About this opportunity
The Department of State Office of Acquisition Management is seeking a qualified contractor to provide audit and accreditation services for Mexican correctional facilities in accordance with American Correctional Association (ACA) International Core Standards. The primary objective is to enhance prison conditions, reduce organized crime activity within facilities, and establish compliance with international standards through comprehensive audits and accreditation processes. Key contract requirements include conducting up to 40 facility audits annually, performing three technical assistance visits per year, conducting two panel hearings annually, and delivering all reports and documentation in both Spanish and English within strict timeframes. Auditors must possess a minimum of five years of correctional experience, three years of ACA accreditation process experience, Spanish fluency at Level 4 with English Level 1, and knowledge of the Mexican correctional system. Evaluation criteria prioritize technical merit and past performance over price, with specific consideration of quality and technical compliance, relevant corporate experience, management and personnel qualifications, and demonstrated past performance on similar projects. The quotation deadline is March 27, 2026, at 5:00 p.m. CST, with questions due by March 9, 2026.
This is an unrestricted procurement with no small business set-aside designation. The contract is structured as firm fixed price with a one-year base period (June 1, 2026 through May 31, 2027) plus three optional one-year renewal periods, with completion of all work required within 12 months from contract award. Performance will occur at state and federal prisons throughout Mexico for audits and technical assistance visits, while panel hearings will be conducted at U.S. conference centers or held virtually. The contractor must provide all labor, materials, transportation, travel, and accommodation costs as fully-loaded fixed prices, with separate firm fixed price reimbursement for Value Added Tax and Defense Base Act insurance. The solicitation includes requirements for Performance Monitoring Visits within 18-24 months following accreditation and establishes strict performance standards allowing no more than one complaint per month, with potential contract re-tendering after three late deliveries. Three amendments have been issued to clarify auditor qualifications, Performance Monitoring Visit pricing structures, and the corrected price matrix for quotations.

Update #4 · Latest ·
The purpose of this Amendment 0003 is to:
1) Add new CLINs (X010) to permit separate pricing for the Performance Monitoring Visits (PMVs). These CLINs correspond with contract year but have longer periods of performance for completion of deliverables 18-24 months following accreditation.
2) Provide an updated Attachment 1 SOW
3) Provide an updated Attachment 2 Price Matrix
4) Post an updated Q&A document.
5) Extend the time and date for receipt of quotations by one additional day. Section L has been updated accordingly.
The purpose of this amendment A0002 is to:
1) Provide a corrected Attachment 2 Price Matrix. Quoting firms should utilize this corrected version in their quotations.
2) Clarify that Past Performance Information forms are not included in the 15 page limitation for technical quotes. Section L.1 has been updated accordingly.
3) Extend the RFQ date and time for submission of quotations to 03/26/2026 5pm CST.
The purpose of this amendment A0001 is to:
1) Provide the Q&A accompanying the solicitation
2) Update clause 52.212-2 to include evaluation factors which were inadvertently replaced when the deviated provision was included.
3) Update Section L to add instructions for submission of resumes with proposals
4) Update SOW Attachment 1 to make changes corresponding to the Q&A including:
a) Requirements for COR approval of new auditors post award, and;
b) Note that Audits (Task 001) should include the Performance Monitoring Visit (PMV) in alignment with ACA standards.
Organized criminal groups frequently oversee illicit activities from within Mexico’s penitentiary system, often affecting the public through the trafficking of drugs, weapons, and illicit goods, as well as extortion calls to U.S. citizens. Accreditation of prisons helps establish and improve procedures and processes by requiring the implementation of strict controls over the security of correctional facilities. This helps the Government of Mexico (GOM) establish more control within the prisons and curb activity by organized crime.
One of the Mexican Penitentiary System’s challenges is to ensure that there is significant control of correctional environments that are free from corruption, providing a safe and secure environment. To fulfill this mission, Mexico needs to correct physical conditions, develop personnel who can do their jobs effectively, apply and standardize appropriate procedures, implement treatment programs, evaluate progress, and generate feedback mechanisms for prison operations.
The overall objective of this effort is to enhance prison conditions by achieving compliance with the International Core Standards developed by American Correctional Association (ACA) through the audit and accredidation process performed by a qualified contractor.
