About this file
This is an Amendment 03 to a Request for Quotation (RFQ) for facility maintenance services at Scott Air Force Base. The amendment, issued by the 375th Contracting Squadron on September 15, 2026, synchronizes the RFQ FA440726QTW14 with the Performance Work Statement, pricing sheet, and vendor Q&A responses to resolve discrepancies identified following Amendment 0002 and subsequent vendor inquiries. The primary changes include removal of duplicate pricing tables from the RFQ narrative, incorporation of four option years (Years 1-4) into the formal pricing sheet, clarification of labor billing rules distinguishing between Firm-Fixed-Price (FFP) base operations and Time-and-Materials (T&M) emergency work, and correction of the parts reimbursement policy. Specifically, the amendment designates the Contract Manager as a salaried exempt position whose costs are covered under the FFP base operations and prohibits direct T&M billing for this position; establishes that the standard burdened rate applies to all T&M work during core building hours (Monday-Friday, 0700-1630) and overtime rates are restricted to after-hours, weekend, and holiday emergencies for non-exempt trades; and clarifies that routine maintenance parts are non-reimbursable and built into FFP pricing, while only T&M parts are reimbursed at actual cost with zero markup.
The amendment also removes equipment maintenance requirements for non-existent building systems (kitchen equipment and emergency generators) from the Performance Work Statement to match actual site conditions and establishes a $2,500 minor repair threshold for demand work. The proposal due date has been extended to September 22, 2026 at 10:00 AM to allow offerors time to adjust their pricing sheets for the option years and updated labor categories, with anticipated award on or after October 1, 2026. All quotations must remain valid through at least October 15, 2026. Inquiries should be directed to Contracting Officer Nicholas D. Weiss at nicholas.weiss.5@us.af.mil or Contract Specialist Tymera Washington at tymera.washington@us.af.mil. This is a 100% Small Business Set-Aside (NAICS 561210) for comprehensive facility management services comprising a 12-month base period, four 12-month option periods, and a 6-month option to extend services, to be awarded on a best-value basis with Past Performance considered significantly more important than Price.

MEMORANDUM FOR RECORD
FROM: 375 CONS/PKB1
201 E WINTERS ST BLDG 50
SCOTT AFB IL 62225-5015
Subject: Amendment 03 to B1990 Facility Maintenance RFQ @ Scott AFB, IL
1. The purpose of Amendment 0003 is for Request for Quotation (RFQ) FA440726QTW14 to be synchronized alongside the Performance Work Statement (PWS), RFQ Instructions, Attachment 2 (Pricing Sheet), and Attachment 6 (Vendor Q&A/RFI Responses). This amendment incorporates four (4) option years into the formal pricing sheet, resolves structural contradictions regarding parts reimbursement and labor categories, removes duplicate pricing tables from the RFQ body, and establishes unambiguous rules for Time-and-Materials (T&M) labor billing.
2. Background and Rationale for Amendment
a. Following the release of Amendment 0002 and subsequent vendor inquiries (RFIs), a holistic review of the solicitation package identified discrepancies between the conformed PWS, RFQ instructions, and the Attachment 2 pricing sheet. Specifically:
i. The RFQ contained embedded pricing tables that conflicted with the dedicated pricing spreadsheet (Attachment 2).
ii. Attachment 2 lacked structured pricing schedules for Option Years 1 through 4 and erroneously requested an overtime labor rate for an exempt management position (Contract Manager).
iii. PWS Sections C.4.1 and C.5.2 contained outdated requirements for non-existent equipment (generators, kitchen hoods) and contradictory language regarding reimbursement of routine maintenance parts.
iv. Published RFI responses required harmonization with the contract pricing structure to mitigate risk of ambiguous proposals, evaluation errors, or post-award claims.
