About this opportunity

Army Contracting Command–Watervliet Arsenal (ACC-WVA) is conducting a Commercial Solutions Opening (CSO) for Organic Industrial Base modernization at Watervliet Arsenal and Benet Laboratories, continuously open until September 30, 2027, using authority under Section 1823 of the National Defense Authorization Act for Fiscal Year 2026 and implemented through DFARS Subpart 212.70. The solicitation (W911PT26SC001) is unrestricted and welcomes both traditional and non-traditional defense contractors, including foreign-owned businesses. ACC-WVA reserves the right to extend the closing date by amendment.

ACC-WVA seeks innovative commercial products, technologies, and services—or adaptations of existing commercial technologies—to enable seamless integration of manufacturing resources, including linking legacy analogue systems with modern digital platforms, expanding modeling and simulation capabilities, and improving materiel delivery speed and precision. The CSO may result in various contract types: immediately available commercial technologies, technologies supported by commercial or strategic investment, concept demonstrations, pilots, and agile development activities. All resulting contracts will be fixed-price (including fixed-price incentive fee structures) and treated as commercial item acquisitions under FAR Part 12.

Evaluation proceeds in up to three phases. Phase 1 requires solution briefs (maximum five pages or fifteen slides) including company information, executive summary, technology concept or gap coverage, and rough order of magnitude pricing, evaluated within 30 calendar days on responsiveness, technical merit and uniqueness, and funding availability. Phase 2 involves presentations addressing technical viability, ROM pricing, schedule, and intellectual property. Phase 3 requests full Commercial Solution Proposals in two volumes (Technical and Price). ACC-WVA reserves the right to select all, some, or none of submissions and to skip Phase 2 or proceed directly to Phase 3 based on proposal quality.

Multiple Areas of Interest have been posted on SAM.gov addressing advanced cannon manufacturing, test and inspection equipment, automated manufacturing lines, electrical infrastructure, facility conversion, access control systems, cooling tower automation, and specialized tooling—each with separate response deadlines ranging through November 2026. Responses to any AoI must be submitted via email to usarmy.watervliet.tacom.mbx.commercial-solutions-opening@army.mil. All respondents must be registered in the System for Award Management (SAM.gov). Awards are subject to funding availability and successful negotiations; this announcement neither obligates the Government for proposal development costs nor authorizes performance commencement without a written contractual document from the Contracting Officer. Primary contacts are Lauren Scripps (lauren.a.scripps.civ@army.mil) and Joseph Pokrentowski (joseph.s.pokrentowski.civ@army.mil).
