Performance Specification for FALCONS System
This is a Performance Specification (MIL-PRF-A3315473, Revision 1) for the Future Advanced Long-range Common Optical/Netted-fires Sensor (FALCONS), a Commercial Solutions Opening (CSO) rapid prototyping initiative issued by the U.S. Army Product Manager Ground Sensors on May 27, 2026. The specification is classified as Controlled Unclassified Information (CUI) and subject to export controls under the Arms Export Control Act.
System Overview and Primary Requirements
FALCONS is an integrated Electro-Optical/Infrared (EO/IR) sensor system designed to replace the legacy Long-Range Advanced Scout Surveillance System (LRAS3) and Fire Support Sensor System (FS3). The system must detect, recognize, and identify (DRI) targets at extended ranges and provide stationary category one (CAT 1) targeting with digital video overlay and a graphical user interface for scout and fires missions. The system shall incorporate the U.S. Army's 3GEN FLIR B-Kit as the primary thermal sensor, though alternative EO/IR sensor approaches may be proposed with Government approval and full risk assessment. FALCONS must support vehicle-mounted, tripod-mounted, and remote operation modes on legacy host platforms including the M1151 HMMWV, JLTV, Stryker vehicles, and MRAP platforms without requiring extensive vehicle modification. The system must also interface with host vehicle computing systems (MFoCS, MMC, ATAK, FOS, Precision Fires Dismounted/Mounted) utilizing Cursor-On-Target standards and support networked capabilities for cooperative engagements.
Imaging, Targeting, and Performance Specifications
The FALCONS system must incorporate a color camera matching 3GEN FLIR thermal fields of view within ±6%, with minimum 1080p resolution threshold and 4K objective capability. The system shall provide far-target location (FTL) accuracy of 6.0m circular error 90 (CE90) and 6.0m vertical error 90 (VE90) at 5km range using an integrated M-Code GPS receiver for self-location and internal north-finding capability. A laser range finder meeting specific NATO standard target requirements (≥10km maximum range threshold, ≥20km objective; ≤200m minimum range threshold, ≤100m objective; 1.5m RMS accuracy threshold, 1.0m RMS objective) and a laser designator capable of designating to 5km (threshold) or 10km (objective) using the Effective Designation Range (EDR95) criteria are required. The system shall incorporate an Aided Target Detection and Recognition (AiTDR) pipeline supporting uncompressed 3GEN FLIR video processing at minimum 30 fps, with scalable low-power operation at 15 fps for battery operation. FALCONS must support automated boresighting of all cameras to the laser range finder within 5 minutes (threshold) without external peripherals or 1 minute (objective) including all external peripherals, and maintain boresight over 10-hour operational periods.
Power, Environmental, and Reliability Requirements
The system shall operate at 24VDC nominal power with steady-state draw of 200W at -20°C and 225W at high temperature (threshold), scalable to 350W at -20°C and 375W at high temperature with P3I inclusions. Individual system components, excluding the Powered Vehicle Mounted Yoke (PVMY), shall not exceed 120 lbs (threshold) or 100 lbs (objective), with laser designator weight excluded. The system must achieve 95% probability (threshold) or 97.6% (objective) of completing a three-day Major Combat Operation without system abort and maintain Mean Time Between Essential Function Failure (MTBEFF) of 1282 hours (threshold) or 1904 hours (objective). Environmental compliance includes MIL-STD-810H testing for vibration, temperature extremes (-46°C to +71°C storage; -18°C to +43°C normal operation), humidity, salt fog, fungus, sand/dust, and fuel vapor exposure. Instructions:
This document is based on the FALCONS performance specification (P-Spec). The Government has determined there is potential for deviation from the performance specification to more easily and more cost effectively acquire a FALCONS system. As part of the Commercial Solutions Opening (CSO), vendors are invited to modify the specification and propose build product against their version of the modified specification.
This document provides the base specification and, in select areas, commentary on the Government’s thoughts on the requirement. Vendors should use this information as part of the modification process to ensure they are aligned with the Government’s needs and increase the likelihood of selection.
All REQUIRED specifications are annotated in red and may have amplifying comments in blue.
The Government developed P-Spec assumes integration of the Third Generation Forward-Looking Infrared (3GEN FLIR) into solutions; however, vendors may propose an alternative Electro-Optical /Infrared (EO/IR) sensor approach. Accordingly, special attention should be exercised when addressing 3GEN FLIR, DRI and boresight requirements if an alternative EO/IR senor solution is proposed. Offers that propose alternative EO/IR sensors, shall address risks associated with, and potential trades to, requirements and performance for this solution.
