About this opportunity
The 375th Contracting Squadron at Scott Air Force Base, Illinois, seeks comprehensive facility management, operations, and maintenance services for Building 1990, with proposals due September 22, 2026, at 10:00 AM CST. The procurement is a 100% Small Business Set-Aside under NAICS code 561210 (Facilities Support Services), foreclosing competition outside that pool.
Place of performance is Scott Air Force Base, Illinois. The facility is a two-story, 74,064 square-foot modular building constructed in 2007, requiring preventative maintenance, routine repairs, emergency response, and demand maintenance across mechanical, electrical, plumbing, HVAC, roofing, and fire suppression systems. The contractor must furnish all personnel, equipment, tools, materials, and vehicles; provide 24/7 staffing with a designated Contract Manager; respond to Priority 1 emergencies within one hour and Priority 2 requests within three business days; maintain HVAC temperatures at 68–72 degrees Fahrenheit during building operating hours; and comply with Service Contract Act wage determinations. Personnel must hold active Law Enforcement Agency Data System (LEADS) background clearance and Defense Biometric Identification System (DBIDS) credentials; journeymen, certified, or licensed status is required for respective trades in Illinois.
The contract is structured as a hybrid Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) Requirements Contract comprising a 12-month base period, four optional 12-month renewal periods, and a 6-month option to extend services, extending through March 31, 2032. The FFP component covers operations and routine maintenance billed monthly; the T&M component covers Priority 1 emergency response (initial $25,000 task order allocation), demand maintenance exceeding $2,500 via separate delivery orders, and labor categories including Contract Manager, Carpenter, Electrician, General Maintenance, HVAC Mechanic, Maintenance Trade Helper, Painter, and Plumber, with separate regular and overtime rates. Award is contingent upon fiscal year 2027 fund availability and anticipated on or before October 1, 2026.
Evaluation uses a phased best-value tradeoff where Technical Approach is evaluated Acceptable/Unacceptable on a pass/fail basis; only technically acceptable proposals advance to Phase 2, where Past Performance is weighted significantly more important than Price. Offerors must submit five volumes: Administrative/Cover Letter, Technical Proposal (ten pages maximum), Past Performance Information (three recent relevant references demonstrating similar-scope facility management), Pricing, and Solicitation Provisions/Contract Clauses. Active SAM.gov registration, 50% self-performance of personnel costs, and submission of detailed work orders, equipment logs, and monthly invoices are required. An optional site visit was scheduled for September 1, 2026.
Amendments 0001, 0002, and 0003 extended the question deadline to September 14, 2026, incorporated vendor RFI responses, as-built drawings, Building 1990 equipment lists, revised Performance Work Statements, and updated Service Contract Act wage determinations (Revision 34), with the proposal deadline most recently extended to September 22, 2026.
