About this file

This is a Questions and Answers document for Solicitation 19AQMM26Q0109, a Prison Audit & Accreditation contract for INL Mexico. The document addresses three primary inquiries from potential offerors regarding solicitation requirements and clarifications.

The first question pertains to evaluation factors in Section M (52.212-2) that appeared incomplete or inconsistent with Section L, which was corrected in Amendment 0001. The second question addresses Volume II Technical Proposal requirements, clarifying that offerors must provide resumes for all proposed visiting committee auditors. These resumes must demonstrate compliance with qualifications and experience requirements outlined in Section 5 of the Statement of Work, be limited to one page each with five total resumes provided, and do not count against page limitations. The third question concerns the American Correctional Association (ACA) Certification requirement for a "Performance Monitoring Visit" (PMV) conducted between the 18th and 24th month following an audit to ensure facilities maintain accreditation. The government clarified that offerors must include the PMV as a task within the pricing for Audit Line Item X001 (Facility Audits and Accreditation) rather than submitting it as a separate line item. These clarifications ensure consistent proposal submissions and accurate pricing for audit and accreditation services.