Commentary is highlighted in BLUE text starting with “// CSO” at the beginning of each commentary paragraph. These comments are provided solely as guidance for assessing the technical viability of the proposed solution.
The Government intends to receive proposals that meet, at a minimum, the criteria established in this guidance. Proposed solutions will be evaluated based on performance, demonstrated capabilities against the full specifications, and operation effectiveness.
The Government provides this guidance to assist vendors; however, vendors are expected to meet the minimum criteria and will be assessed as to how well they satisfy, partially satisfy or do not satisfy all specifications.

3. REQUIREMENTS
3.1 System Description
The FALCONS addresses the need for a long-range sensor capability for the Reconnaissance and Fires communities to replace the current Long-Range Advanced Scout Surveillance System (LRAS3) and Fire Support Sensor System (FS3). It will provide the Warfighter with an increased capability to rapidly detect, recognize, and identify (DRI) and precisely locate and designate targets at extended distances with greater image resolution. It will also support the delivery of long-range fires with greater accuracy in the Operational Environment (OE).
The FALCONS will be an Electro-Optical/Infrared (EO/IR) sensor system that can DRI and locate threat targets outside of the maximum effective ranges of conventional and unconventional threats through all battlefield conditions. It will integrate the US Army’s Third Generation Forward-Looking Infrared (3GEN FLIR) B-Kit, provide stationary category one (CAT 1) targeting, and conduct target designation while either vehicle-mounted or off-platform when tripod-mounted. The FALCONS will include a networked capability for cooperative engagements. The FALCONS will output digital video overlaid with a common Graphical User Interface (GUI) for scout and fires missions, including Aided Target Detection and Recognition (AiTDR) outputs with digital slew-to-cue capability to accelerate target handoff and decision-making with reduced operator cognitive burden. The FALCONS will interface with the same host vehicle platforms that integrate LRAS3/FS3. When operating On The Move (OTM), the movement characteristics are described in Appendix A. Classified performance requirements can be found in MIL-
PRF-A3315474.

3.2 Categorization of requirements
Throughout the document, the following requirements are present with their interpretation listed below:
• In some instances, threshold (T) and objective (O) are listed in Shall statements where (T) is the minimum requirement and (O) is the desired requirement.
• In some instances, Preplanned Product Improvements (P3I) are listed where these requirements are desired to be upgraded during the production of FALCONS, but which are not required to be available in the initial deliveries unless the manufacturer wishes to pursue them, or they are otherwise contractually obligated. Any design must consider P3Is for future planning. Once a P3I is incorporated, it becomes a threshold requirement.
• In some instances, objectives (O) are listed without threshold requirements, these are to be considered desired but are not required. The contractor is not obligated to consider these types of objective requirements unless the contractor wishes to pursue them to enhance their system performance, or they are contractually obligated to include the requirement.
• Requirements without any listed categorization are automatically categorized as threshold requirements.
3.3 Operating Interface Configurations
3.3.1 Legacy LRAS3 Vehicle Mounting
3.3.1.1 The system shall be able to mount on the legacy LRAS3 Vehicle Mounted Yokes as defined in the LRAS3 ICD (A3247000E) and meet all requirements with vehicle engine off and during engine idle. It is acceptable to use adapter plates on the FALCONS, or as an intermediary between the FALCONS and the yoke, provided they do not inhibit any other requirement.
3.3.1.2 The system shall not be damaged while mounted on a host vehicle and when the host vehicle is stationary or on the move. Current vehicles are the M1151 Up Armored HMMWV, Joint Light Tactical Vehicle (JLTV), Stryker Reconnaissance Vehicle (RV), Stryker Infantry Combat Vehicle (ICV and ICVV), and Mine Resistant Ambush Protected (MRAP) vehicles. Other vehicles may be considered in the future.
3.3.1.3 The system shall be capable of utilizing the same power inputs and power cables as the legacy LRAS3, as defined in Sections 3.3.1.1 and 3.3.3 of the LRAS3 ICD (A3247000E). Adapters and/or interface cables are acceptable for this requirement.
//CSO - It is necessary for the FALCONS to replace an LRAS3/FS3 with minimal changes to the vehicle installation kit or dismount kits. Future iterations can incorporate more robust changes to the VIK, however for the minimum product FALCONS needs to fit in the yoke and be powered via the LRAS3 power cable or a vendor provided adapter. Data can run via a non-previously installed cable, but it’s not
