About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for audit and accreditation services of Mexican correctional facilities. The solicitation number is 19AQMM26Q0109, issued by the Department of State's Bureau of Global Acquisitions (GA) in Arlington, Virginia, with administration through the Mexico City office. The amendment, effective March 2, 2026, serves to provide accompanying Questions and Answers, update evaluation factors in clause 52.212-2, add resume submission instructions to Section L, and modify the Statement of Work (SOW) to include requirements for Contracting Officer Representative (COR) approval of new auditors post-award and clarification that audits should include Performance Monitoring Visits aligned with American Correctional Association (ACA) standards.

The contract covers facility audits and accreditation of federal and state correctional facilities in Mexico according to ACA standards, including all travel and lodging costs. The base year performance period runs June 1, 2026 through May 31, 2027, with three optional one-year extensions. Contract line items (CLINs) include up to 40 facility audits, 3 technical assistance visits, 2 audit reports with recommendations, 2 panel hearings, quarterly performance reports, monitoring and evaluation reports, plus separate pricing for Value Added Tax (VAT) and Defense Base Act (DBA) insurance. All pricing is on a firm fixed price basis, with unit prices currently listed as $0.00 pending final quotations. Quotations must be submitted electronically as PDF files to Contracting Officer Eric Modrak (ModrakER@state.gov) by March 23, 2026 at 5:00 p.m. CST. The evaluation will consider quality and technical compliance, relevant corporate experience, management and personnel qualifications, and past performance, with technical merit weighted more heavily than price.
