000,000; Performance Area 2 (HumanWare sole-source) carries a minimum of $5,000 and maximum of $5,000,000. Unit pricing uses three tiered volume brackets (1–5,000; 5,001–10,000; 10,001+ units) with annual price adjustments up to 10 percent in Ordering Years II, IV, and VI based on Producer Price Index commodity data. Evaluation emphasizes non-price factors (sample device quality, production plan credibility, technical expertise, program management, past performance risk) more heavily than price using best-value trade-off methodology. Amendment 0002 (September 21) revised the Past Performance Questionnaire. Questions were due September 14, 2026. NAICS 334310 (Audio and Video Equipment Manufacturing); PSC 5835 (Sound Recording and Reproducing Equipment).
