About this opportunity

Army Contracting Command–Detroit Arsenal issued a Commercial Solutions Opening Special Notice on January 8, 2026, through January 8, 2029, seeking innovative commercial technologies, products, and services to modernize the Army's Organic Industrial Base and enhance ground vehicle systems capabilities under DFARS Subpart 212-70 authority (Solicitation W912CH-26-S-0001). No set-aside applies; the vehicle is open to all eligible contractors, including nontraditional defense contractors and small businesses.

The CSO enables streamlined, multi-phased competitive procurement with rapid award decisions through 2028. Awards will be structured as fixed-price contracts—including fixed-price incentive fee arrangements—under FAR Part 12 Commercial Procedures, 10 U.S.C. 4022 transaction agreements, or 31 U.S.C. 6305 cooperative agreements. Solutions may address commercially available technologies immediately available, technologies supported by commercial or strategic investment, concept demonstrations, pilots, and agile development activities that incrementally improve existing capabilities.

The solicitation encompasses 20 open or recently closed Areas of Interest spanning counter-UAS systems (including low-collateral kinetic interceptors and detection sensors with priority deadline November 9, 2026), Infantry Squad Vehicle maintenance and parts support, optical threat detection, metrology-grade signal generators (300 units deliverable by 2031), Active Protection System component repair, additive manufacturing (laser powder bed fusion and arc wire direct energy deposition), bridging equipment logistics, digital infrastructure and cybersecurity, light tactical trailers (720 to 1,500 units), ground threat detection via unmanned aerial systems, legacy aiming circle modernization, enhanced visual situational awareness kits, the Future Advanced Long-Range Common Optical/Netted-Fires Sensor (FALCONS) prototype with $24 million–$30 million ceiling (white papers due November 5, 2026), Mobile Camouflage System for armor formations (kits due January 29, 2027), and domestically produced hand and measuring tools subject to Berry Amendment compliance (white papers due November 2, 2026). Individual AoI suspension dates range from April through November 2026.

Phase 1 requires unclassified solution briefs not exceeding five pages or 15 slides, addressing company information, executive summary, technology concept, and rough order of magnitude pricing; the Government provides no reimbursement for submission costs. Phase 2 invitations involve presentations and potential demonstrations demonstrating technical and business viability. Phase 3 requests formal Commercial Solution Proposals in separate technical and price volumes, valid for 180 days minimum. Evaluation emphasizes responsiveness to requirements, technical merit and innovation, affordability, schedule feasibility, company viability, and intellectual property considerations. The Government reserves the right to invite all, some, or none of submitted solutions into subsequent phases and may cancel requests for proposals at any time prior to award.

Prospective contractors must obtain a Unique Entity ID and register in SAM.gov prior to award; all submissions must remain unclassified. The CSO may extend beyond 2028 by amendment if authority is extended. All inquiries and submissions must be directed to designated contracting officers and technical points of contact listed for each specific Area of Interest.