3. Summary of Solicitation Changes
a. RFQ Document
i. Removal of Duplicate Pricing Tables
1. Deleted embedded tables in the RFQ narrative (Part 1: Firm-Fixed Price Schedule and Part 2: T&M Fully Burdened Labor Rate Schedule). Inserted explicit language directing offerors that Attachment 2 – Pricing Sheet is the sole and exclusive document for pricing submission.
ii. Pricing and Billing Rules (Volume 4 / Addendum to FAR 52.212-1):
1. Contract Manager Exemption: Explicitly designated the Contract Manager as a salaried, exempt management position whose compensation and administrative oversight duties are fully covered under the Firm-Fixed-Price (FFP) basic operations CLIN series (0001–4001). Prohibited all direct hourly T&M billing (standard or overtime) for this position.
2. Standard vs. Overtime Labor Application: Established that the "Total Burdened Rate" applies to all T&M work during core building hours (Monday–Friday, 0700–1630), including daytime Priority 1 emergencies. Restricted the "Overtime Rate" strictly to after-hours, weekend, and holiday emergency callbacks for non-exempt hands-on trades.
3. Parts Reimbursement: Clarified that parts for routine maintenance are not reimbursable and must be built into the FFP CLINs; only parts for T&M work (CLIN 0003) are reimbursed at actual cost with zero markup.
iii. Total Evaluated Price (TEP) Formula (Addendum to FAR 52.212-2)
1. Conformed the price evaluation criteria to sum the FFP CLINs across all five years (Base + Options 1–4), the evaluated T&M labor (rates multiplied by Government estimated standard and overtime hours), the reimbursable parts plug, and the FAR 52.217-8 Extension of Services calculation.
b. Attachment 1 – Performance Work Statement
i. Section C 4.1 (Supplies, Parts, and Material): Revised language to explicitly state that routine maintenance parts and consumables are non-reimbursable and covered under the FFP base price, while T&M materials are reimbursed at actual cost under CLIN 0003.
ii. Equipment Deletions: Removed non-existent building systems to match physical site conditions and RFI responses:
1. Removed kitchen equipment preventative maintenance from Section C.5.2.1 and deleted Section C.5.2.9 (Kitchen Hood Cleaning).
2. Deleted emergency generator and switchgear inspection/testing requirements from Section C.5.2.7.
iii. Real Property Boundary: Clarified that any demand work altering, modifying, or improving real property constitutes construction under FAR Part 36 (Davis-Bacon Act) and falls outside the scope of this service contract.
c. Attachment 2- Pricing Sheet
i. Option Years 1–4 Built Out: Expanded the pricing structure to include full pricing schedules for four 12-month Option Periods, including FFP monthly rates, T&M emergency plugs, reimbursable parts plugs, and demand labor schedules.
ii. Labor Schedule Correction: Removed the Contract Manager line item from the T&M labor rate schedule. Retained non-exempt trades (HVAC Technician, Electrician, Plumber, Maintenance Mechanic) with distinct columns for Standard Fully Burdened Rates and Overtime Rates.
d. Attachment 6 – Vendor Q&A (RFI Log)
i. Harmonized Critical Responses: Conformed answers to RFIs #5, #6, #12, #17, #74, and #140 to align with the FFP vs. T&M distinctions, ODC treatments, and the $2,500 minor repair threshold.
ii. Past Performance & PPQs: Clarified that completed Past Performance Questionnaires (PPQs) are gathered directly by the Government and do not count against the offeror’s 10-page Past Performance narrative limit (Attachment 3).
4. Impact on Competition & Solicitation Timeline
a. The changes incorporated under Amendment 0003 provide necessary clarification, reduce pricing risk for industry, and enhance price competition by removing ambiguous requirements.
i. Proposal Due Date has been extended to 22 September 2026 @ 10:00 to provide offerors sufficient time to adjust their pricing sheets to account for the option years and updated labor categories.
ii. Note – we are anticipating this may be awarded a bit after 01 October 2026 to allow us enough time to evaluate. For that reason, the RFQ specifies that quotes submitted must be valid through at least 15 October 2026. Please make note of this.
Any questions or comments related to this change please contract the Contracting Officer @ nicholas.weiss.5@us.af.mil or the Contract Specialist @ tymera.washington@us.af.mil.
